trol over the Kabul-Jalalabad Highway since 15 August. No security incident=
s have been recorded along the highway since.&nbsp; IEA security personnel =
maintain a presence along the highway in the form of permanent security out=
posts as well as mobile checkpoints in varying locations. IEA checkpoint pe=
rsonnel include uniformed and plain-clothes. As of the time of writing, IEA=
 security outposts located along the highway are in the below locations. No=
te the below may change.</div>

Multiple vehicle and personnel searches can be anticipated during travel, t=
hough the scope of searches varies according to checkpoint personnel. It is=
 reported that IEA checkpoint personnel generally verify passengers identif=
ication, employment (including prior affiliation with former GOA/ANSF), pur=
poses of travel, and thoroughly check the entirety of the vehicle. This can=
 include any items inside of the vehicle. IEA members have also been report=
ed to have confiscated former IRA flags from passengers.&nbsp;<br /><br /><=
/div>
<div style=3D"text-align: justify;">In general, no transit letter is requir=
ed for Afghans travelling between provinces, including for NGO staff. Shoul=
d NGO travellers, however, be transporting equipment or humanitarian assist=
ance items, an approval letter from the IEA may be required and requested b=
y IEA checkpoint personnel.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The international staff of the NGOs are=
 required to have an approval letter for transit between provinces and carr=
y a passport and NGO identification card. Travel should not be undertaken w=
ithout these items.<br /><br />Changes to IEA travel policy may occur ad-ho=
c and at times determined by provincial, or even district-level authorities=
. This may in turn require coordination and approvals in different province=
s. Note, as of the time of writing this has not yet been reported.<br /><br=

nt along the Kabul-Jalalabad Highway is deemed safe and permissive for NGO =
travel, with some additional considerations for international staff. Estima=
ted travel time in this season is 3 1/2 hours. The highway in its entirety =
is paved, with shops, restaurants, and several gas stations available.&nbsp=
;Opportunistic criminality may still occur along the highway, including but=
 not limited to armed robbery, theft, extortion, etcetera, though these ris=
ks are assessed as low. With the cessation of active fighting, the risk of =
collateral exposure to armed clashes and IED explosions is almost nil.&nbsp=
;<br /><br />NGO travelers, however, could face heightened scrutiny by the =
IEA checkpoint personnel when transporting expensive or special-purpose ite=
ms such as VHF radios, satellite phones, computers, and other equipment. IE=
A checkpoint personnel may not be familiar with NGOs, and could exercise he=
ightened suspicion or scrutiny towards travellers with such items.&nbsp;<br=
 /><br />Relatedly, IEA may check travellers personal cell phone for indica=
tions of affiliation with former ANSF or GOA. This could also include socia=
l media applications installed on the phone. Also, given the IEA ban on mus=
ic, any music or other media found on the phone may result in confiscation =
of the phone and likely further questioning of the traveller. While it is n=
ot possible to give an exhaustive list of IEA rules, travellers should cons=
ult apporpriate authorities before travel if they have any doubts or requir=
e clarification.</div>								</div>

o date on changes to IEA travel policy and check with relevant authorities =
prior to travel. This includes verifying requirements or changes to inter-p=
rovince travel approval from authorities, which may change ad-hoc.<br /><br=
 /></div>
<div style=3D"text-align: justify;">International travellers should obtain =
written permission from authorities prior to travel and request an IEA poin=
t of contact (POC). International travellers should carry a physical copy o=
f the approval letter at all times, and make multiple copies in the event l=
etter is taken and not returned while passing a checkpoint. Drivers should =
be briefed in advance on how to respond to possible IEA questioning of inte=
rnational staff in the event of language barriers.<br /><br />Should IEA ch=
eckpoint personnel confiscate NGO items or equipment, travellers are advise=
d to request to call IEA POC. Should checkpoint personnel be aggressive and=
/or refuse requests, travellers are advised to cooperate and call appropria=
te POC at the earliest convenience.<br /><br />The travelling staff are adv=
ised to adhere to the locally established and/or IEA-reinforced dress codes=
 for men and women, to mitigate the risk of escalation at IEA checkpoints o=
r drawing the attention of IEA patrols.<br /><br /></div>
<div style=3D"text-align: justify;">Checkpoints should be approached in a d=
e-escalating manner, slowing down before approaching, rolling down the wind=
ow and greeting politely. International staff should be seated in the back =
seat. Female staff are advised to avoid eye contact with IEA members in che=
ckpoints, as are male staff seated in the back seat unless approached. Inst=
ructions given by IEA members in checkpoints should be always followed, wit=
hin reason. The travel permission should only be shown on request or in cas=
e of any challenges passing the checkpoint. Aside from the permission lette=
r and/or voice message, passports and other personal identification documen=
ts should be readily available to show on request.</div>								</div>
