r IEA control. This includes key road routes through Baghlan, which are cur=
rently open to all traffic.<br /><br />The situation in Pul-e Khumri is cal=
m. Schools, some banks, and shops are open throughout the city. Some govern=
ment departments are also open under newly-appointed directors.&nbsp;<br />=
<br />Electricity and telecommunications networks are functioning, with the=

n to operate and access arrangements for NGOs may need to be renegotiated. =

ed to approach IEA leadership at the relevant departments to identify any n=

<div style=3D"text-align: justify;"><strong>As of 11 August, 1400 hrs:</str=
ong> No armed clash has been reported in Pul-e Khumri City and surrounding =
areas since last night. OAG members have established multiple checkpoints a=
cross the city and, last night, reportedly searched private residences for =
people with connections with local PGMs.<br /><br />At around 0130 hrs last=
 night, ANSF/PGM members withdrew from Doshi DAC, with OAG members subseque=
ntly taking control of the area. Khenjan DAC remains under ANSF/PGM control=
.<br /><br />The main roads connecting Pul-e Khumri with the cities of Kabu=
l/Charikar, Mazar-e Sharif/Aybak, and Kunduz are open to traffic, with OAG =
members controlling the access to the city from the three roads. On the Pul=
-e Khumri-Charikar Road, OAG members have established checkpoints in the <a=
 href=3D"https://goo.gl/maps/X8PT5zF2xa5h36GT6">Silo</a> and <a href=3D"htt=
ps://goo.gl/maps/7pbx5DmDvczg2W679">Boghabi</a> areas of Pul-e Khumri Distr=
ict, and in the Gazan area of Khenjan District and the Kelagai area of Dosh=
i, searching passing private vehicles for ANSF personnel and GOA staff. The=
 risk of collateral damage if travelling through these routes is assessed t=
o be high, particularly if armed men suspect that passengers have connectio=
ns with parties to the conflict or in the event of armed clashes in the pro=
ximity.<br /><br />The previous advisory remains in place.</div>

ong> OAG members took control of Pul-e Khumri City in the evening hours tod=
ay, taking the <a href=3D"https://goo.gl/maps/qqLnxYQaMDTMQwx97">Main Squar=
e</a>, the Provincial Governor (PG) compound, and the ANP HQ compound at ar=
ound 2030 hrs. Most ANSF and PGM members have reportedly withdrawn towards =
the southeast of the province, namely to Bano, Deh Salah, and Pul-e Hesar d=
istricts&mdash;former Andarab, where pro-government forces have historicall=
y maintained a stronghold.<br /><br />Armed clashes between ANSF/PGM and OA=
G members in the surrounding areas of the city have been reported earlier t=
oday, however, firefights concluded following the ANSF/PGM withdrawal. That=
 said, OAG members have been firing celebratory SAF across the city.<br /><=
br />Local sources suggest that opposition groups have also taken control o=
f Doshi and Khenjan DACs, along the Pul-e Khumri-Charikar Road, today.<br /=
><br />No AAF or IMF activity has been reported in Pul-e Khumri City today.=
 It should not be excluded, however, the possibility of seeing air forces c=
onducting airstrikes to target OAG positions in and around the city tonight=
 and in the next days.<br /><br />The main roads connecting Pul-e Khumri wi=
th the cities of Kabul/Charikar, Mazar-e Sharif/Aybak, and Kunduz are open =
to traffic, with OAG members controlling the access to the city from the th=
ree roads. The risk of collateral damage if travelling through these routes=
 is assessed to be high, particularly if armed men suspect that passengers =
have connections with parties to the conflict or in the event of armed clas=
hes in the proximity.<br /><br />The previous advisory remains in place.<br=
 /><br />Furthermore, NGOs are recommended to initiate headcount procedures=
 and ensure that communication and reporting channels with their staff rema=

