								<strong>As of 27 August, 1330 hrs:</strong> Based on subsequent sta=
tements of US and IEA officials, the two explosions, believed to have been =
BBIEDs, killed 13 US servicemembers, 28 IEA members, and approximately 60 c=
ivilians. Eighteen US servicemembers and a large, unconfirmed number of oth=
er individuals were injured in the attacks.<br /><br />IS-KP claimed respon=
sibility for one of the BBIEDs following the incident.<br /><br />The incid=
ent followed multiple threat warnings of impending high-impact attacks agai=
nst the perimeter of HKIA issued by foreign government officials over the p=
receding days. As multiple countries are drawing down their evacuation flig=
hts, crowds at Abbey Gate and other HKIA access points had most likely grow=
n in size, which serves to explain the high casualty count. The size of the=
 crowds and the general confusion outside HKIA also likely facilitated the =
assailants' approach towards the gate without detection by IEA members guar=
ding access roads and IMF personnel stationed closer to Abbey Gate. The sit=
e of the second explosion near the Baron Hotel was likely similarly congest=
ed at the time of the attack.<br /><br />By targeting HKIA, the currently e=
levated international media attention on the ongoing evacuation flights can=
 be exploited to further increase the overall impact of the attack. As such=
, the attacks also underline the elevated threat level for all movements to=
 and from HKIA, which will likely remain a primary target for similar attac=
ks while evacuation flights are ongoing. The immediate response from IEA an=
d IMF personnel to the attacks still remains unclear, but further scrutiny =
of all movements and tightened access contraints are expected to be impleme=
nted in the short term.								</div>
