<p style=3D"text-align: justify;">On 26 October at approximately 1130 hrs, =
a large group of approximately 50 IEA members riding in vehicles of the for=
mer NDS conducted a targeted raid against the private residence of a nation=
al staff member of an NGO in the title area. The IEA members, believed to b=
e part of an IEA intelligence unit, established a cordon around the residen=
ce for the duration of the raid and held several family members of the NGO =
staff member at the residence.<br /><br />During the raid, whose intended o=
bjective still remains unclear at the time of writing, IEA members question=
ed relatives of the NGO staff member about the nature of his work, his conn=
ections with foreign entities, and whether any foreigners are currently loc=
ated at the residence. Several doors and as well as furniture was broken at=
 the residence during the course of the search operation, and the mobile ph=
ones of most individuals at the residence were confiscated.<br /><br />The =
affected staff member contacted senior IEA officials at PD 15 in an attempt=
 to deconflict the situation. While PD 15 officials arrived at the scene, t=
hey were unable to resolve the situation. At approximately 1600 hrs, a son =
of the NGO staff member, who was being held separately by the IEA, was rele=
ased and the relatives were allowed to leave the premises.</p>

<p style=3D"text-align: justify;">While NGOs and their staff members have b=
een closely scrutinised by IEA members before, this incident represents the=
 most high-impact operation directly targeting an NGO national staff member=
 to date.<br /><br />The motive behind the operation itself still remains l=
argely unclear. Similar to other IEA-authored incidents that have affected =
NGO operations in Kabul, such as temporary or ongoing NGO compound occupati=
ons (see AFGHANISTAN/CENTRAL/R/05102021/#01), IEA members involved in the i=
ncident declined to disclose the basis or content of their investigation. A=
s such, both perceived actual security threats, and financial or personal i=
nterests of individual commanders are conceivable motives for the operation=
.<br /><br />Based on the questions posed to the relatives of the NGO staff=
 member during the search, connections to unspecified foreigners appear to =
have been the focus, although no further context was provided. INSO cannot =
disclose the identity of the organisation, however, the individual works fo=
r a well-established INGO that has operated in country for a considerable p=
eriod of time. While suspicions towards foreign entities in general by the =
IEA have been reported in the past, the 26 October incident is not assessed=
 to indicate a coordinated effort specifically targeting INGO staff members=
, the organisations themselves, or expatriates.<br /><br />The lack of clea=
r lines of responsibility, or points of contact with the superiors of the I=
EA members involved in the operation, mirrors previous IEA-authored inciden=
ts impacting NGO personnel and assets since 15 August. As a result, deconfl=
iction of incidents remains highly challenging in most of these cases. This=
 uncertainty also precludes the possibility of affected individuals voicing=
 their grievances regarding the impact of IEA operations against them, incl=
uding over resultant harm to individuals as well as material damages to pro=
perty.<br /><br />Furthermore, the general lack of clarity on what prompts =
these IEA operations against individual NGOs and NGO staff members greatly =
exacerbates the development of mitigation or prevention strategies by NGO s=
ecurity focal points. Without knowing the content of accusations raised aga=
inst individuals or organisations, NGOs as well as individual staff members=
 are not able to ensure compliance with IEA regulations and prevent being s=
anctioned by the authorities.<br /><br />As IEA consolidation efforts withi=
n the administrative and security apparatus advance, more reliable paths fo=
r deconfliction and redressing of grievances may emerge in the future. Howe=
ver, at the current time, the ability of individual IEA police or governmen=
t officials to intervene on behalf of NGOs affected by the activities of IE=
A forces operating under different service branches appears limited.</p>

focal points. NGO personnel further are advised to inform IEA members of th=
e independent and neutral nature of their work. NGO staff are advised to co=
mply with directives issued by confirmed IEA members, while maintaining the=
ir personal safety.<br /><br />NGOs are advised to share contact informatio=
n for local IEA authorities responsible for NGO affairs with staff members =
and post relevant numbers in NGO locations. NGOs are advised to establish s=
pecific lines of communication to be used in the event of such incidents.<b=
r /><br />NGOs are encouraged to share similar experiences with trusted par=
tners and coordination bodies in a confidential manner.</p>
