rs:</strong> With the departure of the last aircraft conducting evacuation =
flights at approximately 0000 hrs on 31 August, all IMF personnel were flow=
n out of HKIA. At the time of writing, no further information regarding a p=
otential resumption of flight operations at HKIA has been received, after I=
MF personnel manning air traffic control issued a final notice to airmen (N=
OTAM) before their departure declaring that no further air traffic control =
or other airport services are being provided at HKIA. IMF officials also in=
dicated that military assets, including the counter-rocket, artillery, and =
mortar (C-RAM) system installed at the airport, were rendered inoperable.<b=
r /><br /></div>
<div style=3D"text-align: justify;">IEA members subsequently entered all re=
maining areas of HKIA and took up positions. At HKIA and in multiple other =
areas of Kabul City, widespread celebratory gunfire from IEA members was re=
ported from 0030 hrs onwards (AFGHANISTAN/CENTRAL/A/31082021/#001).</div>
<div style=3D"text-align: justify;"><br />Following the end of internationa=
l evacuation flights, the size of gathered crowds along the outer perimeter=
 of HKIA, as well as a more visible presence of IEA members at the access g=
ates of HKIA is expected to reduce significantly. However, conditions at HK=
IA and its immediate environs are likely to remain disorderly in the short =
term, as IEA authorities continue to consolidate themselves and establish f=
ormal administrative structures at HKIA and on the national level.</div>
<div style=3D"text-align: justify;"><br />The dismantling of the C-RAM syst=
em at HKIA also opens additional operational spaces for threat actors with =
demonstrated IDF capabilities, in particular IS-KP. Moreover, these groups =
may seek to exploit the reduced ability of security forces to monitor their=
 movements and counter their operations within the city following the depar=
ture of IMF personnel from Kabul.</div>								</div>

<p style=3D"text-align: justify;"><strong>As of 29 August, 0800 hrs:</stron=
g> The situation at HKIA remains disorganised. Various countries, including=
 Italy, Germany, and France, have ended their evacuation efforts for their =
respective nationals as well as vulnerable communities, while others &ndash=
; in particular the UK and the US &ndash; are expected to conclude their fi=
nal operations and fly out their remaining military personnel from HKIA ove=
r the coming 48 hours.<br /><br />As a result, tensions within crowds of in=
dividuals attempting to gain entry to HKIA and board one of the remaining e=
vacuation flights are expected to further rise. This will put additional st=
rains on IMF personnel deployed at HKIA access points as well as IEA member=
s guarding checkpoints along access roads to the area and increase the like=
lihood of violent confrontations taking place. Further incidents of warning=
 SAF and other crowd control measures implemented by IEA members have been =
reported at multiple access gates over the past week. Meanwhile, on 27 Augu=
st, IEA officials claimed that they had taken control of three additional u=
nspecified gates of HKIA, and taken up positions adjacent to the military s=
ection of the airport currently held by IMF personnel.<br /><br />In additi=
on to potential confrontations with civilians attempting to enter HKIA, the=
 particularly vulnerable final phase of the international evacuation effort=
 is assessed to also face a continuous threat of further attacks by IS-KP. =
The latter may be inclined to attempt a repeat of a direct attack against a=
n access point, using SAF and/or explosives, similar to the 26 August BBIED=
 attack at Abbey Gate (AFGHANISTAN/CENTRAL/A/26082021/#001-U3). Apart from =
causing a large number of casualties in the crowded vicinity of HKIA, such =
attacks could also further delay the withdrawal of IMF personnel beyond the=
 stated deadline of 31 August, which may escalate tensions with the IEA.<br=
 /><br />Beyond HKIA, intensified security operations by IEA members have b=
een reported in response to the 26 August attack at Abbey Gate. On 27 Augus=
t, IEA officials announced the arrest of three IS-KP members during an oper=
ation near the East Gate of HKIA, as well as the arrest of three alleged fo=
rmer NDS members accused of impersonating IEA members in an unspecified loc=
ation. Similar widely-publicised arrests of suspected criminals and IS-KP m=
embers are likely to be recorded in central districts of the city in the co=
ming days as a means to demonstrate IEA capacity to maintain security and s=
trengthen its own internal cohesion. Relatedly, increased scrutiny at check=
points and further traffic congestion is anticipated in the city centre. Ta=
rgeted residential searches by IEA members are also likely to continue.<br =
