UN and humanitarian partners scale up life-saving response to crisis in Af=
ghanistan
and call on all donors to urgently turn pledges into reality

(Kabul=2C 6 October 2021) UN agencies and humanitarian NGOs in Afghanistan=
 are in a race against time to deliver life-saving aid to crisis-affected=
 people and preposition supplies ahead of winter.

Millions of people in Afghanistan have been deeply affected by decades of=
 conflict and displacement=2C chronic poverty=2C the COVID-19 pandemic=2C=
 a severe drought=2C a failing health system=2C and an economy on the brin=
k of collapse. The rights of women and girls=2C and of minorities in Afgha=
nistan=2C are seriously under threat.

The UN and humanitarian partners are sparing no effort to overcome financi=
al shortfalls=2C logistical challenges=2C and an increasingly complex geo-=
political situation to support the millions of women=2C men=2C and childre=
n in Afghanistan who depend on humanitarian assistance and protection.

In September (https://reliefweb.int/report/afghanistan/afghanistan-humanit=
arian-response-september-2021-highlights-and-cumulative) =2C more than 3.8=
 million people received food assistance=2C 21=2C000 children aged 6-59 mo=
nths and 10=2C000 women received treatment for acute malnutrition=2C 32=2C=
000 people received non-food items including blankets and warm clothes for=
 winter=2C 10=2C000 children were reached with community-based education a=
ctivities=2C 450=2C000 people were reached with primary and secondary heal=
thcare=2C 160=2C000 farmers and herders were provided with livelihoods sup=
port=2C 12=2C000 people received emergency psycho-social and mental health=
 support=2C 186=2C000 drought-affected people received water=2C and 150=2C=
000 people received hygiene promotion and hygiene kits.

At the beginning of 2021=2C the humanitarian situation in Afghanistan was=
 already one of the worst in the world=2C with nearly half of the populati=
on =E2=80=93 some 18.4 million people (https://reliefweb.int/report/afghan=
istan/afghanistan-humanitarian-response-plan-2018-2021-january-2021-revisi=
on) =E2=80=93 in need of humanitarian assistance. Conflict and insecurity=
 have displaced nearly 700=2C000 people within the county this year=2C wit=
h more than 3.5 million Afghans uprooted by conflict in total. Existing ne=
eds and vulnerabilities have deepened following recent events=2C and econo=
mic shocks are tipping more people in Afghanistan into crisis.

On 13 September 2021=2C the humanitarian community launched the Afghanista=
n Flash Appeal (https://www.unocha.org/story/un-holds-event-humanitarian-s=
ituation-afghanistan) =2C calling for US$606 million to provide priority l=
ife-saving aid to 10.8 million of the most vulnerable people in need by th=
e end of the year. Despite the outpouring of support and global attention=
 to the dire situation in Afghanistan=2C the flash appeal remains only 35%=
 funded.

Pledges and commitments by donors must urgently be turned into reality to=
 ensure humanitarian organizations can respond before it is too late. UN m=
ember states are requested to allow the swift and unfettered movement of h=
umanitarian supplies and personnel into and out of Afghanistan=2C and to p=
rovide humanitarian financial exemptions to allow funds to reach aid organ=
izations in the country.

The free and safe movement of humanitarian goods and personnel in the coun=
try must be guaranteed=2C and necessary steps must be taken to ensure an i=
nclusive response where all aid workers=2C including women=2C are free to=
 perform their life-saving work. The humanitarian community in Afghanistan=
 reiterates its commitment to deliver unconditional aid to millions of peo=
ple on the basis of needs=2C in line with the principles of humanity=2C ne=
utrality=2C impartiality=2C and independence.

Without urgent action=2C the humanitarian situation will continue to deter=
iorate into 2022. The de facto authorities=2C UN member states=2C donors=
=2C humanitarian organizations=2C and other stakeholders must mobilize imm=
ediately to prevent a further humanitarian catastrophe in Afghanistan.

