ince 01 May, over 200 districts across Afghanistan have undergone changes i=
n territorial control that in most of the cases saw ANSF withdrawing after =
an OAG assault or ceding the control of a DAC to OAGs following the negotia=
tions mediated by community elders.<strong><br /><br />CENTRAL REGION<br />=
<br /></strong><strong>Wardak Province:</strong></div>
<div style=3D"text-align: justify;">On 19 May,&nbsp; ANSF surrendered and c=
eded control of<a href=3D"https://goo.gl/maps/8XfD1eqRVqcxQUty5">&nbsp;Jalr=
ez DAC</a>&nbsp;and&nbsp;<a href=3D"https://goo.gl/maps/aFZbBwJoYYZQQeHFA">=
Nerkh DAC</a>&nbsp;after two days of fighting. OAG members detained the sur=
rendering ANSF members for up to 48 hours before releasing them on the cond=
ition they would not reenlist in ANSF.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">On 21 June, ANSF members surrendered an=
d ceded control of&nbsp;<a href=3D"https://goo.gl/maps/g14kMGVGDhJDgyqM8">J=
aghatu DAC</a>&nbsp;in Wardak Province after a contingent of ANA Commandos =
was redeployed back to Kabul City. OAG members temporarily detained the sur=
rendering ANSF members.&nbsp;<br /><br />On 26 June, in&nbsp;<a href=3D"htt=
ps://goo.gl/maps/4ij1XyXZgwPNk4Gg7">Saydabad DAC</a>, approximately 150 ANS=
F members surrendered to the attacking OAG members. As a result, OAG member=
s now control the DAC area.<br />
<p>On 27 June, ANSF ceded&nbsp;<a href=3D"https://goo.gl/maps/2tmZmhAViWbXq=
wdM7">Chak DAC</a>&nbsp;to OAG members without any armed clash after negoti=
ations facilitated by local elders.</p>
<strong>Logar Province:</strong></div>
<div style=3D"text-align: justify;">On 19 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/EuvYLKZvZ7fYHCxU8">Kharwar DAC</a>&nbsp;of Loga=
r Province, ceding control of the district to OAGs. ANSF withdrew to Pul-e =
Alam City without an armed clash.</div>
<div style=3D"text-align: justify;"><br />On 23 June, ANSF members surrende=
red&nbsp;<a href=3D"https://goo.gl/maps/XjMMdafhNDWHQiKN8">Azra DAC</a>&nbs=
p;in Logar Province&nbsp;to OAG members after a brief armed clash and two d=
ays of negotiations between local elders and the ANSF garrison. OAG members=
 detained the 48 ANSF members who surrendered. As of 25 June, OAG members r=
emained in control of the DAC.&nbsp;<br />
<p>On 26 June, OAG members reportedly emplaced IEDs around&nbsp;<a href=3D"=
https://goo.gl/maps/ZqaD7vRqTeWJ4HTR6">Khoshi DAC</a>&nbsp;and warned civil=
ians not to travel to the DAC. Concurrently, local elders approached the AN=
SF garrison to negotiate a surrender. ANSF are yet to respond. On 27 June, =
the Logar Provincial Governor, Chief of Police, and provincial head of NDS =
visited Khoshi DAC. A contingent of ANSF members travelled with them and ma=
naged to clear the route linking Pul-e Alam City to the DAC of IEDs. The vi=
siting party reassured the local elders and the ANSF garrison that they had=
 the full support of the ANSF in the provincial capital.<br /><br />On 27 J=
une, a local elder approached the ANSF garrison in&nbsp;<a href=3D"https://=
goo.gl/maps/xRXwYmEGhjNagBqM7">Baraki Barak DAC</a>&nbsp;of Logar Province =
to negotiate a surrender. Concurrently, OAG members increased their movemen=
ts on the outskirts of the DAC. On 29 June, ANSF members withdrew from the =
DAC toward Pul-e Alam City.</p>
<strong>Parwan Province</strong><br />On 25 June, approximately 400 OAG mem=
bers moved in and seized&nbsp;<a href=3D"https://goo.gl/maps/yCZk1d9mJed9kf=
