mbers, led by the Chief of NDS and the PGM commander Toor, arrived in Mazar=
 City from the <a href=3D"https://goo.gl/maps/7q79HW2Cx8sLnvqt8">Agha Peto<=
/a> area, where they had regrouped after Aybak City fell to the IEA on 09 A=
ugust.<br /><br />This is the second contingent arriving in Mazar from othe=
r provincial capitals of the Northern Region that recently fell to the IEA.=
 It is not confirmed at this stage whether ANSF are consolidating within Ma=
zar City in anticipation of an IEA offensive or the ANSF units and commande=
rs who were forced to cede territory to the IEA but did not surrender view =
Mazar as the best safe place to regroup. In either case, ANSF numbers withi=
n Mazar City continue to grow, suggesting--but not guaranteed--that ANSF wi=
ll resist an OAG offensive.</div>								</div>

rs:</strong> ANSF members withdrew from Dara-e Suf-e Bala District to the <=
a href=3D"https://goo.gl/maps/697e4Vc8pMhthTcJ6">Hassani Burj area</a>, app=
roximately 30 km east of the DAC. OAG members took control of the DAC.<br /=
><br />No further clashes or conflict incidents have been recorded in Aybak=
 City since the previous update.&nbsp;&nbsp;</div>
<br />The previous advisories stand.&nbsp;<br /><br />
<div style=3D"text-align: justify;"><strong>As of 09 August, 1400 hrs:</str=
ong> All ANSF members abandoned their positions and either went home or wit=
hdrew to the <a href=3D"https://goo.gl/maps/7q79HW2Cx8sLnvqt8">Agha Peto</a=
> area northwest of the city. The provincial governor, the NDS director, th=
e chief of police, and the ANP chief of security are also at Agha Peto.&nbs=
p;<br /><br />Aybak City is now under IEA control. Clashes are not ongoing =
in the city aside from some sporadic firing, though airstrikes may follow i=
n the coming hours and days. Roads are open at the moment to both Mazar and=
 Pul-e Khumri.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The previous advisories are lifted for =
the time being given the lack of clashes. However, NGOs are still advised t=
o limit unessential movement in the city and on the city outskirts given th=
e likelihood of airstrikes, but also given the possibility of a resumption =
of armed clashes and/or possible suspicious attitude of IEA members.&nbsp;<=
br /><br /></div>
<div style=3D"text-align: justify;">Relatedly, given the likelihood of hous=
e searches and requests for food or other items from IEA members, NGO staff=
 are advised, within reason, not to resist armed men.&nbsp;</div>
<br />
<div style=3D"text-align: justify;"><strong>As of 09 August, 1230 hrs:</str=
ong> OAG members attacked ANSF positions in the Larghan and <a href=3D"http=
s://goo.gl/maps/9Eoiea9yVYkbLgzo9">Qara Shebagh</a> areas, and armed clashe=
s are ongoing in both. In essence, while frontlines remain active on the ou=
tskirts of the city, ANSF inside the city itself are abandoning positions.&=
nbsp; &nbsp;</div>
The previous advisories stand.&nbsp;<br /><br />
<div style=3D"text-align: justify;"><strong>As of 09 August, 1130 hrs:</str=
ong> ANSF members manning the <a href=3D"https://goo.gl/maps/DmXPBgEiSSVY73=
Hk7">Aybak Prison</a> in <a href=3D"https://goo.gl/maps/wsMiQAbseCntTnzcA">=
Shahark Jadid</a> area 1 km north of the city park withdrew, abandoning the=
 prison. Reportedly prisoners are escaping prison. No one is currently secu=
ring the prison area. Furthermore, ANSF withdrew from the <a href=3D"https:=
//goo.gl/maps/hQTjqoWg3gUUwmcD9">ANP HQ</a>.&nbsp;<br /><br />At the same t=
ime, OAG movement is reported towards the Aybak City from multiple directio=
ns, including on the Mazar-e Sharif-Aybak Road and the <a href=3D"https://g=
oo.gl/maps/WkfZfFAHBgFTLMvX7">Aq Mazar</a> area 2 km northeast of the city.=
&nbsp;<br /><br />An assault to challenge territorial control of Aybak City=
 is most likely imminent. However, current developments indicate that ANSF =
are withdrawing, potentially reducing the risk of armed clashes, and the co=
llateral risk to civilians and NGOs. Resistance is, however, still possible=
, potentially resulting in armed clashes.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The previous advisory to avoid areas wi=
th ongoing armed clashes still stands. Furthermore, NGOs with staff inside =
Aybak City, is advised to cease all movement and remain indoor. In the case=
 of armed clashes approaching the city, staff is advised to bunker down, st=
ay indoors, avoid windows and if possible seek shelter inside saferooms or =
other hardened structures.&nbsp;</div>

<div style=3D"text-align: justify;"><strong>As of 09 August, 1015 hrs:</str=
ong> OAG members initiated attacks targeting ANSF positions in the <a href=
=3D"https://goo.gl/maps/rXQ4oLgQ34eg1d6d7">Gul Qeshlaq</a> area, approximat=
ely 2 km northwest of the Aybak City Centre, using SAF and RPGs. ANSF retur=
ned fire, and an armed clash is currently ongoing.&nbsp;<br /><br />This at=