Dr. Ramiz Alakbarov=2C UN Resident and Humanitarian Coordinator in Afghani=
stan=2C said: =E2=80=9CThe people of Afghanistan must not pay the price of=
 collective failures. They deserve a normal life in peace and dignity. We=
 will spare no effort to respond to the needs of all women=2C men=2C and c=
hildren in Afghanistan. We will continue to advocate for the rights of wom=
en and girls=2C and of minority groups=2C as well as the rights of all to=
 employment=2C food=2C healthcare=2C education=2C and safety.=E2=80=9D

Mary-Ellen McGroarty=2C Representative and Country Director of WFP Afghani=
stan=2C said: =E2=80=9CAfghanistan is on borrowed time. In my long career=
 with WFP I=E2=80=99ve never before seen a crisis unfold at this pace and=
 scale. We are witnessing a new depth of destitution as the drought and th=
e economic crisis drives up food and fuel prices. Getting food to families=
 across Afghanistan before the cold and harsh winter is what we must do no=
w!=E2=80=9D

Lisa K. Piper=2C Director of the Agency Coordinating Body for Afghan Relie=
f & Development=2C said: =E2=80=9CThe NGO community is committed to stayin=
g and delivering an equitable and safe humanitarian response. We know that=
 at least half of the people in need of humanitarian assistance are women=
 and girls; and so to have a response that is based on actual identified n=
eeds=2C female aid workers must be able to work=2C move freely=2C and acce=
ss communities.=E2=80=9D

Marin Din Kajdomcaj=2C UNHCR Deputy Representative in Afghanistan=2C said:=
 =E2=80=9CIf the commitments made by the international community are not d=
elivered on now=2C millions of displaced Afghans will struggle to survive=
 over the coming winter. A lack of immediate action will inevitably lead t=
o a deeper humanitarian crisis and further displacement that will have not=
 only regional=2C but global implications.=E2=80=9D

Astrid Sletten=2C Country Director of the Norwegian Refugee Council in Afg=
hanistan=2C said: =E2=80=9CAs the economy spirals and the banking system i=
s at risk of collapse=2C the impact on Afghans across the country who are=
 already struggling to survive will be catastrophic. NRC stands ready to s=
cale-up our response to meet growing needs but we need unhindered humanita=
rian access=2C including our female staff=2C to be able to do so. Member s=
tates must also urgently find ways to stabilize the economy and address th=
e liquidity crisis so that we can continue supporting the Afghan people.=
=E2=80=9D

Stuart Simpson=2C IOM Afghanistan Chief of Mission said: =E2=80=9CNow more=
 than ever=2C we need commitments from the international community to mate=
rialize so we can support those displaced=2C the local communities=2C whil=
e also giving Afghans a chance at living with dignity through decent work.=
=E2=80=9D

Dr Luo Dapeng=2C WHO Country Representative in Afghanistan=2C said: =E2=80=
=9CAccess to health for Afghans is falling further out of reach just as wi=
nter approaches. Outbreaks of measles and acute watery diarrhoea are expan=
ding. COVID-19 transmission continues across the country. The immune syste=
ms of children are increasingly compromised by malnutrition. This deeply t=
roubling combination of factors will lead to an increase in preventable il=
lness and death unless urgent action is taken.=E2=80=9D

Abdul Khaliq Zazai=2C Executive Director of the Accessibility Organization=
 for Afghan Disabled (AOAD)=2C said: =E2=80=9CThe inclusion of persons wit=
h disabilities in humanitarian and development assistance is a critically=
 important cross-cutting agenda recognized by the United Nations. Afghanis=
tan has one of the largest populations per capita of persons with disabili=
ties in the world=2C most of them conflict-affected people who need physic=
al rehabilitations=2C prostheses=2C orthoses=2C assistive devices=2C or fo=
od support.=E2=80=9D

Herv=C3=A9 Ludovic De Lys=2C UNICEF Representative in Afghanistan=2C said:=
 =E2=80=9CAs more families struggle to put food on the table=2C the nutrit=
ional health of mothers and their children is getting worse by the day. Ch=
ildren are getting sicker and their families are less and less able to get=
 them the treatment they need. Rapidly spreading outbreaks of measles and=
 acute watery diarrhoea will only exacerbate the situation.=E2=80=9D