UH6">Ghorband DAC</a>&nbsp;after the ANSF garrison withdrew. The Kabul-Bamy=
an Highway passes through the DAC area, and OAG members have reportedly est=
ablished multiple vehicle checkpoints along the highway.<br /><br />On25 Ju=
ne, OAG members attacked the ANP HQ in&nbsp;<a href=3D"https://goo.gl/maps/=
mkRvCVYnpmL9o3mH6">Shinwari DAC</a>. ANSF members withdrew, allowing OAG me=
mbers to move in and occupy the DAC. ANSF members withdrew to adopt a defen=
sive position in the Ashava area in Jabalusaraj District to block any OAG a=
dvance to Charikar City. On 28 June, ANSF members retook Shinwari DAC. On t=
he following day, ANSF members commenced a clearing operation in the high g=
round surrounding the DAC. On 04 July, ANSF again withdrew from Shinwari DA=
C, allowing OAG members to retake it once again. ANSF adopted defensive pos=
itions in the Ashawa area of Shinwari District.<br />
<p>On 09 July, ANSF members withdrew from <a href=3D"https://goo.gl/maps/zm=
CFq1VjhVGPR1sQ9">Surkh-e Parsa</a> and <a href=3D"https://goo.gl/maps/Ltzno=
zGorqd1Mhgm9">Shekh Ali </a>DACs, ceding control of both DACs to OAG member=
s. On 17 July, ANSF members retook Shekh Ali DAC and launched an operation =
to retake Surkh-e Parsa DAC. On 18 July, ANSF and PGM members recaptured Su=
rkh-e Parsa DAC. ANSF members arrested ten suspected OAG members during the=
 operation. The remaining OAG members fled towards neighbouring Ghorband Di=
strict.</p>
<strong>Kapisa Province</strong><br />On 30 June, OAG members attacked&nbsp=
;<a href=3D"https://goo.gl/maps/AvzgeGXewrhWKodC7">Alasay DAC</a>&nbsp;afte=
r the ANSF garrison refused to surrender. After an exchange of SAF, ANSF me=
mbers surrendered and ceded control of the DAC to OAG members.<br />
<p>On 01 July, approximately 700 OAG members attacked&nbsp;<a href=3D"https=
://goo.gl/maps/zHXS4KaBVjaGiQ2T9">Tagab DAC.</a> Soon after, 150 ANSF membe=
rs surrendered and ceded control of the DAC to OAG members. An additional 5=
0 ANSF members escaped to ANSF controlled areas in Nejrab District.</p>
<p>On 18 July, ANSF withdrew from <a href=3D"https://goo.gl/maps/hBFChhGpaz=
4F12JV6">Nejrab DAC,</a> ceding control of the DAC to OAG members.<br /><br=
 /><strong>Bamyan Province<br /></strong>On 12 July, ANSF members withdrew =
from <a href=3D"https://goo.gl/maps/7bmPfSC1WeXnZPze7">Kahmard DAC</a>, ced=
ing control of the DAC to OAG members.</p>
<p>On 13 July, ANSF members withdrew from <a href=3D"https://maps.app.goo.g=
l/SndCBfYUY3jNtr1R8">Sayghan DAC</a>, ceding control of the DAC to OAG memb=
ers.&nbsp;</p>
<p>On 16 July, ANSF members retook <a href=3D"https://maps.app.goo.gl/SndCB=
fYUY3jNtr1R8">Sayghan</a> and <a href=3D"https://goo.gl/maps/7bmPfSC1WeXnZP=
ze7">Kahmard</a> DACs after two successful clearing operations.</p>
<p><strong>NORTHERN REGION:<br /></strong><strong><br />Samangan Province<b=
r /></strong>On 20 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/=
maps/CpY7H7h3TwBHfavH9">Dara-e Suf-e Payin DAC</a> following an OAG attack =
and a brief firefight. There is no remaining ANSF presence in the district,=
 which is now under complete OAG control. On 23 July, ANSF members attacked=
 OAG members in Dara-e Suf-e Payin DAC. ANSF briefly took control of the DA=
C but withdrew again hours later, allowing OAG members to reclaim control o=
f the DAC.</p>
</div>
<div style=3D"text-align: justify;">On 21 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/NnkC5FtuZuh5s5mS6">Dara-e Suf-e Bala DAC</a> to=
