Greetings from AH

This is to state that the organizations staff and suppliers are regularly
coming to the NGOs offices and asking for their dues, some medicines and
equipment merchants putting pressure on the NGOs colleagues to receive
their dues.

The NGOs clearly described to them that NGOs are nonprofit and nonpolitical
entities and solely depend on the fund of donors to run the projects. NGOs
expressed that all past dues (remaining salaries of staff and other
expenses) will be paid once NGOs get the pending installment from the WB as
the World Bank asked invoice from NGOs for pending payments that cover the
expenses and staff salaries up to end of June 2021 and for COVID-19
projects they asked invoices from NGOs that covers the expenses up to
August 15th, 2021, but still NGOs got no response regarding payment of
mentioned invoices.  There is 3 months funding gap (July, August and
September 2021) + pending installment before July 2021 and also 1.5-month
funding gap (16th of August up to end of September 2021) + pending
installments before July 2021 for COVID-19 projects.

The NGOs did not stop the health services during the critical time and
kept the door of HFs open. So arresting health staff will have a negative
effect on the whole health system in Afghanistan and will endanger the
safety of staff and reputation of NGOs.

Therefore, we request the World Bank to pay the pending installments to
NGOs as soon as possible to solve the problems of staff salaries and
suppliers. In this critical situation your urgent payment is required.
