ng>IMF have shut Kabul airport as of 1330hrs on 21 August in an effort to r=
educe crowding around the airport gates. Additionally, media outlets have c=
ited concerns of possible intentions by IS-KP-affiliated individuals to inf=
iltrate the crowds with the purpose of conducting indiscriminate attacks. W=
hile the threats can neither be confirmed nor discounted, areas surrounding=
 the airport gates remain extremely high-risk, given that methods to disper=
se crowds have included SAF and tear gas / flashbang deployment, resulting =
in an unknown number of casualties. Further casualties have been reported a=
s a result of stampedes. <br /><br />Although flights are ongoing, IMF and =
former ANSF inside the airport perimeter are also focused on reducing the n=
umber of flight passengers already within HKIA before allowing entry to oth=
ers. Further admittance to the airport is therefore extremely unlikely with=
out direct coordination with authorities controlling airport access. <br />=
<br />Elsewhere in the city, banks remain closed so far, as do some superma=
rkets. IEA have shifted focus and manpower towards areas surrounding the vi=
cinity of the airport. Congestion continues in this area while traffic thro=
ughout the rest of the city is limited.</div>								</div>

s: </strong>The situation remains largely as per the previous update, with =
businesses and shops continuing the gradual process of reopening. Some supe=
rmarkets were able to open briefly on the evening of 17 August, which will =
likely continue into the coming days. GOA employees have also been encourag=
ed by IEA to return to work. Banks remain closed.&nbsp;<br /><br />The situ=
ation at the airport remains tense and volatile. IEA have established posit=
ions around the airport and are controlling movement alongside &nbsp;former=
 ANSF members located inside the airport perimeter. Military flights have r=
esumed, however.&nbsp;<br /><br />The IEA have provided assurances that the=
 Ashura commemorations can take place tomorrow (see AFGHANISTAN/CENTRAL/R/1=
8082021/#001).&nbsp;</div>

<div style=3D"text-align: justify;"><strong>As of 17 August, 0930 hrs</stro=
ng>: The city remains calm, with IEA members continuing to patrol and estab=
lish checkpoints along key roads. IEA members at the checkpoints are inspec=
ting drivers licences and vehicle registration documents.<br /><br /></div>
<div style=3D"text-align: justify;">The airport remains closed to commercia=
l traffic. The airport also remains insecure, with foreign missions advisin=
g citizens not already at HKIA to shelter in place and only approach the ai=
rport when directed by their respective embassies. International Military F=
orces have indicated that their priority today is securing the airport peri=
meter to resume evacuation flight operations at full capacity.&nbsp; IEA me=
mbers have also reportedly increased their presence in the outer perimeter =
of the HKIA.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Many small businesses have reopened tod=
ay. In addition, IEA may permit larger supermarkets to reopen later today. =
That said, banks remain closed.<br /><br /></div>
<div style=3D"text-align: justify;">The previous advisory remains in place.=

 key roads. IEA members at the checkpoints are checking drivers licences an=
d vehicle registration documents.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">SAF and heavy machine-gun fire are audi=
ble in the vicinity of HKIA in PD 15. International military forces are mos=
t likely discharging their weapons to control the crowds at the airport.&nb=
sp;</div>

