OVERVIEW

This report is produced by OCHA Afghanistan in collaboration with humanita=
rian partners via clusters. This report covers activities carried out betw=
een 1 and 15 September 2021. It aims to provide a frequent overview of res=
ponse activities against the needs articulated in the Flash Appeal. The re=
porting timeframe will match the Flash Appeal which details a four-month=
 =E2=80=93from 1 September to 31 December 2021 =E2=80=93 strategic respons=
e to the current crisis. The plan draws largely on unmet needs detailed in=
 the 2021 HRP (Humanitarian Response Plan) while also incorporating new em=
erging needs=2C as they are currently understood. The ICCT Real-Time Respo=
nse Overview Situation Report will be issued every two weeks.
HIGHLIGHTS
* Humanitarians seek US$606 million as part of the Flash Appeal (https://w=
ww.humanitarianresponse.info/sites/www.humanitarianresponse.info/files/doc=
uments/files/afg_flash_appeal_2021.pdf) to provide prioritised multi-secto=
ral assistance to 11 million people in the four remaining months of 2021.=
 Donors are urged to fast-track funding for known humanitarian needs to mi=
tigate against avoidable deaths=2C prevent displacement and reduce sufferi=
ng. Donors are also urged to ensure that funding is flexible enough to ada=
pt to the fast-changing conditions on the ground. As at 22 September=2C th=
e Flash Appeal remained only 15 per cent (https://fts.unocha.org/appeals/1=
057/summary) funded=2C with a shortfall of some $516 million.
* Since 1 September 2021=2C partners have reached 10=2C157 children with c=
ommunity-based education activities=2C supported 12=2C607 people with stan=
dard NFIs assistance (through cash and in-kind modalities)=2C provided ove=
r 340=2C000 people with food assistance=2C screened 4=2C193 people at poin=
ts-of-entry=2C provided treatment for Acute Malnutrition to 20=2C755 child=
ren aged 6-59 months=2C supported 10=2C049 people with psychosocial suppor=
t services=2C and assisted 177=2C500 drought-affected people with water tr=
ucking.
* The majority of activities during the reporting period have been carried=
 out with existing funding. Humanitarians continue to urge for pledged fun=
ding to be rapidly translated into commitments to resource immediate respo=
nse and preparedness activities.

SITUATION OVERVIEW

Forty years of war=2C recurrent natural disasters=2C chronic poverty=2C dr=
ought and the COVID-19 pandemic have devastated the people of Afghanistan.=
 The recent escalation in conflict and resulting upheaval has only exacerb=
ated needs and further complicated an extremely challenging operational co=
ntext.

Even prior to the events of 15 August=2C the humanitarian situation in Afg=
hanistan was one of the worst in the world. By the mid-year mark=2C nearly=
 half of the population =E2=80=93 some 18.4 million people =E2=80=93 were=
 already in need of humanitarian and protection assistance in 2021. One in=
 three Afghans were facing crisis or emergency levels of food insecurity a=
nd more than half of all children under-five were expected to face acute m=
alnutrition. Protection and safety risks to civilians=2C particularly wome=
n=2C children and people with a disability=2C were also reaching record hi=
ghs. According to UNAMA=2C 5=2C138 civilians were killed (1=2C659) and inj=
ured (3=2C524) in the first half of the year=2C with a particularly sharp=
 increase in casualties recorded between May and June following the withdr=
awal of international military forces and intensification of fighting. UNA=
MA notes that the number of civilian casualties between May and June was n=
early as many as those recorded in the entire preceding four months.

The sharp increase in hostilities across the country also severely impacte=
d health facilities and health personnel=2C and further stretched thin res=
ources responding to the increased health needs =E2=80=93 including needs=
 fuelled by new COVID-19 variants. Direct and indirect attacks against sch=
ools coupled with COVID-19 preventative measures disrupted critical educat=
ion windows =E2=80=93 key for children=E2=80=99s development and trauma co=
ping =E2=80=93 for a staggering 9.3 million children. Conflict has already=
 forced more than 570=2C000 people to flee their homes so far this year. D=
espite rising insecurity=2C a record 757=2C000 undocumented Afghans were d=
eported or had returned from neighbouring countries between January and Au=
gust.

Afghanistan is also facing its second drought in four years. Unlike the la=
st drought that was relatively localised in the western region=2C the curr=
ent drought is impacting one third of the country. This will deplete many=
 people=E2=80=99s financial and asset reserves as they struggle to cope. A=
lready=2C poor households have taken on catastrophic levels of debt. Many=
 continue to rely on dangerous coping mechanisms to survive=2C including c=
hild labour=2C early and forced marriage=2C and risky irregular migration=
=2C and are taking on heightened protection risks as a result.

The recent leadership transitions in the country and unfolding implication=
s on basic services=2C financial systems and markets has led to a further=
 deterioration of the situation for vulnerable people. While the full impa=
ct of recent events will take more time to manifest=2C aid organisations h=
ave already witnessed a dangerous deepening of humanitarian need amongst a=
 greater number of people. While all population groups across the country=
 have been impacted=2C the consequences for women and girls have been most=
 immediately felt.

To respond to deepening humanitarian need and acute protection risks=2C th=
e Inter Cluster Coordination Team (ICCT) has developed a multi-sector plan=
 which details a four-month (September-December 2021) strategic response t=
o the current crisis. The plan draws largely on unmet needs detailed in th=
e 2021 HRP (Humanitarian Response Plan) while also incorporating new emerg=
ing needs=2C as they are currently understood.

he events of 15 August=2C the humanitarian situation in Afghanistan was on=
e of the worst in the world. By the mid-year mark=2C nearly half of the po=
pulation =E2=80=93 some 18.4 million people =E2=80=93 were already in need=
 of humanitarian and protection assistance in 2021. One in three Afghans w=
ere facing crisis or emergency levels of food insecurity and more than hal=
f of all children under-five were expected to face acute malnutrition. Pro=
tection and safety risks to civilians=2C particularly women=2C children an=
d people with a disability=2C were also reaching record highs. According t=
o UNAMA=2C 5=2C138 civilians were killed (1=2C659) and injured (3=2C524) i=
n the first half of the year=2C with a particularly sharp increase in casu=
alties recorded between May and June following the withdrawal of internati=
onal military forces and intensification of fighting. UNAMA notes that the=
 number of civilian casualties between May and June was nearly as many as=
 those recorded in the entire preceding four months.</span></span></p>

th COVID-19 preventative measures disrupted critical education windows =E2=
=80=93 key for children=E2=80=99s development and trauma coping =E2=80=93=
 for a staggering 9.3 million children. Conflict has already forced more t=
han 570=2C000 people to flee their homes so far this year. Despite rising=
 insecurity=2C a record 757=2C000 undocumented Afghans were deported or ha=
d returned from neighbouring countries between January and August.</span><=
