INTERNAL DISPLACEMENT IN KABUL
FLASH UPDATE No. 3 | 14 AUGUST 2021
KEY HIGHLIGHTS
* Thousands continue to be displaced into Kabul and other urban areas in l=
arge numbers.
* The Government and humanitarian partners have deployed fifteen inter-age=
ncy assessment teams in Kabul to verify internally displaced people (IDPs)=
 and assess their humanitarian needs.
* Some 15=2C600 internally displaced people (IDPs) were verified to be in=
 need of humanitarian assistance and most of these people have received mu=
lti-sector response =E2=80=93 in the form of food=2C cash=2C health=2C hou=
sehold items=2C and water and sanitation support.

SITUATION OVERVIEW

Due to an escalation of conflict across the country=2C many people are arr=
iving in Kabul and other large cities=2C seeking safety from the conflict=
 and other threats. Between 1 July and 13 August 2021=2C the humanitarian=
 community verified 15=2C600 IDPs who had arrived in Kabul. New IDPs were=
 reported to have arrived from from Ghazni and Logar provinces. Since yest=
erday=2C an additional 2=2C100 people were verified to be in need humanita=
rian assistance. IDPs are either renting or being hosted by friends=2C fam=
ily and other kinship ties. A growing number are also staying in the open=
 in different parts of the city.

According to the Government=E2=80=99s IDPs monitoring team from the Depart=
ment of Repatriation and Refugees=2C more than 80 families have indicated=
 readiness to return to their places of origin =E2=80=93 in Kunduz=2C Bagh=
lan and Takhar provinces=2C in the northeastern part of the country. Human=
itarian partners are closely monitoring the situation.
HUMANITARIAN RESPONSE

The President has allocated 40 million Afs (US$500=2C000) to provide assis=
tance to recent IDPs across the country. The humanitarian community also c=
ontinues to provide a multi-sector assistance to IDPs in Kabul and other p=
arts of the county. In Kabul=2C two mobile health teams are operating in t=
wo IDP camps (in Dasht-e-Padola (PD 7) and Dehsabz (PD 19) ensuring that I=
DPs are reached with antenatal and post-natal care for mothers and childre=
n; psychosocial support; as well as nutrition and vaccination services. CO=
VID-19 vaccination and Rapid Response Teams are also undertaking routine s=
creening=2C sample collection=2C referrals and COVID-19 vaccinations as we=
ll. More than 1=2C650 IDPs in the aforementioned two sites have been reach=
ed through health services.

Some fifteen inter-agency assessment teams were operating on 14 August=2C=
 verifying IDPs and their humanitarian needs.  People=E2=80=99s immediate=
 needs continue to be shelter (cash-for-rent=2C tents and tarpaulins)=2C h=
ousehold items=2C food=2C sanitation (toilets)=2C hygiene kits and drinkin=
g water. Humanitarian partners have so far provided food=2C cash=2C househ=
old items=2C health and water and sanitation assistance to more than 13=2C=
500 IDPs=2C while more assistance is on the way.
COORDINATION

The Humanitarian Community is working closely with the Government and muni=
cipal authorities in Kabul to plan the response and ensure people are prov=
ided with the most dignified living conditions. The Operational Coordinati=
on Team (OCT) is meeting daily and chaired by OCHA=2C with the presence of=
 Department of Refugee and Repatriation (DoRR)=2C Provincial Disaster Mana=
gement Authority (PDMA) and humanitarian partners. From the Government=E2=
=80=99s side=2C a coordination cell has also been established to coordinat=
e and monitor the distribution of assistance (food and household items fro=
m private sources =E2=80=93 charity organisations=2C civil societies and i=
ndividuals).

Partners are tracking population inflows along the four main entry points=
 into the city.

ion of conflict across the country=2C many people are arriving in Kabul an=
d other large cities=2C seeking safety from the conflict and other threats=
=2E Between 1 July and 13 August 2021=2C the humanitarian community verified=
 15=2C600 IDPs who had arrived in Kabul. New IDPs were reported to have ar=
rived from from Ghazni and Logar provinces. Since yesterday=2C an addition=
al 2=2C100 people were verified to be in need humanitarian assistance. IDP=
s are either renting or being hosted by friends=2C family and other kinshi=
p ties. A growing number are also staying in the open in different parts o=
f the city.<br>
&nbsp;<br>
According to the Government=E2=80=99s IDPs monitoring team from the Depart=
ment of Repatriation and Refugees=2C more than 80 families have indicated=
 readiness to return to their places of origin =E2=80=93 in Kunduz=2C Bagh=
lan and Takhar provinces=2C in the northeastern part of the country. Human=
itarian partners are closely monitoring the situation.</span></p>

 allocated 40 million Afs (US$500=2C000) to provide assistance to recent I=
DPs across the country. The humanitarian community also continues to provi=
de a multi-sector assistance to IDPs in Kabul and other parts of the count=
y. In Kabul=2C two mobile health teams are operating in two IDP camps (in=
 Dasht-e-Padola (PD 7) and Dehsabz (PD 19) ensuring that IDPs are reached=
 with antenatal and post-natal care for mothers and children; psychosocial=
 support; as well as nutrition and vaccination services. COVID-19 vaccinat=
ion and Rapid Response Teams are also undertaking routine screening=2C sam=
ple collection=2C referrals and COVID-19 vaccinations as well. More than 1=
=2C650 IDPs in the aforementioned two sites have been reached through heal=
th services.<br>
&nbsp;&nbsp;<br>
Some fifteen inter-agency assessment teams were operating on 14 August=2C=
 verifying IDPs and their humanitarian needs. &nbsp;People=E2=80=99s immed=
iate needs continue to be shelter (cash-for-rent=2C tents and tarpaulins)=
=2C household items=2C food=2C sanitation (toilets)=2C hygiene kits and dr=
inking water. Humanitarian partners have so far provided food=2C cash=2C h=
ousehold items=2C health and water and sanitation assistance to more than=
 13=2C500 IDPs=2C while more assistance is on the way.</span></p>
