rs:</strong> No armed clash has been reported in Fayzabad City and surround=
ing areas since last night. Further casualties have been reported, however,=
 figures remain unknown.<br /><br />During the morning today, an unconfirme=
d number of ANSF/PGM members left the Fayzabad airport and proceeded to Tak=
har Province, likely to Warsaj District. Other ANSF/PGM members surrendered=
 to the armed opposition. All areas in Fayzabad City are under OAG control =
as of the time of writing.<br /><br />An NGO reported that OAG members have=
 entered their compound and taken their vehicles in Fayzabad City. Further =
NGOs may have faced similar incidents, with these being unreported as of th=
e time of writing.<br /><br />The Fayzabad-Taloqan and Fayzabad-Baharak roa=
ds are open to traffic. The risk of collateral damage if travelling through=
 these routes is assessed to be high, particularly if armed men suspect tha=
t passengers have connections with parties to the conflict or in the event =
of armed clashes in the proximity.</div>								</div>

rs:</strong> OAG members have taken control of Fayzabad City at around 2300=
 hrs, following the withdrawal of ANSF and PGM members to the airport.<br /=
><br />In the evening hours, further armed clashes between ANSF/PGM and OAG=
 members were reported in the Dahan-e Aab, <a href=3D"https://goo.gl/maps/x=
SqyYiDb2GCfqx9P8">Bagh-e Baiha</a>, and Naw Abad-e Danishmandan areas of Fa=
yzabad District. Casualty figures remain unknown as of the time of writing.=
<br /><br />No AAF or IMF activity has been reported in Fayzabad City today=
. It should not be excluded, however, the possibility of seeing air forces =
conducting airstrikes to target OAG positions in and around the city tonigh=
t and in the next days.<br /><br />The previous advisory remains in place.<=

<div style=3D"text-align: justify;"><strong>As of 10 August, 1630 hrs:</str=
ong> The armed clash between ANSF/PGM and OAG members in the Shorabak area,=
 along the Fayzabad-Baharak Road, is still ongoing with SAF and RPGs.<br />=
<br />Last night, opposition groups attacked ANSF/PGM members in the Qara Q=
uzy and <a href=3D"https://goo.gl/maps/EGq8QJtzLXzPB1Sk7">Kotal-e Rezokan</=
a> areas of Fayzabad District, along and in the proximity of the Fayzabad-T=
aloqan Road, respectively. In the Qara Quzy area, one ANSF member was kille=
d and another two were wounded, and four OAG members were killed and three =
were wounded.<br /><br />At around the same time, at 2300 hrs, OAG members =
attacked an ANSF outpost located in the Qara Seya Shakh area. ANSF members =
returned fire. As a result, two ANSF members were wounded and seven OAG mem=
bers were killed and four more were wounded.<br /><br />In addition, at app=
roximately 1000 hrs yesterday, a PGM member shot and killed a PGM mid-level=
 commander in the <a href=3D"https://goo.gl/maps/SEua2TzdWiJy18At6">Chata</=
a> area of PD 6, in Fayzabad City, using a handgun. The author of the incid=
ent joined the local armed opposition following the incident. The motive of=
 the incident was reportedly a personal dispute, with the PGM member seekin=
g to avoid ANP prosecution in OAG-controlled territory.<br /><br />The prev=
ious advisory remains in place.</div>
<br />
<div style=3D"text-align: justify;"><strong>As of 09 August, 1715 hrs:</str=
ong> ANSF/PGM and OAG members are sporadically exchanging fire in the Shora=
bak and Hetarchi areas. At around 1400 hrs today, opposition groups fired a=
t least two mortar rounds from the Hetarchi area towards ANSF positions in =
the <a href=3D"https://goo.gl/maps/rPsBdfEmYg2fKzhw7">Qara Quzy</a> area of=
 Fayzabad District, along the main road connecting the cities of Fayzabad a=
nd Taloqan. Roughly half an hour later, ANSF responded with at least two ar=
tillery rounds fired from the airport plateau towards OAG positions in Heta=
rchi, killing two OAG members. At least one artillery round impacted on a p=
rivate residence, wounding one civilian (woman).<br /><br />The Fayzabad-Ta=
loqan and Fayzabad-Baharak roads are open to traffic. The risk of collatera=
l damage if travelling through these routes is assessed, however, to be hig=
h.<br /><br />The previous advisory remains in place.</div>

