awak Pass on the border of Panjshir Province.&nbsp;<br /><br />IEA members =
have blocked the road between Deh Saleh and Pul-e Hesar to trap members of =
the militia group who remain in the area and prevent them from moving towar=

rs:</strong> Conflict between members of the militia group and IEA members =
broke out again in Bano and Deh Saleh DACs on the afternoon of 22 August. I=
EA members retook both DACs before 350-400 militia group members attacked I=
EA members again, driving them out of the DACs and regaining control. At th=
e time of writing, fighting continued in the Bano DAC area.&nbsp;</div>

<div style=3D"text-align: justify;">Casualty figures are unconfirmed, but r=
eports suggest militia group members captured 60 IEA members, while three c=
ivilians were killed in crossfire during the clashes. Civilians living in B=
ano DAC have moved to Deh Saleh to avoid the fighting.&nbsp;<br /><br />The=
 militia group has reportedly established communications with Ahmed Massoud=
 and Amrullah Saleh, who have been attempting to organise a resistance move=
ment against IEA control from Panjshir Province.&nbsp;<br /><br />The previ=
ous advisory remains in place.&nbsp;</div>

<div style=3D"text-align: justify;"><strong>As of 20 August, 1445 hrs:</str=
ong> On 20 August, at approximately 1200 hrs, a series of armed clashes bro=
ke out in Deh Saleh District. Clashes began in Qasan village during a house=
 search by IEA members. A firefight began after IEA members attempted to co=
nfiscate firearms and ammunition belonging to community members.<br /><br /=

<div style=3D"text-align: justify;">A group of approximately 50 community m=
embers, former militia members, and former ANSF members led by a former Muj=
ahideen commander and a former ANP commander came together into an informal=
 militia and forced the IEA members to withdraw from the village.<br /><br =
/></div>
<div style=3D"text-align: justify;">The firefight continued as the militia =
group moved into Deh Saleh DAC, pushing IEA members out of the DAC Compound=
. IEA members then withdrew from Pul-e Hesar and Bano districts, moving int=
o Khenjan District at approximately 1700 hrs.&nbsp;<br /><br />The clashes =
killed approximately 25 IEA members, while seven were captured by the milit=
ia group. Two members of the militia group were killed and one wounded.<br =
/><br />At the time of writing, the militia group was in control of the DAC=
s in all three districts, with members present in each of the DAC compounds=
.&nbsp;<br /><br />NGOs are advised to avoid the area in the short term due=
 to the possibility of further clashes within the next 24-48 hours.&nbsp;<b=
r /><br />To secure access and acceptance in the longer term NGOs are advis=
ed to maintain contacts with all groups operating in the Andarab area, unde=
rstanding that the situation is fluid and there may be repeated shifts in c=
ontrol in the coming 12 months.&nbsp;</div>								</div>