/><br />Despite these continued efforts by the IEA to consolidate their pol=
itical, administrative, and security functions in Kabul, operations of smal=
ler shops and supermarkets continue to be limited. This is assessed to be a=
 function of both the underlying uncertainty regarding the conduct of rank-=
and-file IEA members on patrol, and the continued lack of reliable sources =
of funds, as banks remain closed and, therefore, unable to provide cash to =
businesses and the general population.<br /><br />The previous advisories r=
emain in place. NGO staff intending to evacuate are advised to reassess any=
 planned movements through HKIA given the reduced number of evacuation flig=
hts and increased pressure on access gates.<br /><br /><strong>As of 22 Aug=
ust: </strong>IMF have shut Kabul airport as of 1330 hrs on 21 August in an=
 effort to reduce crowding around the airport gates. Additionally, media ou=
tlets have cited concerns of possible intentions by IS-KP-affiliated indivi=
duals to infiltrate the crowds with the purpose of conducting indiscriminat=
e attacks. While the threats can neither be confirmed nor discounted, areas=
 surrounding the airport gates remain extremely high-risk, given that metho=
ds to disperse crowds have included SAF and tear gas / flashbang deployment=
, resulting in an unknown number of casualties. Further casualties have bee=
n reported as a result of stampedes.<br /><br />Although flights are ongoin=
g, IMF and former ANSF inside the airport perimeter are also focused on red=
ucing the number of flight passengers already within HKIA before allowing e=
ntry to others. Further admittance to the airport is therefore extremely un=
likely without direct coordination with authorities controlling airport acc=
ess.<br /><br />Elsewhere in the city, banks remain closed so far, as do so=
me supermarkets. IEA have shifted focus and manpower towards areas surround=
ing the vicinity of the airport. Congestion continues in this area while tr=
affic throughout the rest of the city is limited.<br /><br />The previous a=
dvisories remain in place. NGO staff intending to evacuate are advised to m=
ove the airport only when instructed by their embassies. NGOs who require t=
o purchase additional supplies are advised to limit the number of staff and=
 trips to local stores.<br /><br /><strong>As of 18 August, 1600hrs: </stro=
ng>The situation remains largely as per the previous update, with businesse=
s and shops continuing the gradual process of reopening. Some supermarkets =
were able to open briefly on the evening of 17 August, which will likely co=
ntinue into the coming days. GOA employees have also been encouraged by IEA=
 to return to work. Banks remain closed. <br /><br />The situation at the a=
irport remains tense and volatile. IEA have established positions around th=
e airport and are controlling movement alongside &nbsp;former ANSF members =
located inside the airport perimeter. Military flights have resumed, howeve=
r. <br /><br />The IEA have provided assurances that the Ashura commemorati=
ons can take place tomorrow (see AFGHANISTAN/CENTRAL/R/18082021/#001). <br =
/><br /><strong>As of 17 August, 0930 hrs</strong>: The city remains calm, =
with IEA members continuing to patrol and establish checkpoints along key r=
oads. IEA members at the checkpoints are inspecting drivers licences and ve=
hicle registration documents.<br /><br />The airport remains closed to comm=
ercial traffic. The airport also remains insecure, with foreign missions ad=
vising citizens not already at HKIA to shelter in place and only approach t=
he airport when directed by their respective embassies. International Milit=
ary Forces have indicated that their priority today is securing the airport=
 perimeter to resume evacuation flight operations at full capacity.&nbsp; I=
EA members have also reportedly increased their presence in the outer perim=
eter of the HKIA. <br /><br />Many small businesses have reopened today. In=
 addition, IEA may permit larger supermarkets to reopen later today. That s=
aid, banks remain closed.<br /><br />The previous advisory remains in place=
. That said, NGO staff intending to evacuate are advised to move the airpor=
t only when instructed by their embassies. NGOs who require to purchase add=
itional supplies are advised to limit the number of staff and trips to loca=
l stores. <br /><br /><strong>As of 16 August, 2230 hrs:</strong> The city =
remains calm with increased IEA patrols and checkpoints along key roads. IE=
A members at the checkpoints are checking drivers licences and vehicle regi=
stration documents. <br /><br />SAF and heavy machine-gun fire are audible =
in the vicinity of HKIA in PD 15. International military forces are most li=
kely discharging their weapons to control the crowds at the airport. <br />=
