rs:</strong> By the evening of 15 August, IEA members had entered Kabul, fo=
llowing a swift, two-week-long campaign of capturing provincial capitals, e=
ither by force or negotiated handover, with other key cities, including Her=
at, Kandahar, and Mazar-e Sharif coming under the IEA control in the past w=
eek alone. As of 16 August, the IEA was in control of 33 of the 34 provinci=
al capitals, with the provincial capital of Panjshir apparently remaining o=
utside of IEA control. Existing pockets of territory formally under the con=
trol of the former government and local uprising forces are unlikely to rem=
ain for a much longer period, now that the IEA controls the capital.</div>	=

 prioritise the safety of their staff over the resumption of normal activit=
ies according to the situation on the ground and/or any restrictions impose=
d or guarantees provided by the IEA.<br /><br /></div>
<div style=3D"text-align: justify;">If resuming normal activities, NGOs are=
 further advised to engage with IEA and adjust their working modalities to =
comply with the IEA rules and regulations, especially if those were communi=
cated bilaterally or through formal announcements. This includes, but is no=
t limited to, access to specific areas or beneficiary groups, employment of=
 female staff, movement, and registration. Female staff members are advised=
 to work from home for the time being, until such time as it becomes cleare=
r whether or not the IEA intends to review its current position on employin=
g female staff.</div>

rs:</strong> On 13 August, nearly a week after the IEA took over the contro=
l of Samangan provincial capital Aybak, the IEA Provincial Shadow Governor,=
 Mawlawi Abdul Rahman, had a meeting with civilians at <a href=3D"https://g=
oo.gl/maps/11AVe569xVQe9asr6">Aybak City</a> Park. The following main point=
s were conveyed to the population of Aybak City: &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">- All ANSF members, who are in the city=
 and the district, including ANSF members who surrendered, those who are ou=
t of the province, and those who left the province during the recent armed =
clashes, should report to the IEA Provincial Governor&rsquo;s Office for re=
gistration and receive an identification card.</div>
<div style=3D"text-align: justify;">- All shops and banks should be reopeni=
ng from 14 August.&nbsp;</div>
<div style=3D"text-align: justify;">- Schools and colleges should be reopen=
ing from 14 August and all male students should be present. Female students=
 are to resume classes only in hijab.</div>
<div style=3D"text-align: justify;">- Health sector will be operational fro=
m 14 August.</div>
<div style=3D"text-align: justify;">- Former government departments will re=
sume functioning after some time, with no exact date mentioned.</div>
<div style=3D"text-align: justify;">- Residents should provide money for th=
ree meals for OAG members per day. For now, the amount has been set to 150 =
AFN per household.</div>
<div style=3D"text-align: justify;">
<p>NGOs are advised to consult their access strategies before continuing op=
erations in Samangan. For the time being, NGO staff are advised to avoid no=
n-essential movement in and around Aybak and other population centres, even=
 though the probability of armed clashes is assessed to be very low.&nbsp;-=
 OAG members will be asking select residents to visit the IEA Provincial Go=
vernor's Office for ongoing investigations that OAG members are conducting.=

ding areas, checking vehicles for ANSF members and GOA employees.&nbsp;</p>