<div style=3D"text-align: justify;"><strong>As of 08 August, 2100 hrs:</str=
ong> At around 2000 hrs today, OAG members attacked an ANSF outpost located=
 in the <a href=3D"https://goo.gl/maps/6Qn8MPLgTtnnfhCv9">Hetarchi</a> area=
 of Fayzabad District, along the Fayzabad-Taloqan Road, with SAF and RPGs. =
ANSF members returned fire and an armed clash is ongoing. The Fayzabad-Talo=
qan Road has been closed to civilian traffic.<br /><br />The armed clash in=
 the Shorabak area of PD 1, along the Fayzabad-Baharak Road, is still ongoi=
ng.<br /><br />The previous advisory remains in place.</div>

<div style=3D"text-align: justify;"><strong>As of 08 August, 1845 hrs:</str=
ong> At approximately 1800 hrs today, OAG members attacked an ANSF/PGM posi=
tion located in the <a href=3D"https://goo.gl/maps/a7ViWR6ZjpgpKHXi8">Shora=
bak</a> area of PD 1, along the Fayzabad-Baharak Road, with SAF and RPGs (A=
FGHANISTAN/NORTHEAST/A/08082021/#001). Pro-government forces returned fire =
and an armed clash is ongoing.<br /><br />At around 1900 hrs yesterday, OAG=
 members attacked a joint ANSF/PGM outpost in the Kata Kherman area of the =
newly established PD 7, with SAF and RPGs. ANSF/PGM members responded and t=
he armed clash lasted until 2300 hrs when the armed opposition withdrew. In=
 addition, OAG members fired at least 12 mortar rounds from an unknown loca=
tion towards ANSF and PGM members in Kata Kherman. In total, 12 ANSF/PGM me=
mbers and three OAG members were wounded.<br /><br />The night before, at a=
pproximately 2300 hrs on 06 August, opposition groups attacked multiple ANS=
F/PGM positions in the Shorabak area of PD 1, the Bagh-e Shah area of PD 4,=
 the Etarchi area of PD 5, the Tepa-e Telwazion area of the newly establish=
ed PD 7, and the <a href=3D"https://goo.gl/maps/Xg2G5sRLED1WpY7D8">Lai Aba<=
/a> area of the new PD 8. Armed clashes, with both sides using SAF and RPGs=
, concluded after roughly three hours. AAF conducted at least eight airstri=
kes targeting OAG positions. In total, six ANSF members were killed and 10 =
others were wounded, and over 20 OAG members were killed and 40 more were w=
ounded. ANSF arrested 11 other OAG members.<br /><br /><strong>Analysis</st=
rong><br /><br />The above-mentioned incidents have taken place amidst a se=
ries of coordinated OAG attacks on ANSF/PGM positions in provincial capital=
s, including in the cities of Taloqan and Kunduz, in the Northeastern Regio=
n. In this context, opposition groups will likely exert further pressure on=
 ANSF/PGM positions in Fayzabad in the coming days, with their plans and ca=
pacity in the city being unclear as of the time of writing.<br /><br />Sinc=
e 01 May, when IMF should have completed the withdrawal of their troops as =
per the agreement signed by the US and the IEA in February 2020, the armed =
opposition has gained significant territorial control across the country. I=
n this regard, OAG members overran Arghanjkhwa and Khash DACs, in Badakhsha=
n, during the month of June, and took control of 23 other districts centres=
 in the province from 02 to 06 July. Yamgan DAC was already under OAG contr=
ol since March 2020. Since early July, Fayzabad City and Koran wa Monjan DA=
C are the only district centres remaining with ANSF/PGMs, with the control =
of both still having been contested by OAG members.<br /><br />As is genera=
lly the case in most provinces across the country, the shift in territorial=
 control seen in Badakhshan recently does not reflect the military capacity=
 of warring parties, but rather a successful coordination and propaganda ca=
mpaign on the IEA side. Indeed, in 16 of the 23 DACs taken by the armed opp=
osition in Badakhshan in July, ANSF/PGM members withdrew before OAG members=
 even approached the area, avoiding a military engagement. Furthermore, the=
 presence of OAG members in nine district centres was thought to be rather =
limited, with less than 20 men.<br /><br /><strong>Advice</strong><br /><br=
 />NGOs operating in areas of Fayzabad District witnessing conflict activit=
y recently are advised to limit non-essential movements for the time being,=
 considering the risk of collateral damage and the possibility of escalatio=
n. In this sense, NGO staff should consider, particularly, the risk of IED =
contamination along primary and secondary roads and airstrikes targeting po=
sitions of warring parties. In the event of armed clashes, NGO staff are re=
commended to remain indoors, away from windows, and consider to seek shelte=
r inside safe rooms or hardened structures.<br /><br />Furthermore, humanit=
arian agencies are recommended to closely monitor conflict activity in Bada=
khshan. NGOs should maintain close contact with local networks and interloc=
utors for up-to-date information on the evolving security situation.<br /><=
br />Lastly, NGOs are further recommended to ensure that communication and =
reporting channels with their staff remain operational.</div>								</div>
