ted six incidents affecting the organisation or their staff in Kunduz City.=
<br /><br />On 27 June, three ANSF/PGM members broke into an NGO compound l=
ocated in PD 4 of Kunduz City to take a firing position during an operation=
 targeting OAG members. Two NGO employees&mdash;guards&mdash;present in the=
 compound at the time of the incident immediately left the building. The ne=
xt morning, an estimated 15 ANSF/PGM members more entered the compound. The=
 ANSF/PGM members left the facility on 29 June following mediation by the N=
GO. In two other incidents, on 08 and 10 August, OAG members broke into NGO=
 compounds in the <a href=3D"https://goo.gl/maps/1KEK678o26qSM3JZA">Sar-e D=
awra</a> area of PD 4 to take firing positions during an assault on the cit=
y. In the latter, OAG members also took a vehicle from the compound to tran=
sport wounded armed men to a health facility.<br /><br />NGOs have also rep=
orted impact of stray bullets recently. During a sporadic exchange of fire =
between ANSF/PGM and OAG members in the suburbs of Kunduz City, a stray bul=
let impacted on an NGO compound&rsquo;s main gate, slightly damaging it, in=
 Sar-e Dawra. In another instance of collateral impact, at around 1500 hrs =
on 23 July, a stray bullet&mdash;fired from an unknown location while warri=
ng parties exchanged fire in the suburbs, wounded one NGO employee on the s=
treet, impacting on one of his legs. The incident occurred in the proximity=
 of the NGO staff member&rsquo;s private residence, in the Koch-e Rajab-e Q=
asaab area of PD 2.<br /><br />Lastly, potentially as consequence of the re=
cent spike in tensions between pro-government forces and the armed oppositi=
on, on 12 July, ANP members approached an NGO in PD 1 of Kunduz City. The A=
NP members suspected that one of their employees was cooperating with local=
 OAG members and interrogated some of his colleagues. The ANP investigation=
 continued for a few weeks and reportedly concluded with no evidence indica=
ting that the suspect had connections with opposition groups.</div>								=

								<div style=3D"text-align: justify;">NGO incidents are generally und=
erreported, particularly when these occur during large-scale military opera=
tions, as the above-mentioned incidents, or their impact is relatively low.=
 In this sense, the six recent incidents affecting humanitarian organisatio=
ns in Kunduz City are only a few instances of collateral impact due to conf=
lict activity, with the total number of such incidents believed to be much =
higher and NGOs expected to report further instances in the coming weeks.<b=
r /><br />When the direct impact of an incident is considered low, the risk=
 associated with the security environment is often ignored, regardless of i=
ts level. The circumstances in which the six above-mentioned incidents took=
 place could have potentially led to a more severe life and property impact=
. In this regard, measures to respond to such threats are considered essent=
ial to mitigate the risk.<br /><br />The title incidents occurred when conf=
lict activity had escalated in Kunduz and other provinces amidst OAG (IEA) =
attempts to challenge the ANSF territorial control. Since May, when IMF sho=
uld have completed the withdrawal of their troops as per the agreement sign=
ed by the US and the IEA in February 2020, the armed opposition has increas=
ed their pressure on district centres, main roads, border crossing points, =
and provincial capitals. Kunduz Province was already isolated from other AN=
SF-controlled areas since early May when OAG members overran the Shahr-e Ko=
hna area of Baghlan-e Jadid District, in Baghlan Province, along the Kunduz=
-Pul-e Khumri Road (AFGHANISTAN/NORTHEAST/A/06052021/#001-U7). With OAGs co=
ntrolling segments of the main road connecting Kunduz with the rest of the =
country and AAF engaged in operations targeting OAG positions, supply of we=
apons and ammunition to ANSF ground forces in Kunduz has been rather limite=
d over the past months. OAG members later took control of the district cent=
res of Dasht-e Archi, Qala-e Zal, Emam Saheb, Khanabad, Aliabad, and Chahar=
dara in the province (AFGHANISTAN/NORTHEAST/R/20062021/#001-U2). Having sur=
rounded the provincial capital since then, opposition groups attempted to o=
verrun the city in August, successfully taking control of the <a href=3D"ht=
tps://goo.gl/maps/LpyKv2B57YNK8xQR8">Main Square</a> on 08 August and remai=
ning areas, including the airport, three days later.<br /><br />With warrin=
g parties continuously exchanging fire in and around Kunduz City over the p=
ast two months, recent conflict activity has had a significant impact on ci=
vilians. Indeed, from mid-June to 06 August, 91 civilians were killed or wo=
unded in the central district due to conflict. Civilian casualties during t=
he OAG assault on the city, from 07 to 10 August, remain unknown as of the =
time of writing, however, local sources suggested that the figure surpassed=
 100 casualties.<br /><br />With the entire Kunduz Province under the contr=
ol of an only party to the conflict and an ANSF counteroffensive unlikely i=
n the near future, armed clashes between warring parties are not expected i=
n the city in the coming weeks or months. That said, the security environme=
nt in Kunduz Province has changed dramatically. While the risk of collatera=
l damage because of military engagements in the proximity will be low in th=
e short term in the province, the risk of being mistaken for ANSF personnel=
 or GOA staff or having connections with the Afghan Government has likely i=
ncreased.</div>								</div>

ing conflict activity are advised to limit non-essential movements, conside=
ring the risk of collateral damage and the possibility of escalation. In th=
e event of armed clashes, NGO staff are recommended to remain indoors, away=
 from windows, and consider seeking shelter inside safe rooms or hardened s=
tructures.<br /><br />NGOs should also consider the risk associated with th=
reats present in areas where they operate or their staff resides and review=
 their security risk assessments and contingency plans regularly and, parti=
cularly, following notable developments in the security environment. NGOs a=
re advised to consider changes in territorial control, with the staff prepa=
red to explain their programming, emphasizing the neutral, impartial, and i=
ndependent nature of their work.<br /><br />Furthermore, NGOs are encourage=
d to report potential incidents and threats to INSO and other independent o=
rganisations should these be a concern for the humanitarian community.<br /=
><br />Lastly, humanitarian agencies are recommended to closely monitor pol=
itical developments and conflict activity in Kunduz Province. NGOs should m=
aintain close contact with local networks and interlocutors for up-to-date =
information on the evolving security situation.</div>								</div>
