Greetings from AHO,

The following email received from the World Bank and will share with you
from the AHO address, we requested the WB to send us the complete
information which you need to be prepared by the IPs for your reporting.

Dear Dr. Sharifi,

Thank you for arranging yesterday=E2=80=99s call.

Kindly send below clarification on the points we discussed yesterday from
the AHO account to all service providers. Hopefully this will clarify SPs
questions.

Dear Sehatmandi Service Providers,

Following our discussions, I would like to highlight a few points we heard.

The World Bank *does not have the authorizing environment* yet to engage.
The WB is continuing to closely monitor and assess the situation in line
with its internal policies and procedures. The WB is continuing to consult
closely with its Board of Directors, the international community, and
development partners to find alternative ways to ensure that health
services continue to be financed and minimize any disruption of life-saving
services.

While discussions are on-going, it is important for all the Sehatmandi SPs
to be able to document services it has provided through August 15th,
especially in light of the non-existence of valid contracts for the period
of July 1st-August 15.  As such, I am asking all of you to prepare and
submit all the invoices and progress reports for the past due payments.  If
you had already submitted these to the MOPH please forward these to me.
Kindly make sure to prepare all the invoices and progress reports, label
them correctly and send them in one Email for both Sehatmandi & COVID
projects.

*For SEHATMANDI pas due payment through June 30, 2021:*

- As per our understanding, for the lump-sum part only the last
   installment is left. Please prepare invoice for this 1% and as per the
   payment schedule also submit the 10th quarterly report and end of
   project reports for our review.
   - For the P4P part, the seventh P4P installment is not paid yet. For
   which you need to submit separate invoice as per HMIS numbers and this
   installment will be adjusted based on the fifth round of TPM verificatio=
n
   for which the TPM report will be finalized soon. With this we will also
   adjust the payments made during the sixth installment based on the fourt=
h
   round of TPM verification which is finalized now. The 10th quarterly
   report and end of project reports will be reviewed as well.

*For payments between July 1st =E2=80=93 August 15:*

- Please submit invoice separate for lump-sum and P4P portion.
      - For lump-sum, kindly take the total lump-sum for one year (July
      2021 =E2=80=93 June 2022) from negotiated contracts, divide by 12 and=
 multiply by
      1.5 to get the one and half month payment. Kindly make sure to submit
      progress report for this one and half month along with invoices.
      - For P4P, kindly submit them as per HMIS data reported. For some
      provinces we checked some of figures are incorrect, kindly make
sure those
      are correctly entered. We will use TPM report for the same
period form 2020
      and adjust payments. Kindly make sure to submit progress report for t=
his
      one and half month along with the invoices.

Note: on the structure, level of details of invoices and progress reports,
etc, please follow the same previous format that was submitted to MOPH.

*For COVID-19 Project:*

- For those of you whose workplan is extended until June 30, 2022.
   Kindly prepare one invoice from the date the new workplan (3rd
    Amendment) *is started until August 15*. Kindly take the total amount
   for COVID service delivery and divide by 6 to get monthly amounts and th=
en
   multiply by the number of months actual service delivery happened until
   August 15. Please do the same for vaccination. Take the total amount,
   divide by 12 since the budget is for 12 months and calculate by the numb=
er
   of months service delivery has happened until August 15th. Prepare the
   invoices and send along with progress report for this period.
   - For those of you whose contracts are not extended, please submit your
   invoices until the last day of your workplan (I believe June 30th). And
   the new SPs for those 8 provinces where there is no contract and service
   delivery has been done, please prepare invoice for this one and half mon=
th
   with progress report based on estimated budget separately. One up to end
   date of your contract and another one from that date until August 15th.
   - We also make note that two installments in 2020 are not paid yet.
   Kindly prepare invoice for those two installments separately as per the
   amount stipulated in the contract, prepare separate progress report for
   those periods and submit along with invoices.

*Please follow the same format that was submitted before to MOPH*.

Please pay attention, prepare the complete package and when ready (the
sooner the better) send to me Dr. Sharifi from AHO at
aho.afghanistan@gmail.com.
