above, an MIED attached to a bicycle detonated. No casualties or material d=
amage was reported as a result of the incident.<br /><br />The debris resul=
ting from the explosion was cleared; However, the area remained open for ci=
vilian traffic as the detonation caused no damage to infrastructure.&nbsp;<=
br /><br />The intended target of the attack was most likely an IEA vehicle=
, which passed shortly before the explosion. While the incident is in line =
with attacks previously claimed by IS-KP in other parts of the country, no =
group has yet claimed responsibility for the attack.</div>								</div>

ected to be IS-KP related, the 08 October attack on the Gozar-e Sayed Abad =
Mosque remains the only attack in Kunduz Province, claimed by IS-KP via kno=
wn channels, since the IEA takeover. <br /><br />While the author of the at=
tack on 21 October remains unknown, it was the second incident of this natu=
re since IEA took control of Kunduz City on 08 August. On 15 August, an IED=
 emplaced along a secondary road detonated when an IEA vehicle was passing.=
 As a result, one IEA member died, and two others were wounded.<br /><br />=
While similar tactics have been used in attacks claimed by IS-KP previously=
, in other parts of the country, other local opposition groups could very l=
ikely be using similar tactics. Despite potential authorship, this type of =
attack most likely serves to undermine the IEA and their ability to provide=
 security within the province.&nbsp;<br /><br />Considering the current con=
flict environment, further attacks against the IEA are very likely, despite=
 their efforts to bolster the existing security footprint in Kunduz, Badakh=
shan, and Takhar provinces by establishing new policing units.<br /><br />I=
n response to the incident, IEA authorities are likely to initiate addition=
al search operations in the incident's surrounding areas. Similar increases=
 in security posture and proactive search operations were observed followin=
g the 08 October attack in Kunduz City and following recent attacks on the =
IEA in other parts of the country.&nbsp;</div>								</div>

izant of the risk of IED attacks in Kunduz City, despite the recent end of =
hostilities and apparent absence of organised armed opposition immediately =
following the IEA takeover.&nbsp;<br /><br />NGOs are further advised to ke=
ep a six-seven car-length distance to IEA vehicles and convoys in traffic, =
when possible, and limit time spent in IEA checkpoints, as these most likel=
y constitute attractive targets for armed opposition groups.&nbsp;<br /><br=
 />Furthermore, to reduce the risk of increased search operations, NGO safe=
ty managers should instruct guards and staff members on how to respond to I=
EA requests to enter and search compounds and how to explain the NGOs manda=
te and activities. Should IEA members insist on entering an NGO compound, s=
taff should immediately contact the NGO's safety manager and remain calm an=
d cooperative, while emphasising the humanitarian principles. NGO safety ma=
nager or another designated person should immediately contact the IEA NGO C=
ommissioner or other relevant authorities to deconflict and confirm the ide=
ntity of persons requesting to enter.</div>								</div>
