<p style=3D"text-align: justify;">On 21 October, at approximately 1900 hrs,=
 an MIED attached to a DABS electricity pylon located in an isolated area i=
n the title area detonated. While no casualties were reported as a result, =
the explosion damaged a 220kV power line, disrupting the electricity supply=
 to Kabul and several other provinces, including Ghazni, Wardak, Logar and =
Pakty. <br /><br />While the power supply has returned in several areas of =
Kabul Province, such as Kart-e Seh and Kart-e Char, no clear timeline for a=
 full resumption of services has been indicated by DABS officials thus far.=
<br /><br />The incident marked the second direct attack impacting electric=
ity infrastructure in Shakardara District since 16 September, when unknown =
actors fired three RPGs from an unknown location, which impacted near an el=
ectrical sub-station in the Qala Murad Baig area.</p>

<p style=3D"text-align: justify;">Since February 2020, a total of 12 securi=
ty-related incidents have impacted electrical infrastructure in different a=
reas of Kabul Province, ten of which involved the use of IEDs.<br /><br />T=
hese incidents include attacks using IEDs at or against electricity infrast=
ructure as well as security forces interceptions of already emplaced IEDs. =
As such, the majority of incidents that have impacted electricity infrastru=
cture over this time period were assessed to have been authored by OAGs (66=
%). By deliberately attacking infrastructure targets, OAGs can demonstrate =
their own continued ability to conduct kinetic operations in more urban env=
ironments where most electrical sub-stations and pylons are likely to be lo=
cated.<br /><br />At the same time, these attacks also serve to highlight t=
he inability of the targeted government entity to effectively protect funda=
mental public goods, such as electricity, from access by the OAG. The resul=
tant localised disruption to service delivery is also likely to decrease re=
sidents&rsquo; support for the incumbent government, thereby furthering the=
 underlying political goals of an OAG.<br /><br />No actor has thus far cla=
imed responsibility for the 21 October attack in Shakardara District. Cells=
 affiliated with IS-KP are potential culprits based on the modus operandi o=
f previously recorded attacks against electricity infrastructure in other p=
arts of Kabul Province. However, other OAGs likely also retain operational =
capabilities in northern districts of the province, such as Shakardara Dist=
rict.<br /><br />The impact of attacks targeting electricity infrastructure=
 will be further exacerbated by poor maintenance standards as well as a lon=
gstanding lack of equipment, expertise, and funds to repair or replace dama=
ged installations. This also further increases the utility of attacks on el=
ectricity infrastructure to OAGs.</p>

 and any other installation deemed vital to maintaining operations. This re=
view should also account for possible short-term fuel supply shortages.</p>
