<p style=3D"text-align: justify;">On 01 October, OAG members conducted two =
attacks against IEA forces between 1130 hrs and 1400 hrs on the southern an=
d northern outskirts of Charikar City.<br /><br />At approximately 1130 hrs=
, an MIED attached to an IEA vehicle detonated along the Charikar-Pul-e Khu=
mri Highway in the <a href=3D"https://goo.gl/maps/bkgzHLXLn8gK6HwK7">Bandar=
-e Ghorband</a> area of PD 1, killing four IEA members. IEA members set up =
a temporary cordon around the area following the incident, prompting tempor=
ary disruptions to traffic along the Charikar-Pul-e Khumri Highway. By the =
time of writing, traffic was reported to be moving through the area uninter=
rupted.<br /><br />Shortly afterwards, at approximately 1400 hrs, OAG membe=
rs entered an abandoned residence along a secondary road in the <a href=3D"=
https://goo.gl/maps/UNVXW4fCUgpLBraR7">Qala-e Khoja</a> area of PD 3, raisi=
ng an IS-KP flag. IEA members responded and deployed to the area. After IEA=
 forces arrived at the scene, OAG members fired two IDF rounds from an unkn=
own location towards the residence. <br /><br />IEA members opened SAF in t=
he direction of the suspected firing position. Following the incident, IEA =
forces arrested several area residents.<br /><br />No further incoming IDF =
rounds or SAF was reported in the Qala-e Khoja area and traffic reportedly =
remained unaffected.</p>

<p style=3D"text-align: justify;">Individuals affiliated with IS-KP are ass=
essed to be the most likely culprit behind both attacks, based on recently =
reported activity south of Charikar City. The group has not claimed respons=
ibility for either attack at the time of writing. <br /><br />IS-KP members=
 have conducted 18 MIED attacks on different targets in the Central and Eas=
tern regions in 2021 thus far, demonstrating certain capabilities of the gr=
oup to deploy MIEDs. The group conducted three of these MIED attacks in Par=
wan Province. The latest of these MIED attacks occurred in the <a href=3D"h=
ttps://goo.gl/maps/oMHzkXne3XRDbBun9">Jagal Bagh</a> area of PD 2 on 11 Jul=
y and targeted electricity pylons.<br /><br />Furthermore, on 29 September,=
 IEA forces discovered and defused a roadside IED along a secondary road an=
d arrested ten suspected OAG supporters in the <a href=3D"https://goo.gl/ma=
ps/ueNXWR3kzEX2tyFp9">Chaikal</a> area, located approximately 6.5 km southe=
ast of Qala-e Khoja. IS-KP subsequently claimed to have conducted a success=
ful RCIED attack against IEA forces in the Chaikal area on 29 September. Th=
is claim could not be verified, but strongly suggests the presence of indiv=
iduals who identify as IS-KP members and carry out attacks on behalf of the=
 group.<br /><br />The attack in Qala-e Khoja appears to have been premedit=
ated. OAG members likely intentionally used the raised IS-KP flag to lure I=
EA forces to a previously marked location, possibly in order to increase th=
e accuracy of the subsequent IDF attack. <br /><br />Both the use of MIEDs =
and IDF points to a limited operational presence and capabilities of the in=
dividuals conducting the mentioned activity on behalf of IS-KP in Parwan, a=
t least for the time being. Both tactics offer a degree of anonymity and op=
erational security by limiting the time or need of the perpetrator's presen=
ce in the immediate area compared to other types of attacks, such as ambush=
es using SAF.<br /><br />IS-KP likely retains the capability to conduct sim=
ilar attacks in Parwan Province, in particular in rural areas and secondary=
 roads. Further MIED and IDF attacks on IEA vehicles and structures remain =
a distinct possibility in the coming months.<br /><br />A heightened IEA pr=
esence is expected along Highway 1 in the title area over the next 24-48 ho=
urs in response to the two attacks. Further search operations targeting sus=
pected IS-KP supporters may also be observed in and around Charikar City du=
ring this time. As a result, traffic along Highway 1 through Parwan Provinc=
e may be temporarily affected and controls at checkpoints may be intensifie=
d.</p>

ly increased travel time for any movements along Highway 1 through Parwan P=
rovince over the next 24-48 hours.<br /><br />Where possible, NGOs are also=
 advised to maintain a distance of at least 500 m from any IEA vehicles and=
 limit time spent at IEA checkpoints when travelling through the title area=
 to minimise exposure to potential attacks.<br /><br />NGOs are reminded th=
at in the event that their staff members are faced with an IDF attack, the =
following actions are recommended:</p>
<ul>
<li>Remain indoors;</li>
<li>Move to the safe room, if available;</li>
<li>If there is no safe room, or it cannot be reached safely, take shelter =
away from windows, ideally in a basement, if available, or under a solid st=
ructure such as a table;</li>
<li>Inform INSO directly or through the NGO security focal point, to seek i=
nformation about the origin of the IDF or when it is likely to cease;</li>
<li>Do not assume the IDF has ended after a few minutes of no firing.</li>