Abdallah Al Dardari=2C UNDP Resident Representative for Afghanistan=2C sai=
d: =E2=80=9CIn addition to immediate assistance to save lives=2C the inter=
national community must act to save livelihoods and local economy=2C enhan=
ce resilience of communities=2C and prevent a total economic and social br=
eakdown in the country.=E2=80=9D

Richard Trenchard=2C FAO Representative in Afghanistan=2C said: =E2=80=9CF=
AO is deeply concerned about the rural crisis affecting 70 per cent of the=
 Afghan population. 80 per cent of Afghans depend directly or indirectly o=
n rural livelihoods. The importance of agriculture in keeping the people o=
f Afghanistan fed=2C alive=2C and self-reliant cannot be overstated.=E2=80=
=9D

 October 2021) </em>UN agencies and humanitarian NGOs in Afghanistan are i=
n a race against time to deliver life-saving aid to crisis-affected people=
 and preposition supplies ahead of winter.&nbsp;<br>
<br>
Millions of people in Afghanistan have been deeply affected by decades of=
 conflict and displacement=2C chronic poverty=2C the COVID-19 pandemic=2C=
 a severe drought=2C a failing health system=2C and an economy on the brin=
k of collapse. The rights of women and girls=2C and of minorities in Afgha=
nistan=2C are seriously under threat.<br>
<br>
The UN and humanitarian partners are sparing no effort to overcome financi=
al shortfalls=2C logistical challenges=2C and an increasingly complex geo-=
political situation to support the millions of women=2C men=2C and childre=
n in Afghanistan who depend on humanitarian assistance and protection.<br>
&nbsp;<br>
In <a href=3D"https://humanitarianresponse.us4.list-manage.com/track/click=
?u=3Dfe0746c970b6af5b85b9a5ef4&id=3Df17eeba433&e=3D378d750ef4" style=3D"m=
so-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit-text-size-=
adjust: 100%;color: #418fde;font-weight: normal;text-decoration: underline=
;">September</a>=2C more than 3.8 million people received food assistance=
=2C 21=2C000 children aged 6-59 months and 10=2C000 women received treatme=
nt for acute malnutrition=2C 32=2C000 people received non-food items inclu=
ding blankets and warm clothes for winter=2C 10=2C000 children were reache=
d with community-based education activities=2C 450=2C000 people were reach=
ed with primary and secondary healthcare=2C 160=2C000 farmers and herders=
 were provided with livelihoods support=2C 12=2C000 people received emerge=
ncy psycho-social and mental health support=2C 186=2C000 drought-affected=
 people received water=2C and 150=2C000 people received hygiene promotion=
 and hygiene kits.<br>
&nbsp;<br>
At the beginning of 2021=2C the humanitarian situation in Afghanistan was=
 already one of the worst in the world=2C with nearly half of the populati=
on =E2=80=93 <a href=3D"https://humanitarianresponse.us4.list-manage.com/t=
rack/click?u=3Dfe0746c970b6af5b85b9a5ef4&id=3Daf9af89dc7&e=3D378d750ef4"=
 style=3D"mso-line-height-rule: exactly;-ms-text-size-adjust: 100%;-webkit=
-text-size-adjust: 100%;color: #418fde;font-weight: normal;text-decoration=
: underline;">some 18.4 million people</a> =E2=80=93 in need of humanitari=
an assistance. Conflict and insecurity have displaced nearly 700=2C000 peo=
ple within the county this year=2C with more than 3.5 million Afghans upro=
oted by conflict in total. Existing needs and vulnerabilities have deepene=
d following recent events=2C and economic shocks are tipping more people i=
n Afghanistan into crisis.<br>
&nbsp;<br>
On 13 September 2021=2C the humanitarian community <a href=3D"https://huma=
nitarianresponse.us4.list-manage.com/track/click?u=3Dfe0746c970b6af5b85b9a=
5ef4&id=3Db722877260&e=3D378d750ef4" style=3D"mso-line-height-rule: exact=
ly;-ms-text-size-adjust: 100%;-webkit-text-size-adjust: 100%;color: #418fd=
e;font-weight: normal;text-decoration: underline;">launched the Afghanista=
n Flash Appeal</a>=2C calling for US$606 million to provide priority life-=
saving aid to 10.8 million of the most vulnerable people in need by the en=
d of the year. Despite the outpouring of support and global attention to t=
he dire situation in Afghanistan=2C the flash appeal remains only 35% fund=
ed.<br>
&nbsp;<br>
Pledges and commitments by donors must urgently be turned into reality to=
 ensure humanitarian organizations can respond before it is too late. UN m=
ember states are requested to allow the swift and unfettered movement of h=
umanitarian supplies and personnel into and out of Afghanistan=2C and to p=
rovide humanitarian financial exemptions to allow funds to reach aid organ=
izations in the country.<br>
&nbsp;<br>
The free and safe movement of humanitarian goods and personnel in the coun=
try must be guaranteed=2C and necessary steps must be taken to ensure an i=
nclusive response where all aid workers=2C including women=2C are free to=
 perform their life-saving work. The humanitarian community in Afghanistan=
 reiterates its commitment to deliver unconditional aid to millions of peo=
ple on the basis of needs=2C in line with the principles of humanity=2C ne=
utrality=2C impartiality=2C and independence.<br>
&nbsp;<br>
Without urgent action=2C the humanitarian situation will continue to deter=
iorate into 2022. The de facto authorities=2C UN member states=2C donors=
=2C humanitarian organizations=2C and other stakeholders must mobilize imm=
ediately to prevent a further humanitarian catastrophe in Afghanistan.</sp=
an><br>
<br>
<span style=3D"font-size:12px"><strong>Dr. Ramiz Alakbarov=2C UN Resident=
 and Humanitarian Coordinator in Afghanistan=2C said:</strong> =E2=80=9CTh=
e people of Afghanistan must not pay the price of collective failures. The=
y deserve a normal life in peace and dignity. We will spare no effort to r=
espond to the needs of all women=2C men=2C and children in Afghanistan. We=
 will continue to advocate for the rights of women and girls=2C and of min=
ority groups=2C as well as the rights of all to employment=2C food=2C heal=
thcare=2C education=2C and safety.=E2=80=9D<br>

