 recent IEA territorial gains in the northeastern region, recently with the=
 takeover of Pul-e Khumri in Baghlan Province, IEA members will concentrate=
 efforts towards Charikar City in Parwan Province. Reportedly, OAG members =
are moving from Baghlan Province towards Parwan Province.&nbsp;<br /><br />=
Furthermore, reports indicate that GoA military resources and IMF military =
resources will largely be refocused towards Parwan Province and potentially=
 other provinces surrounding Kabul. The reprioritisation of resources inclu=
des, to a large degree, air assets currently engaged elsewhere in the count=
ry and potentially from "over the horizon".&nbsp;</div>								</div>

ins in the northeastern region, IEA now almost completely controls the regi=
on. The potential movement of IEA members towards Parwan would highly likel=
y indicate an IEA shift in focus towards the provinces surrounding Kabul, i=
ncreasing pressure on Kabul Province and the city.&nbsp;<br /><br />Relocat=
ion of GoA and IMF military resources towards Parwan Province, including ai=
r assets, would result in a very high risk of airstrikes in Parwan Province=
 and a very high risk of ground operations resulting in heavy armed clashes=
.&nbsp;<br /><br />Repriorisation of military resources currently engaged e=
lsewhere towards the central region, while potentially necessary to defend =
Kabul, could likely cause IEA progress in areas where these resources are n=
ow involved.&nbsp;<br /><br />As OAG members will most likely attempt to en=
ter Parwan Province from Baghlan Province, heading towards Charikar City, t=
hey are most likely to enter through Shekh Ali, Ghorband, Shinwari, and Sal=
ang districts. As such, Salang District provides the most direct access, wi=
th the highway running directly from Pul-e Khumri to Charikar. At the same =
time, government forces are highly likely to be proactive in the defence of=
 Charikar City, considering its strategic value to Kabul City. Therefore, a=
irstrikes and ground operations are likely to attempt to block IEA progress=
 in these districts, causing a high collateral risk for civilians and NGOs.=
&nbsp;</div>								</div>

eir current footprint and activities in Parwan Province in line with organi=
zational risk tolerances. NGO security staff within Parwan Province are fur=
ther advised to check the contents of hibernation kits and ensure their sta=
ff members are prepared to execute hibernation plans in the event of an OAG=
 assault on Charikar City or conflict erupting in other parts of the provin=
ce where NGO staff are present.&nbsp;<br /><br />In the event of armed clas=
hes, NGO staff in affected areas are advised to seek shelter inside saferoo=
ms or other hardened structures, remain indoors, and stay away from windows=
.<br /><br />NGOs are reminded that in the event that their staff members a=
re faced with an IDF attack the following actions are recommended:
<ul>
<li>Remain indoors;</li>
<li>Move to the safe room, if available;</li>
<li>If there is no safe room, or it cannot be reached for various reasons, =
take shelter away from windows, ideally in a basement, if available, or und=
er a solid structure such as a table;</li>
<li>Inform INSO directly or through the NGO security manager, to seek infor=
mation about the origin of the IDF or when it is likely to cease;</li>
<li>Do not assume the IDF has ended after a few minutes of no firing.</li>