 Ruy-e Duab following an OAG attack and a brief firefight. There is no rema=
ining ANSF presence in the district, which is now under complete OAG contro=
l. On 19 July, ANSF members regained control of Dara-e Suf-e Bala DAC from =
OAG members, driving OAG members away from the DAC and into Tangi Yaqub aft=
er a series of firefights. OAG members fled into Dara-e Suf-e Payin Distric=
t.<br /><br />On 26 June, ANSF personnel withdrew from&nbsp;<a href=3D"http=
s://goo.gl/maps/xus3CawDRiEHtseZ9">Firoz Nakhchir DAC</a>, abandoning their=
 weapons and vehicles. The withdrawal followed a series of attacks by OAG m=
embers against the DAC on 25 and 26 June. OAG members briefly occupied the =
DAC, before ANSF reinforcements from Aybak City reached the area and forced=
 OAG members to withdraw, reclaiming control of the DAC. On the evening of =
26 June, OAG members again mounted an attack on the DAC compound, which ANS=
F members repelled. On 29 June, ANSF again withdrew from Firoz Nakhchir DAC=
, establishing a position in the Poza area on the Mazar-e Sharif-Aybak Road=
, after repeated OAG attacks and a prolonged firefight that killed 20 ANSF =
members and wounded two others. OAG members then took control of the DAC.<b=
r /><br />On 05 July, ANSF withdrew to a nearby ANA base from&nbsp;<a href=
=3D"https://goo.gl/maps/4znu24GciiCaLJNY8">Hazrat-e Sultan DAC</a> after an=
 OAG attack.&nbsp; ANSF personnel reclaimed the DAC on 06 July.<br /><br />=
</div>
<div style=3D"text-align: justify;"><strong>Balkh Province</strong></div>
<div style=3D"text-align: justify;">On 12 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/q6rD1x76ZvS87mTJ6">Zari DAC</a>&nbsp;by air, ab=
andoning weapons and vehicles, and OAG members took control of the DAC. The=
re is no remaining ANSF presence in the district, which is now under comple=
te OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 20 June, ANSF ceded&nbsp;<a href=3D"=
https://goo.gl/maps/FQw3L4dg5avRFFj86">Chahar Bolak DAC</a>&nbsp;to OAG mem=
bers after an attack on the DAC. OAG members then took control of the DAC, =
weapons, and vehicles, and detained ANSF personnel from the DAC. This left =
Chahar Bolak District under complete OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 21 June, ANSF withdrew from <a href=
=3D"https://goo.gl/maps/Mv7BZxMgbo7n5H8e9">Sholgara</a>,&nbsp;<a href=3D"ht=
tps://goo.gl/maps/sK8cHRs7u8bPPH1v6">Keshendeh</a>,&nbsp;<a href=3D"https:/=
/goo.gl/maps/zpMGgzKWATCpPaBFA">Dawlatabad</a>,&nbsp;<a href=3D"https://goo=
.gl/maps/MBN2BB4FqYszDGBH8">Chimtal</a>, and <a href=3D"https://goo.gl/maps=
/L21shXVBSzMM2JdA7">Balkh </a>DACs, ceding them to OAGs. ANSF presence in a=
ll five districts is now minimal: the majority of areas are under OAG contr=
ol.<br /><br />On 27 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.g=
l/maps/6MRMTJ2DAsibjcoH9">Shortepa DAC</a>&nbsp;after a series of OAG attac=
ks beginning on 21 June. Provincial Governor Atta Mohammad Noor had attempt=
ed to reach the DAC by road with reinforcements, but the convoy was forced =
to return to Hairatan due to repeated firefights with OAG members on the di=
strict road.<br /><br />On 29 June, ANSF withdrew from&nbsp;<a href=3D"http=
s://goo.gl/maps/jmLSis5kwDgsjdEt9">Kaldar DAC</a> after repeated OAG attack=
s. OAG members then took control of the DAC Compound. ANSF members travelle=
d to Hairatan and established a defensive position approximately 2 km outsi=
