 August, three rockets were fired from an improvised launcher mounted on a =
sedan-type vehicle which was parked in the Lab Jar Area of PD 4. One of the=
 three projectiles impacted on a private residence in the same area, and tw=
o rockets flew towards the western perimeter of HKIA. The sedan-type vehicl=
e itself caught fire and was severely damaged during the launch.<br /><br /=
>Both rockets were detected and shot down by the Counter-Rocket, Artillery,=
 and Mortar (C-RAM) system installed at HKIA. Residents west of HKIA report=
ed minor falling shrapnel as a result of the intercept. No further impacts =
were reported following the initial launch.</div>								</div>

strike suggests that HKIA and IMF personnel overseeing the evacuation effor=
t were the most likely intended target. The incident serves to demonstrate =
the continued operability of the C-RAM system at HKIA, despite the increase=
d strain on IMF personnel in the final phase of evacuation flights.&nbsp;<b=
r /><br />In the context of the recent BBIED attack on IMF personnel at Abb=
ey Gate (AFGHANISTAN/CENTRAL/A/26082021/#001-U3), the incident also illustr=
ates the continued heightened threat profile of HKIA as the international e=
vacuation effort winds down. As such, further direct attacks against access=
 points of HKIA, as well as similar IDF attacks towards HKIA remain a disti=
nct possibility over the coming 48 hours.<br /><br />The modus operandi of =
the attack closely mirrors an earlier IDF attack against the Presidential P=
alace on 20 July, with four 107-mm rockets (AFGHANISTAN/CENTRAL/A/20072021/=
#001-U2) also launched from PD 4, using an improvised launcher mounted in a=
 sedan-type vehicle. However, both attacks showed notably lower levels of p=
lanning and tactical sophistication than the more significant IDF attacks o=
n the Green Zone in November 2020 and HKIA in December 2020 and, as such, d=
o not suggest an increase in capabilities of relevant threat actors.</div>
<div style=3D"text-align: justify;"><br />No claim of responsibility for th=
e latest IDF attack has been released by any group as of the time of this r=
eport, while the 20 July incident was later claimed by IS-KP. A claim of re=
sponsibility from IS-KP remains possible, despite the fact that the title i=
ncident was a failed attack, with one of the rockets impacting on a private=
 residence in PD 4, while the remaining projectiles failed to impact on HKI=
A. The recent BBIED attack on HKIA, amid the ongoing evacuation effort, has=
 placed IS-KP into the spotlight of the international Media, allowing the g=
roup to capitalise on both successful and failed attempts to carry out atta=
cks in Afghanistan, particularly against targets associated with the Intern=
ational Community, to prove relevance for the global IS agenda.</div>						=