<strong>Mary-Ellen McGroarty=2C Representative and Country Director of WFP=
 Afghanistan=2C said:</strong> =E2=80=9CAfghanistan is on borrowed time. I=
n my long career with WFP I=E2=80=99ve never before seen a crisis unfold a=
t this pace and scale. We are witnessing a new depth of destitution as the=
 drought and the economic crisis drives up food and fuel prices. Getting f=
ood to families across Afghanistan before the cold and harsh winter is wha=
t we must do now!=E2=80=9D<br>

<strong>Lisa K. Piper=2C Director of the Agency Coordinating Body for Afgh=
an Relief &amp; Development=2C said:</strong> =E2=80=9CThe NGO community i=
s committed to staying and delivering an equitable and safe humanitarian r=
esponse. We know that at least half of the people in need of humanitarian=
 assistance are women and girls; and so to have a response that is based o=
n actual identified needs=2C female aid workers must be able to work=2C mo=
ve freely=2C and access communities.=E2=80=9D<br>
&nbsp;<br>
<strong>Marin Din Kajdomcaj=2C UNHCR Deputy Representative in Afghanistan=
=2C said:</strong> =E2=80=9CIf the commitments made by the international c=
ommunity are not delivered on now=2C millions of displaced Afghans will st=
ruggle to survive over the coming winter. A lack of immediate action will=
 inevitably lead to a deeper humanitarian crisis and further displacement=
 that will have not only regional=2C but global implications.=E2=80=9D<br>
&nbsp;<br>
<strong>Astrid Sletten=2C Country Director of the Norwegian Refugee Counci=
l in Afghanistan=2C said:</strong> =E2=80=9CAs the economy spirals and the=
 banking system is at risk of collapse=2C the impact on Afghans across the=
 country who are already struggling to survive will be catastrophic. NRC s=
tands ready to scale-up our response to meet growing needs but we need unh=
indered humanitarian access=2C including our female staff=2C to be able to=
 do so. Member states must also urgently find ways to stabilize the econom=
y and address the liquidity crisis so that we can continue supporting the=

 The immune systems of children are increasingly compromised by malnutriti=
on. This deeply troubling combination of factors will lead to an increase=
 in preventable illness and death unless urgent action is taken.=E2=80=9D<=
