<p style=3D"text-align: justify;">On 16 September, at approximately 1815 hr=
s, a group of five individuals, armed with AK-type rifles and riding in a w=
hite SUV-type vehicle arrived at the gate to the parking area of an NGO com=
pound in the title area. Claiming to be IEA members, the individuals demand=
ed entry to the compound to conduct an &ldquo;inspection&rdquo;, specifical=
ly of three alleged newly-acquired vehicles they claimed were parked at the=
 premises. After guards at the gate refused to open the gate, the assailant=
s held the guard at gunpoint and forced their way inside.<br /><br />After =
failing to find the abovementioned vehicles in the separate parking area, t=
he group moved to the main gate to the NGO offices, again demanding entranc=
e from guards posted at the gate, who denied their request. A single armed =
assailant then entered the compound through the pedestrian entrance to sear=
ch for the indicated vehicles. <br /><br />Again failing to locate the vehi=
cles outside the office buildings, the individual returned to the assailant=
s' SUV-type vehicle, stating that they would return at 1000 hrs the followi=
ng day to meet with senior staff members of the NGO, before leaving the sce=
ne. The individuals declined to provide their names and contact details whe=
n prompted but claimed to be affiliated with the Ministry of Interior in an=
 unspecified capacity.<br /><br />Guards at the compound immediately inform=
ed the security focal point of the organisation of the arrival of the group=
. Senior NGO personnel arrived at the compound shortly after the unknown gr=
oup left. NGO managers then informed senior police and intelligence officer=
s within PD 10 of the incident. <br /><br />The IEA officials denied having=
 dispatched any of their members to the compound and deployed additional pe=
rsonnel outside the targeted compound in the short term. Additional contact=
 details provided by IEA officials on this occasion to use in case of furth=
er security incidents were shared with guards and other key staff at the co=
mpound.</p>

<p style=3D"text-align: justify;">The incident closely mirrors previous inc=
idents of OCG members targeting NGO compounds in Kabul since 15 August (AFG=
HANISTAN/CENTRAL/R/03092021/#001). In particular, the assailants&rsquo; wro=
ngful claim to act on behalf of the IEA has been repeatedly employed by cri=
minal elements in order to gain access to NGO compounds.<br /><br />As the =
formalisation of the IEA security and governance apparatus continues, maint=
aining clarity over lines of responsibility and authority over NGO affairs =
remains challenging, while the lack of consistent uniforms or IDs for IEA s=
ecurity personnel complicates the verification of the credentials of indivi=
duals claiming to be IEA members. OCG members have exploited this uncertain=
ty to access NGO compounds and are expected to continue doing so in the sho=
rt term.<br /><br />OCGs as well as individual criminals are known to speci=
fically target NGO staff and assets due to their perceived wealth. However,=
 the assailants&rsquo; questions about specific vehicles allegedly present =
at the compound suggests they obtained prior information regarding the asse=
ts and operations of the NGO and deliberately targeted the compound, rather=
 than opportunistically choosing the a random organisation in the neighbour=
hood.<br /><br />While the potential source of the assailants' information =
remains unclear, the incident underlines the importance of NGOs maintaining=
 a low public profile and implement counter-surveillance measures to limit =
the amount of information on assets and operations available to criminal el=
ements. This requirement has become even more urgent during the current tra=
nsitionary period.</p>

<p style=3D"text-align: justify;">NGOs are advised to share contact informa=
tion for local IEA authorities responsible for NGO affairs with staff membe=
rs and post the relevant numbers in NGO locations, given that this informat=
ion is available. NGOs are advised to establish specific lines of communica=
tion to be used in the event of such incidents.<br /><br />Where safe and f=
easible to do so, NGOs should seek to establish an informal rapport with ra=
nk-and-file IEA members deployed outside or in the direct vicinity of their=
 compounds, through confident national staff members, while considering pos=
sible social, cultural, and language barriers. Identifying information for =
IEA members operating in the vicinity gained from such interactions should =
be communicated to all NGO staff members operating at the premises.<br /><b=
r />If IEA members or individuals claiming to be IEA members approach an NG=
O office seeking to gain entrance, NGOs are advised to inform them of the i=
ndependent and neutral nature of the organisation. Staff should be instruct=
ed to remain especially suspicious if a visit is conducted at unusual times=
, such as significantly outside of regular office hours.<br /><br />Before =
granting entry, NGO staff are advised to inform their security focal point =
and local IEA authorities responsible for NGOs immediately. NGO staff are f=
urther advised to comply with the directives of confirmed IEA members while=
 maintaining their personal safety.<br /><br />NGOs should ensure a low pub=
lic profile for their premises, including guesthouses, office spaces, and s=
torage facilities and implement measures to limit the amount of information=
 accessible to outside observers through physical and operational mitigatio=
n measures.</p>