<br /><strong>As of 16 August, 1745 hrs:</strong> Reporting indicates that =
criminality throughout the city has decreased. The vast majority of Kabul r=
esidents are remaining in their homes. Shops remain closed. However, some s=
mall shops and bakeries remain open. <br /><br />IEA members are expected t=
o increase their patrols overnight to prevent criminality and consolidate t=
heir control over the city. Reportedly, in parts of the city, a small numbe=
r of IEA members have been searching the houses of former ANSF and governme=
nt officials and confiscating firearms. That said, IEA members have not mad=
e any arrests.<br /><br />Telecommunication and Internet Service Providers =
have committed to providing uninterrupted services. The reduction in servic=
es yesterday was temporary and resulted from increased demand and a reducti=
on in the number of staff needed to resolve problems within the networks. <=
br /><br />The previous advisory remains in place.<br /><br /><strong>As of=
 16 August, 1115 hrs:</strong> The situation in the city remains tense with=
 residents remaining in their homes and IEA affiliated gunmen and some ANSF=
 patrolling the city. That said, there remains an overall security vacuum w=
ithin the city. Criminal entities continue to exploit the situation and loo=
t abandoned vehicles and police stations. <br /><br />On the evening of 15 =
August, civilians managed to breach the civilian side of the airport. Inter=
national Military Forces attempted to secure the civilian side; however, on=
 the morning of 16 August, civilians were once again able to breach the sec=
urity cordon and assemble on the tarmac. In an attempt to restore security =
International Military Forces fired frequent warning shots into the air. <b=
r /><br />Within the airport terminal, the check-in desks,&nbsp; immigratio=
n desks and security screening area were unmanned. All commercial airlines =
previously serving Kabul International Airport ceased operations early on 1=
6 August for an indefinite period due to insecurity and a lack of services =
at the airport.<br /><br />The MoI curfew remains in place. However, it rem=
ains unclear which agency or force will enforce it. <br /><br />NGOs are ad=
vised to shelter in place. NGOs are not advised to travel to the airport.<b=
r /><br /><strong>As of 15 August, 2145 hrs:</strong> Earlier today, ANSF h=
ave been instructed not to engage OAG members and surrender if challenged. =
As a result, ANSF have abandoned checkpoints and some police stations throu=
ghout the city. IEA has instructed OAG members to enter areas within the ci=
ty abandoned by ANSF members to maintain security. The IEA has instructed O=
AG members to remain outside of areas with an ANSF presence. OAG members ar=
e expected to comply with these orders until the conclusion of the IEA nego=
tiations with representatives of the former government.<br /><br />Reportin=
g indicates that armed individuals have been roaming the streets in various=
 PDs breaking into and stripping unattended vehicles. In addition, gunmen a=
re reportedly looting abandoned police stations across the city. At approxi=
mately 1700 hrs, gunmen attempted to rob a commercial business in the vicin=
ity of HKIA in PD 9. The gunmen were forced to flee the area after guards e=
ngaged them with SAF. Criminality is expected to continue throughout the ev=
ening, with criminals exploiting the security vacuum. The gunfire audible t=
hroughout the city is most likely criminal related.<br /><br />At the time =
of writing, the status of the civilian flight operations remains unknown. A=
 commercial flight arriving in Kabul was forced to return to its country of=
 origin. That said, the rerouting of the aircraft was most likely due to a =
lack of fuel, with the aircraft forced into a holding pattern above the air=
port for a considerable period as evacuations flights departed from the cit=
y. Only one commercial airline has publicly announced the suspension of ope=
rations. Most recently, a commercial flight departed at approximately 1700 =
hrs today. Several airlines have not publicly announced the suspension of f=
lights. That said, continued commercial flight operations from HKIA cannot =
be guaranteed.<br /><br />The Ministry of Interior (MoI) has issued a night=
time curfew that commenced at approximately 2100hrs tonight. MoI did not sp=
ecify when the curfew would be lifted, but the curfew will likely be lifted=
 for morning prayers.<br /><br />NGOs are advised to shelter in place. NGO =
staff members booked on commercial, or charter flights are advised not to m=
ove the airport until they have confirmed the status of their flight. NGOs =
are advised to move via the central routes to the airport and avoid approac=
hing the airport from 40 meter road.</p>
