The SAR synthesises the unique data compiled by our global network of fi=
eld platforms, and contained within our flagship Quarterly Reports in each =
country, to produce a strategic overview that we hope will inform situation=
al awareness, operational planning and policy development on humanitarian s=
afety and access.
This quarter&rsquo;s NGO incident volume decreased by more than 25% after s=
everal countries experienced considerable reductions. Most prominently, tot=
als dropped notably in Central African Republic and Afghanistan, while Mali=
 was the only context to experience a substantial rise. Nonetheless, both t=
he proportion of serious NGO incidents and the total number of humanitarian=
 staff impacted significantly increased, largely due to several multiple ca=
sualty incidents. This included a deadly attack in Afghanistan that resulte=
d in 11 fatalities. Once again, national staff represented the overwhelming=
 majority of humanitarians impacted by serious incidents, however internati=
onal staff were also counted among those killed and injured this quarter.<b=
r /> Additional contextual themes observed during the period include:<=
br />
<ul>
<li>ISWAP&rsquo;s leadership changes and offensive posture=
 had far-reaching effects within and beyond Nigeria into C=
ameroon and Niger. In both Nigeria and Cameroon, indicators suggested that =
ISWAP had defeated or integrated a rival OAG into its ranks with a subseque=
nt change in incident frequency and typology noted. In turn, it is critical=
 that NGOs operating in relevant contexts revise their contextual analyses =
to reflect the group&rsquo;s territorial expansion and continued targeting =
of humanitarians.</li>
</ul>
<ul>
<li>Regional developments persisted in shaping all contexts</strong=
>, however Iraq, the Lake Chad Basin, the Sahel, Syria and Ukraine were par=
ticularly impacted. Exemplifying this trend, Mali and Chad went through pol=
itical transitions that affected the extent of foreign military deployments=
 in those or neighbouring countries. As these contexts continue to evolve, =
NGOs should examine possible future scenarios, their impacts on humanitaria=
n space and prepare organisational capacities to deal with sudden shocks.</=
li>
</ul>

<li>Relatedly, international military force intervention either shi=
fted or continued to impact Afghanistan, Central African Republic,=
 Iraq, Mali, Niger, Syria and Ukraine. In West Africa, France announced a h=
alt to Operation Barkhane while the United States completed an announced wi=
thdrawal of combat troops in Afghanistan. Conversely, the enhanced involvem=
ent of Russia in the Central African Republic contributed to the recapturin=
g of population centres previously seized by OAGs. To manage the effects of=
 these developments, NGOs are advised to proactively engage CMCoord mechani=
sms and emphasise their adherence to humanitarian principles to promote dec=
onfliction and distinction.</li>
</ul>

<li>Paramilitary and militia activity, in most cases linked with GO=
V interests or organised along identity group lines, was considerable</stro=
ng> in Afghanistan, Burkina Faso, DRC, Iraq, Mali and South Sudan. For exam=
ple, Volunteers for the Defence of the Homeland militiamen in Burkina Faso =
became increasingly engaged in conflict with both proscribed OAGs and civil=
ians. This contextual feature will continue to demand that NGOs integrate c=
onflict sensitive strategies that reflect local dynamics into their risk ma=
nagement approaches and access protocols.</li>
</ul>

essment of NGO incidents and trends across INSO&rsquo;s platforms, will be =
