raining programme at the Marshal Fahim National Defence University.<br /><b=
r />Sounds of sporadic SAF and explosions were reported by residents in the=
 title area and adjacent neighbourhoods as a result.</p>

<p style=3D"text-align: justify;">The live firing exercise was likely condu=
cted as part of broader efforts to (re)train and professionalise frontline =
IEA members to meet urban policing needs in Kabul and other population cent=
res. While the exact number of IEA members currently undergoing similar tra=
ining programmes is unclear, ongoing training has been reported in at least=
 five different centres across Kabul.<br /><br />Future live fire exercises=
 are unlikely to be effectively communicated to area residents. As a result=
 of insufficient communication, live fire exercises often result in false r=
eporting of potential attacks or other security-related incidents in affect=
ed areas, particularly if they occur during the evening hours.<br /><br />S=
imilar to controlled detonations of UXOs and munitions, collateral threats =
posed by live fire exercises conducted within training centers to nearby re=
sidents and structures are assessed to be low. However, the threat of stray=
 rounds should nonetheless be considered in areas directly adjacent to trai=
ning facilities.</p>

sence of an active IEA training facility has been confirmed in direct proxi=
mity to NGO premises, if feasible to do so, security focal points should se=
ek information from IEA district-level officials regarding the status and s=
chedule of planned live fire exercises.</p>