de Hairatan Town. This represents the last remaining ANSF position in Kalda=
r District. <span style=3D"background-color: #ffff00;">On 26 July, ANSF per=
sonnel retook Kaldar DAC after launching an operation from Jowi Jadid. OAG =
members withdrew from the DAC compound without any armed clashes.</span><br=
 /><br /></div>
<div style=3D"text-align: justify;"><strong>Sar-e Pul Province</strong></di=
v>
<div style=3D"text-align: justify;">On 12 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/Deh2mihr7Ehhn2Hv5">Sozma Qala DAC</a>&nbsp;by a=
ir, ceding the DAC to OAG members who moved in and occupied the DAC Compoun=
d. There is no remaining ANSF presence in the district.<br /><br /></div>
<div style=3D"text-align: justify;">On 13 June, ANSF abandoned&nbsp;<a href=
=3D"https://goo.gl/maps/uXnRu3xBZNd3aFpm7">Sayad DAC</a>&nbsp;after an OAG =
attack. OAG members then moved in and occupied the DAC Compound. There is n=
o remaining ANSF presence in the district.<br /><br /></div>
<div style=3D"text-align: justify;">On 15 June, ANSF withdrew from <a href=
=3D"https://goo.gl/maps/GxFSTY5jwBygC3xd8">Sancharak</a>&nbsp;and&nbsp;<a h=
ref=3D"https://goo.gl/maps/VrkAPQYm4CFaj25v9">Gosfandi</a>&nbsp;DACs, aband=
oning their weapons and vehicles. OAG members took over both DACs and the r=
emaining weapons and vehicles. There is no remaining ANSF presence in eithe=
r district, both of which are under OAG control.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>Jawzjan Province</strong></div>
<div style=3D"text-align: justify;">On 19 June, OAG members attacked and ov=
erran&nbsp;<a href=3D"https://goo.gl/maps/ich4xtBaTrpkzMA47">Murdyan DAC</a=
>, killing 11 ANSF personnel and wounding eight more. There is no remaining=
 ANSF presence in Murdyan.<br /><br /></div>
<div style=3D"text-align: justify;">On 20 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/VT1LDxmBvKnq5VKq6">Mingajik</a>,&nbsp;<a href=
=3D"https://goo.gl/maps/VtvtF6LCeCDXkDGX9">Khanaqa</a>, and&nbsp;<a href=3D=
"https://goo.gl/maps/g8bdSwL9y2jw5YDh8">Fayzabad</a>&nbsp;DACs after OAG me=
mbers attacked the DAC compounds, subsequently moving in and occupying the =
DAC compounds and capturing the abandoned ANSF weapons and vehicles. There =
is no remaining ANSF presence in either of the three districts.<br /><br />=
</div>
<div style=3D"text-align: justify;">On 21 June, ANSF ceded&nbsp;<a href=3D"=
https://goo.gl/maps/AsaGaQ4wo2Qkj1i49">Aqcha DAC</a>&nbsp;to OAG members, w=
ho then moved in and occupied the DAC Compound, detained the district chief=
 of police, the district governor, and the commanders of NDS and PGM forces=
 in the district, while also capturing ANSF weapons and vehicles. On the sa=
me day, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/f8zvmfBueUdg=
QtvM7">Khamab</a>&nbsp;and&nbsp;<a href=3D"https://goo.gl/maps/xKSA3vuC2z5d=
f4bX8">Qarqin</a>&nbsp;DACs, abandoning their weapons and vehicles. OAG mem=
bers then occupied the DAC compounds. There is no remaining ANSF presence i=
n either Aqcha, Khamab, or Qarqin; all three districts are now under comple=
te OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 22 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/tnVWLUvSXyDfbu2e7">Qush Tepa DAC</a>, abandonin=
g their weapons and vehicles. OAG members then moved in and occupied the DA=
C Compound. There is no remaining ANSF presence in Qush Tepa.<br /><br /></=

