er the IEA took over the control of Samangan provincial capital Aybak, the =
IEA Provincial Shadow Governor, Mawlawi Abdul Rahman, had a meeting with ci=
vilians at <a href=3D"https://goo.gl/maps/11AVe569xVQe9asr6">Aybak City</a>=
 Park. The following main points were conveyed to the population of Aybak C=
ity: &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">- All ANSF members, who are in the city=
 and the district, including ANSF members who surrendered, those who are ou=
t of the province, and those who left the province during the recent armed =
clashes, should report to the IEA Provincial Governor&rsquo;s Office for re=
gistration and receive an identification card.</div>
<div style=3D"text-align: justify;">- All shops and banks should be reopeni=
ng from 14 August.&nbsp;</div>
<div style=3D"text-align: justify;">- Schools and colleges should be reopen=
ing from 14 August and all male students should be present. Female students=
 are to resume classes only in hijab.</div>
<div style=3D"text-align: justify;">- Health sector will be operational fro=
m 14 August.</div>
<div style=3D"text-align: justify;">- Former government departments will re=
sume functioning after some time, with no exact date mentioned.</div>
<div style=3D"text-align: justify;">- Residents should provide money for th=
ree meals for OAG members per day. For now, the amount has been set to 150 =
AFN per household.</div>
<div style=3D"text-align: justify;">- OAG members will be asking select res=
idents to visit the IEA Provincial Governor's Office for ongoing investigat=
ions that OAG members are conducting.<br /><br />OAG checkpoints are operat=
ional throughout the city and surrounding areas, checking vehicles for ANSF=
 members and GOA employees.&nbsp;</div>								</div>

								<p style=3D"text-align: justify;">The above is assessed to be relat=
ed to the IEA's attempting to facilitate the city returning to normal life,=
 as well as to a set of measures aimed at identifying specific individuals =
with former GOA and ANSF affiliations. While the majority of former GOA emp=
loyees and low-ranking ANSF members are likely to be allowed to remain in t=
he city, some others (e.g. key ANSF/PGM commanders) may face oppression, im=
prisonment, or death. The overall risk to the general public, as well as to=
 local NGO staff is assessed as low.<br /><br />The IEA have made public st=
atements about their intention to ensure internal accountability. In some c=
ases, they have put measures in place to respond to complaints about abuse =
at the local level. However, these measures are assessed to be very limited=
 in scope. <br /><br />As the OAG members consolidated their control over n=
ew areas that were previously contested, their restrictions regarding some =
aspects of the daily lives of the civilian population have tightened. OAG m=
embers are likely to be less willing to heed community demands about the pr=
otection of rights after they gained control of several provincial capitals=
 and a large part of the territory in general. <br /><br />The gap between =
official IEA statements regarding civil rights and the restrictive position=
s adopted by OAG commanders on the ground indicate that OAG members are far=
 from an internal consensus regarding their own policies, and that reaching=
 an agreement on human rights provisions in a peace agreement, should there=
 be one, with the GOA and the International Community, will not necessarily=
 result in them being implemented at the local level.</p>								</div>

hat recently fell under IEA control are advised to adhere to the IEA-impose=
d regulations.<br /><br />If an NGO staff member is summoned to the IEA Pro=
vincial Shadow Governor's office for questioning, or such a questioning occ=
urs in a different place (e.g. on the street or at home), NGO staff are adv=
ised to clearly communicate to OAG members their employment with an NGO, as=
 well as the NGO's adherence to the humanitarian principles.<br /><br />NGO=
s are advised to follow the OAG requirements and to avoid conflict situatio=
ns.</div>