<div style=3D"text-align: justify;"><strong>As of 10 August, 1130 hrs:</str=
ong> Armed clashes between ANSF/PGM and OAG members are ongoing with SAF an=
d RPGs in the Balak Ha and <a href=3D"https://goo.gl/maps/wBAC9yiyaGbgMZdA6=
">Band-e Do</a> areas, in the outskirts of Pul-e Khumri City. At around 093=
0 hrs today, ANSF/PGM members withdrew from Zaman Khail, with OAG members t=
hen taking control of the area.<br /><br />Three ANSF and four OAG members =
have been killed.<br /><br />At approximately 1300 hrs yesterday, OAG membe=
rs fired at least two mortar rounds from the Dand-e Shahabuddin area toward=
s ANSF/GOA facilities in the <a href=3D"https://goo.gl/maps/fjBntJLoR3pMfrP=
P7">Veleyat</a> area of PD 2, in Pul-e Khumri City. Two mortar rounds impac=
ted on the Women's Affairs department compound, partially damaging it.<br /=
><br />The Pul-e Khumri-Kunduz and Pul-e Khumri-Mazar-e Sharif roads have b=
een closed to civilian traffic. The Pul-e Khumri-Charikar Road remains open=
 to traffic, however, OAG members have established two checkpoints, in the =
Gazan area of Khenjan District and in the <a href=3D"https://goo.gl/maps/V2=
kXsm7ZCyEy35RbA">Kelagai</a> area of Doshi, searching passing private vehic=
les for ANSF personnel and GOA staff. In this sense, the risk of collateral=
 damage if travelling through this route is assessed to be high, particular=
ly if mistaken by ANSF/PFM personnel or GOA staff or in the event of a mili=
tary response from pro-government forces.<br /><br />The previous advisory =
remains in place.<br /><br />In addition, NGOs with staff present in areas =
witnessing conflict activity should advise their staff to remain indoors, a=
way from windows, and consider to seek shelter inside safe rooms or hardene=
d structures.</div>

<div style=3D"text-align: justify;"><strong>As of 09 August, 1430 hrs:</str=
ong> Armed clashes are ongoing, with SAF and RPGs, between ANSF/PGM and OAG=
 members in the Balak Ha and <a href=3D"https://goo.gl/maps/vS9pBUgv6khBXQi=
i7">Hajda Kotal</a> areas, and along the Pul-e Khumri-Kunduz Road, in the <=
a href=3D"https://goo.gl/maps/QoqdwSatvuC9k4Tt7">Zaman Khail</a> area of Pu=
l-e Khumri District. Three ANSF members have been wounded. OAG casualties h=
ave been reported, however, figures remain unknown as of the time of writin=
g.<br /><br />Since this morning, ANSF have fired at least 10 artillery rou=
nds from the Semet Khana mountain towards OAG positions in the <a href=3D"h=
ttps://goo.gl/maps/8c1H4bEQSD8uDmQt5">Dand-e Shahabuddin</a> and <a href=3D=
"https://goo.gl/maps/wNzrJyQNdGi7Ri736">Khogayan</a> areas of Pul-e Khumri =
District.<br /><br />At around 0700 hrs this morning, opposition groups fir=
ed at least one mortar round from the Dand-e Shahabuddin area towards ANSF =
positions in Pul-e Khumri City. At least one mortar round impacted on a pri=
vate residence located in the <a href=3D"https://goo.gl/maps/tJb9mQuFw8E5hQ=
KWA">Yaksado Penja Koti</a> area of PD 2, Pul-e Khumri City, killing one ci=
vilian and wounding another one.<br /><br />The Pul-e Khumri-Charikar, Pul-=
e Khumri-Kunduz, and Pul-e Khumri-Mazar-e Sharif roads remain open to traff=
ic. The risk of collateral damage if travelling through these routes is ass=
essed, however, to be high. At approximately 1800 hrs yesterday, OAG member=
s established a checkpoint searching passing private vehicles for ANSF pers=
onnel and GOA staff in the Gazan area of Khenjan District, along the Pul-e =
Khumri-Charikar Road (AFGHANISTAN/NORTHEAST/A/08082021/#002).<br /><br />Th=
