*Dear Dr. Hassanzai*,

Besides the limitation in bank payment, there is another big problem in
procurement of medical and non-medical supply from the local market of
Afghanistan for the project. Today the procurement team of most of the IPs
went to the local market of Kabul for collecting the quotations, but none
of the suppliers are willing to give quotations if the cash payment is not
warranted by NGOs. So I am kindly requesting you to convince UNDP
colleagues to ignore the bank payment and consider the cash payment
mechanism through money exchanger (Sarafi) for NGOs. Otherwise the IPs will
not be able to implement the Sehatmandi project through bank payment system=
=E2=80=9D