<div style=3D"text-align: justify;"><strong>As of 16 August, 1745 hrs:</str=
ong> Reporting indicates that criminality throughout the city has decreased=
. The vast majority of Kabul residents are remaining in their homes. Shops =
remain closed. However, some small shops and bakeries remain open.&nbsp;<br=
 /><br /></div>
<div style=3D"text-align: justify;">IEA members are expected to increase th=
eir patrols overnight to prevent criminality and consolidate their control =
over the city. Reportedly, in parts of the city, a small number of IEA memb=
ers have been searching the houses of former ANSF and government officials =
and confiscating firearms. That said, IEA members have not made any arrests=
.<br /><br /></div>
<div style=3D"text-align: justify;">Telecommunication and Internet Service =
Providers have committed to providing uninterrupted services. The reduction=
 in services yesterday was temporary and resulted from increased demand and=
 a reduction in the number of staff needed to resolve problems within the n=
etworks.&nbsp;</div>
<br />The previous advisory remains in place.<br /><br />
<div style=3D"text-align: justify;"><strong>As of 16 August, 1115 hrs:</str=
ong> The situation in the city remains tense with residents remaining in th=
eir homes and IEA affiliated gunmen and some ANSF patrolling the city. That=
 said, there remains an overall security vacuum within the city. Criminal e=
ntities continue to exploit the situation and loot abandoned vehicles and p=
olice stations.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">On the evening of 15 August, civilians =
managed to breach the civilian side of the airport. International Military =
Forces attempted to secure the civilian side; however, on the morning of 16=
 August, civilians were once again able to breach the security cordon and a=
ssemble on the tarmac. In an attempt to restore security International Mili=
tary Forces fired frequent warning shots into the air.&nbsp;<br /><br /></d=
iv>
<div style=3D"text-align: justify;">Within the airport terminal, the check-=
in desks,&nbsp; immigration desks and security screening area were unmanned=
. All commercial airlines previously serving Kabul International Airport ce=
ased operations early on 16 August for an indefinite period due to insecuri=
ty and a lack of services at the airport.<br /><br /></div>
<div style=3D"text-align: justify;">The MoI curfew remains in place. Howeve=
r, it remains unclear which agency or force will enforce it.&nbsp;<br /><br=
 />NGOs are advised to shelter in place. NGOs are not advised to travel to =
the airport.</div>
<br /><br />
<div style=3D"text-align: justify;"><strong>As of 15 August, 2145 hrs:</str=
ong> Earlier today, ANSF have been instructed not to engage OAG members and=
 surrender if challenged. As a result, ANSF have abandoned checkpoints and =
some police stations throughout the city. IEA has instructed OAG members to=
 enter areas within the city abandoned by ANSF members to maintain security=
. The IEA has instructed OAG members to remain outside of areas with an ANS=
F presence. OAG members are expected to comply with these orders until the =
conclusion of the IEA negotiations with representatives of the former gover=
nment.<br /><br /></div>
<div style=3D"text-align: justify;">Reporting indicates that armed individu=
als have been roaming the streets in various PDs breaking into and strippin=
g unattended vehicles. In addition, gunmen are reportedly looting abandoned=
 police stations across the city. At approximately 1700 hrs, gunmen attempt=
ed to rob a commercial business in the vicinity of HKIA in PD 9. The gunmen=
 were forced to flee the area after guards engaged them with SAF. Criminali=
ty is expected to continue throughout the evening, with criminals exploitin=
g the security vacuum. The gunfire audible throughout the city is most like=
ly criminal related.<br /><br /></div>
<div style=3D"text-align: justify;">At the time of writing, the status of t=
he civilian flight operations remains unknown. A commercial flight arriving=
 in Kabul was forced to return to its country of origin. That said, the rer=
outing of the aircraft was most likely due to a lack of fuel, with the airc=
raft forced into a holding pattern above the airport for a considerable per=
iod as evacuations flights departed from the city. Only one commercial airl=
ine has publicly announced the suspension of operations. Most recently, a c=
ommercial flight departed at approximately 1700 hrs today. Several airlines=
 have not publicly announced the suspension of flights. That said, continue=
d commercial flight operations from HKIA cannot be guaranteed.<br /><br /><=
/div>
<div style=3D"text-align: justify;">The Ministry of Interior (MoI) has issu=
ed a nighttime curfew that commenced at approximately 2100hrs tonight. MoI =
did not specify when the curfew would be lifted, but the curfew will likely=
 be lifted for morning prayers.<br /><br />NGOs are advised to shelter in p=
lace. NGO staff members booked on commercial, or charter flights are advise=
d not to move the airport until they have confirmed the status of their fli=
ght. NGOs are advised to move via the central routes to the airport and avo=
id approaching the airport from 40 meter road.</div>								</div>
