Dear Temesgen,

Hope you doing well.

Reference to our virtual coordination meeting at Monday, it was discussed to
share RP's concerns with UNDP and GF regarding procuring of goods and
services for this one month project.

Therefore it is to inform you that JACK has extended the employments'
contracts with our old employees as per signed mutual contract and approved
budget between UNDP/GF and JACK. The contract duration is limited for
October 2021(one month) only. Please provide your acceptance and approval
for the recruitment process of the staff.

JACK has conducted meetings with our previous suppliers of goods and
services to provide the medicines, medical supplies, Oxygen, and other
supplies but they has many concerns and problems regarding supplies and old
clearance which are follow;

1.       The prices are high in the market due to less supply and high
demand of medicines.

2.       The AFN values has decrease against Dollar which also increased the
prices.

3.       The suppliers are not considering our orders without cash payment
and/or Hawala transfer.

4.       There is difficulties in importing the medicines and medical
supplies from abroad.

5.       Our bank accounts are restricted and we are not allowed to withdraw
more amount. The bank transfer can create problems for us to withdraw the
cash for resettlement of new purchased from market.

6.       We are in short cash position due to the previous supplies and
pending payments with JACK.

7.       We are out of stock in most of the items that's the JACK bill order
will be fulfilled from open market different medicines merchants.

In consideration to above concerns, time constraint of the project and
current emergency situation in the country, we JACK management has decided
to procure the medicines, medical supplies, oxygen, vehicles hiring, fuel,
rents and other supplies through restricted bidding where three quotations
will be conducted from open market incompliance with STANDARD TERMS AND
CONDITIONS Clause 7.0 Procurement of mutual signed contract. Therefore you
are requested to grant us approval to apply restricted bidding procurement
procedure on stated supplies to avoid any deficiency in the service delivery
in the health sector as per the signed agreement.

It is also requested that please allow us to procure the medicines, medical
supplies, oxygen, vehicles hiring, fuel, rents and other supplies on cash
basis to settle suppliers invoices on timely manner to avoid delay in the
service in all HFs. Otherwise the suppliers will be not able to facilitate
us through bank transfer or cheque issuance.

We are thankful for your understanding and looking forward to hear from you
in this regard.
