Thank you for participating in the meeting last Thursday. As we =
explained, the World Bank still does not have the authorization =
environment to engage in Afghanistan.  However, we continue to monitor =
and assess the situation in line with the World Bank=E2=80=99s policies =
and procedures. We are also consulting development partners to find =
alternative ways to ensure financing and minimize any disruption of =
health services.  As also explained, we are trying to assess the exact =
amount payable to you by the former Government. Therefore, we are =
requesting to share your invoices for Sehatmandi (though June 30th, =
2021) and COVID-19 (Through August 15, 2021) project for review.  =20

=20

Please follow the same format for invoices (as you have done in the =
past, nothing is new here), under valid contracts only, and progress =
reports that was submitted before to MOPH for processing your payments. =
Kindly also address the invoices to MOPH as per your contract.  As a =
reminder the WB is not a party to your contracts nor does it manage =
them.

=20

Sehatmandi Project=20

Payments due through June 30, 2021

Kindly submit one invoice for lump-sum part and another invoice for the =
P4P part as per HMIS figures.=20

*	Lumpsum part invoice: As per our understanding, for the lump-sum part =
only the last installment is left. Please prepare invoice for this 1% =
and as per the payment schedule.=20
*	P4P part invoice: Kindly submit invoice for the seventh P4P =
installment as per HMIS numbers. The invoice amount will be adjusted =
based on the fifth round of TPM verification. Kindly note that fourth =
round of TPM Verification has been finalized that will be used to adjust =
the sixth installment that has been already paid to SPs.=20

=20

Kindly also submit the 10th quarterly report and end of project reports =
for our review. These reports are necessary for payment processing. =
Please take note of the following points while submitting invoices.=20

=20

*	For the 10 days=E2=80=99 which covers 20th =E2=80=93 30th June, please =
take the volume of service delivery for the month of July and divide it =
by three. Add this to your P4P invoice.=20
*	For end of the project report, it shouldn=E2=80=99t be lengthy, rather =
clear, to the point and succinct. =20
*	Please don=E2=80=99t submit any invoice for contingency payments and =
force major payments for now.=20

=20

Any unpaid installment for the period till June 2021

Please submit separate invoices for that period with the relevant =
progress report if you are not paid by MOPH due to any reason.

=20

For payments between July 1st =E2=80=93 August 15

For now, please don=E2=80=99t submit any invoice for this period as =
there are no valid contracts.  The Former Government never signed your =
contracts.

=20

COVID-19 Project=20

*	Workplan extended until June 30, 2022: kindly prepare one invoice from =
the start date of the new workplan (3rd Amendment) until August 15 (for =
valid contracts we understand that 8 provinces didn=E2=80=99t have a =
valid contract for COVID services beyond June 30th). Kindly take the =
total amount for COVID service delivery and divide by 6 to get monthly =
amounts and then multiply by the number of months actual service =
delivery happened until August 15. Please do the same for vaccination. =
Take the total amount, divide by 12 since the budget is for 12 months =
and multiply by the number of months service delivery has happened until =
August 15th. Prepare the invoices and send along with progress report =
for this period as per your signed contract.=20
*	For the Contracts not extended: please submit all your remaining =
invoices until the last day of your workplan (I believe June 30th) with =
progress report for that period.=20
*	Unpaid 2020 installments: prepare invoice for those two installments =
separately as per the amount stipulated in the contract. Kindly also =
prepare separate progress report for those periods and submit them along =
with invoices. Once again, this is based on past documentations you have =
submitted to MOPH, so nothing is new here as well.

=20

Please send the invoices and progress reports to me and Dr. Sharifi from =
AHO by COB tomorrow, Monday, September 28 in one Email for both =
Sehatmandi and COVID. Kindly ensure that invoices and progress reports =
are named/labelled correctly.

One last note, for the provinces where there is a joint venture, we =
accept invoices from the lead NGO only and invoices from one SP only.=20

prepare one invoice from the start date of the new workplan =

COVID services beyond June 30th). Kindly take the total =
amount for COVID service delivery and divide by 6 to get monthly amounts =
and then multiply by the number of months actual service delivery =
happened until August 15. Please do the same for vaccination. Take the =
total amount, divide by 12 since the budget is for 12 months and =
multiply by the number of months service delivery has happened until =
August 15th. Prepare the invoices and send along with =
progress report for this period as per your signed contract. =
