So far the = Afghanistan International Bank has only transferred 10% of the first = tranche (of 80%) due to shortage of AFN currency, within the banking = system. This has affected project implementation due to delays in the = payment of salaries and procurement of health products. =20 In view of the circumstances, the UNDP has been actively exploring = alternative modes of delivery of funds to the RPs and/or their direct = payables for salaries of health workers and supply chain of medicines, = equipment and health products as follows: 1. Direct payment of the cost of health products to the suppliers = locally or offshore on behalf of the RPs based on their written request = and confirmation of delivery and receipt of the health products to the = health facilities. 2. Engaging Money Service Providers (MSP) which have valid LTAs = with UNDP and other UN agencies to directly pay salaries of health = workers through bank transfers if they hold a bank account or cash = payments where possible with proper identification.