tack most likely represents an OAG attempt to progress towards Aybak City, =
possibly in preparation to launch an assault on the city.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to avoid the area and =
adjust movements accordingly.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>As of 08 August, 2200 hrs:</str=
ong> At approximately 1840 hrs, ANSF members withdrew from Hazarat-e Sultan=
 District to Aybak City, with OAG members moving in and taking control of t=
he DAC. The withdrawal was not the result of clashes, but was likely a deli=
berate decision to consolidate in Aybak City ahead of an expected OAG attac=
k on the provincial capital.&nbsp;<br /><br />OAG positions are still relat=
ively far from the city itself. However, IEA control of the Mazar-e Sharif-=
Aybak Road through Hazrat-e Sultan for several days - a road which is aspha=
lted and allows for quick movement of forces by vehicle - along with the ea=
rlier-mentioned low ANSF capacity in Samangan, and the added psychological =
effect of several other provincial capitals coming under OAG control over t=
he past two days (Shibirghan, Sar-e Pul, Kunduz, Taloqan, and Zaranj) make =
a successful assault on Aybak City likely in the coming few days.&nbsp;<br =
/><br /></div>
<div style=3D"text-align: justify;">The previous advisory related to the ar=
med clash is now lifted. However, NGOs should seek updated information befo=
re travelling north of Aybak City in the coming days.&nbsp;<br /><br /></di=
v>
<div style=3D"text-align: justify;">NGOs that wish to relocate are nonethel=
ess advised that reaching either Mazar-e Sharif or Pul-e Khumri may require=
 access negotiations with the IEA. If a relocation by road is decided, NGOs=
 are also advised to consult with INSO or other trusted sources regarding t=
he security situation on roads.&nbsp; &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;"><strong>As of 08 August, 1300 hrs:</str=
ong> ANP members abandoned their outpost at 2300 hrs last night, and withdr=
ew closer to Aybak City to another ANP outpost in the Larghan area, along t=
he main road. OAG members then attacked ANP members at Larghan outpost as w=
ell. The armed clash in Larghan ended at approximately 0800 hrs this mornin=
g.<br /><br /></div>
<div style=3D"text-align: justify;">Two ANP and one PGM member were killed,=
 and six ANP and two PGM members were wounded. In addition, six OAG members=
 were also wounded.<br /><br /></div>
<div style=3D"text-align: justify;">The road is currently open to civilian =
traffic, however, further clashes are likely later today or tonight.<br /><=
br /></div>
<div style=3D"text-align: justify;">The previous advisory related to the ar=
med clash is now lifted. However, NGOs should seek updated information befo=
re travelling north of Aybak City in the coming days.&nbsp;<br /><br /></di=
v>
<div style=3D"text-align: justify;"><strong>As of 07 August, 2215 hrs:</str=
ong> OAG members once more attacked the ANP outpost using SAF and RPGs. An =
armed clash is ongoing, and the Mazar-e Sharif-Aybak Road is closed to civi=
lian traffic.<br /><br /></div>
<div style=3D"text-align: justify;">The attack appears harassing in nature =
for the time being, though it does seem to confirm earlier predictions of a=
n intensification of clashes over the night.<br /><br /></div>
<div style=3D"text-align: justify;">The previous advisory remains in place.=
 NGOs planning movements on the Mazar-e Sharif-Aybak Road in the morning ar=
e advised to check with INSO or trusted local contacts prior to departure.&=
nbsp;<br /><br /></div>
<div style=3D"text-align: justify;"><strong>As of 07 August, 1800 hrs: </st=
rong>The armed clash continues as of the time of writing. The intention of =
the OAG members appears to be to overrun the ANSF outpost and thus establis=
h a position closer to the city. &nbsp;As such, the fighting may intensify =
during the night.&nbsp;<br /><br />Following developments in Shibirghan tod=
ay, it is plausible that the armed opposition intends to also conduct an as=
sault on Aybak City. While the number of OAG members in Samangan was not be=
lieved to be large, an ANSF operation earlier today in Dara-e Suf-e Payin D=
istrict ended without success (see AFGHANISTAN/NORTH/A/06082021/#01-U1), wh=
ile the armed opposition managed to maintain two checkpoints on the Mazar-e=
 Sharif-Aybak Road in Hazrat-e Sultan since 30 July (see AFGHANISTAN/NORTH/=
A/30072021/#03-U2 ).&nbsp;<br /><br />ANSF themselves have limited capacity=
 in Samangan given historically low levels of OAG activity, and, without ex=
ternal support, are at a disadvantage should the IEA bring significant rein=
forcements from outside the province.&nbsp;&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;"><strong>As of 07 August, 1245 hrs:</str=
ong> Approximately 50 OAG members attacked an ANSF outpost in the Dikhaki K=
alan area. Approximately 100 ANSF members man the outpost and are respondin=
