lete IEA control since 11 August after repeated armed clashes throughout th=
e city in July and early August.&nbsp;<br /><br />The situation inside the =
city is calm: no fighting has taken place since 11 August. IEA members are =
stationed at checkpoints at the four main entrance points to the city on th=
e Kunduz-Emam Saheb, Kunduz-Taloqan, Kunduz-Mazar-e Sharif, and Kunduz-Pul-=
e Khumri Roads. Reports suggest that IEA leaders have posted announcements =
at the main gates of the city addressed to IEA members, instructing them to=
 protect civilians and to avoid harming ANSF/GOA personnel who have surrend=
ered to the IEA.&nbsp;<br /><br />In addition to a new Provincial Governor,=
 the IEA has appointed new directors for the Departments for Agriculture, H=
ealth, Electricity, and Education. Government employees are working at each=
 of these departments, but other government departments remain closed.&nbsp=
;<br /><br />The IEA have also established a commission to provide policing=
 and security in the city, with the stated aim of protecting key assets and=
 government departments in addition to providing road traffic control. On 0=
9 August IEA leadership in Kunduz issued a letter addressed to the public a=
nd to governmental organisations informing civilians of the names of OAG me=
mbers appointed to manage each of the city&rsquo;s PDs. The letter also gav=
e the contact details of the appointed OAG members and requested that resid=
ents of the city contact the relevant OAG members to resolve problems or ra=
ise concerns.<br /><br />Schools have reopened for all children, while univ=
ersities remain closed until a decision is taken by IEA leadership regardin=
g attendance of female students.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The majority of shops are open in the c=
ity with no reports of shortages. However, prices for staple goods have inc=
reased. Banks remain closed.&nbsp;<br /><br />Telecommunications networks a=
re operational both during the day and between 1800 and 0600, with the exce=
ption of Salaam, which was non-operational at the time of writing. Electric=
ity is now available in all areas of the city.&nbsp;</div>								</div>

ted in Kunduz City within the next week, with IEA members firmly in control=
 of all areas of the city. The risk of collateral damage to NGO staff or pr=
operty from exchanges of fire between warring parties is therefore low.&nbs=
p;<br /><br /></div>
<div style=3D"text-align: justify;">However, the shift in control presents =
additional risks for NGO staff seeking to operate within the city. Risks to=
 property are most likely: IEA members may approach NGO compounds in search=
 of NGO vehicles or assets, with reports of IEA members appropriating an NG=
O vehicle during clashes on 10 August. <br /><br />The risk of direct harm =
for staff due to NGO affiliation is assessed to be low after public stateme=
nts by the IEA assuring Afghans of their security and supporting the work o=
f NGOs across the country.&nbsp;<br /><br />However, it is highly likely th=
at NGOs will be required to obtain approval and permission for their operat=
ions from the new administration in the city. In other cities across the No=
rtheastern Region IEA members have approached NGO compounds to search their=
 facilities and to obtain information about the NGOs' activities. At the ti=
me of writing, it was unknown whether the IEA leadership would implement a =
new approval process at the provincial or central levels.&nbsp;</div>						=

gotiated. NGOs are therefore advised to reach out to local contacts to esta=
blish whether previous access arrangements are still valid.&nbsp; NGOs are =
also advised to approach IEA leadership at the relevant departments to iden=
tify any new processes to obtain permission for operations.&nbsp;<br /><br =

pended and premises empty are advised to monitor the situation in their com=
pounds and facilities as far as possible through neighbours or local contac=
ts. In the event that IEA members visit NGO compounds, staff are advised to=
 comply with any requests if they feel at risk of harm.&nbsp;<br /><br />NG=
Os are also advised to consider removing sensitive data such as personnel r=
ecords and beneficiary information from their offices and compounds.&nbsp;<=
