								<div style=3D"text-align: justify;">At approximately 0530 hrs on 03=
 September, two armed individuals approached the guard at the gate of an IN=
GO compound. Claiming to be IEA members, the individuals persuaded the guar=
d to open the gate, following which they assaulted and injured the guard, w=
hile nine additional individuals entered the compound.<br /><br />The assai=
lants, armed with AK-type rifles and handguns, assaulted a second guard at =
the compound, before restraining both guards and confining them to the guar=
ds' room. The assailants demanded to know the location of the CCTV system a=
nd further injured the guards during the interrogation.<br /><br />During t=
heir subsequent search of the premises, the assailants broke the doors to a=
ll offices within the compound, stole electronics and valuables, including =
new computes and destroyed telecommunications assets. The assailants also b=
roke into a small safe containing funds in Afghan currency and stole the ca=
sh, while loading a second, larger safe containing USD currency onto one of=
 the NGO vehicles parked within the compound, and escaping with the vehicle=
 and the safe.<br /><br />The incident was reported to the local police sta=
tion, however, no security personnel was dispatched to the site.</div>					=

eting the compound strongly indicate the involvement of an organised crimin=
al group (OCG) with significant capabilities, including the initial tactic =
its members used to gain entry into the compound, the involvement of a larg=
e number of well-armed individuals, and the deliberate prioritisation of hi=
gh-value items.<br /><br />The prioritisation of high-value items, such as =
brand-new computers and the main safe, and the inquiries about the CCTV sys=
tem, in particular, could also suggest that the assailants may have had pri=
or knowledge of the compound and the operations of the affected NGO at the =
site. INGOs in particular are deliberately targeted by OCGs due to their pe=
rceived affluence, the presence of electronics, cash, or other valuables at=
 their base of operations and an oftentimes limited focus on ensuring robus=
t security measures for their assets.<br /><br />Beyond conforming with his=
torical targeting patterns of OCG members against NGOs, the incident also i=
llustrates a currently elevated threat posed by the lack of clear credentia=
ls for IEA members patrolling within Kabul. It also underlines the importan=
ce of formalising governance structures and the security apparatus under th=
e new administration, which is expected to be officially formed over the co=
ming days.<br /><br />In the absence of reliable points of contact for dist=
rict-level IEA officials in security or administrative functions and no cle=
ar identifying markers (IDs, uniforms, badges etc.) for IEA security person=
nel, criminal elements will likely seek to exploit this general confusion a=
mong NGO stakeholders. The likelihood of such exploitation is assessed to b=
e amplified in Kabul and other urbanised population centres by the multitud=
e of overlapping, competing authority figures further obscuring clear lines=
 of responsibility.</div>								</div>

f of the contact information for local IEA authorities responsible for NGOs=
 and post the relevant numbers in NGO locations, given that this informatio=
n is available. NGOs are advised to establish specific lines of communicati=
on to be used in the event of such incidents.<br /><br />Where safe and fea=
sible to do so, NGOs should seek to establish an informal rapport with rank=
-and-file IEA members deployed outside or in the direct vicinity of their c=
ompounds, through confident national staff members, while considering possi=
ble social, cultural, and language barriers. Identifying information for IE=
A members operating in the vicinity gained from such interactions should be=
 communicated to all NGO staff members operating at the premises.<br /><br =
/>If IEA members or individuals claiming to be IEA members approach an NGO =
office seeking to gain entrance, NGOs are advised to inform them of the ind=
ependent and neutral nature of the organisation. Before granting entry, NGO=
 staff are advised to inform their security focal point and local IEA autho=
rities responsible for NGOs immediately. NGO staff are further advised to c=
omply with the directives of confirmed IEA members while maintaining their =