<div style=3D"text-align: justify;"><strong>Faryab Province</strong></div>
<div style=3D"text-align: justify;">On 06 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/EUZUKfbTChabiQwv8">Qaysar DAC</a>&nbsp;after a=
 large-scale attack beginning with a VBIED detonation against the ANP HQ. T=
he overrunning of the DAC left Qaysar District under complete OAG control, =
with ANSF also withdrawing from bases and outposts at Yak Pasta Afghani to =
Maymana City.<br /><br /></div>
<div style=3D"text-align: justify;">On 08 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/p65A8MEigZuyWXb9A">Dawlatabad DAC</a>&nbsp;aft=
er ANSF personnel withdrew to Andkhoy DAC. Dawlatabad District is now under=
 complete OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 17 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/FFB4i3VUbDXv1TB79">Shirin Tagab DAC</a>&nbsp;af=
ter a series of attacks by OAG members in the preceding days. OAG members t=
hen overran the DAC and occupied the DAC Compound. The whole district is no=
w under OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 20 June, ANSF ceded&nbsp;<a href=3D"=
https://goo.gl/maps/HEYxALyjUzpdtVPF7">Kohistan DAC</a>&nbsp;to OAG members=

. The surrender followed a series of attacks on the DAC in the preceding da=
ys. ANSF members and GOA personnel abandoned the DAC Compound, all their we=
apons and most vehicles. On the same day, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/DokT8TNv6ZvabU6C7">Bilchiragh DAC</a>&nbsp;by air, =
abandoning vehicles and weapons in the DAC Compound. OAG members then took =
control of the DAC Compound. Also on the same day, ANSF withdrew from&nbsp;=
<a href=3D"https://goo.gl/maps/392G9tSbt5pX1jXb8">Qurghan</a>&nbsp;and&nbsp=

fter OAG attacks on both DACs on 23 June. ANSF members abandoned their weap=
ons and vehicles before relocating to Andkhoy DAC. OAG members then took co=
ntrol of both DACs. There is no remaining ANSF presence in Gurziwan, Bilchi=
ragh, Qurghan, and Qaramqul; all four districts are now under complete OAG =

<p>On 26 June, ANSF members withdrew from&nbsp;<a href=3D"https://goo.gl/ma=
ps/94Riju994ukTbGvs8">Khan-e Chahar Bagh DAC</a>, abandoning their weapons =
and vehicles. OAG members then took control of the DAC Compound. On the sam=
e day, ANSF members withdrew from&nbsp;<a href=3D"https://goo.gl/maps/aUvmA=
U75hxgpMS1b6">Andkhoy DAC</a>&nbsp;to Shibirghan City, after a series of cl=
ashes and shifts in control around the DAC Compound since 20 June. OAG memb=
ers then moved in and occupied the DAC Compound. ANSF personnel also withdr=
ew from the ANA base at Bala Hesar, leaving Andkhoy District under complete=

href=3D"https://goo.gl/maps/2iSFvZiLEv3S4bna9">Dasht-e Archi</a>&nbsp;and&n=
bsp;<a href=3D"https://goo.gl/maps/eQUH2QzaryHMaDHv8">Qala-e Zal</a>&nbsp;D=
ACs, taking their weapons and vehicles with them. OAG members moved in and =
occupied both DACs shortly after the ANSF withdrawal.<br /><br /></div>

ed from Kunduz City recaptured the Aliabad DAC on 22 June. Khanabad and Ema=

. OAG members took control of the DAC shortly after the withdrawal.<br /><b=

M9LknbnrpvniY9">Doshi DAC</a>&nbsp;after a series of attacks against ANSF c=
heckpoints in the area. ANSF reclaimed control of Doshi DAC on 25 June afte=
r conducting a counteroffensive.<br /><br /></div>
<div style=3D"text-align: justify;">On 21 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/FCiGoYKdUVGh4nZo8">Baghlan-e Jadid DAC</a>&nbs=
p;after a series of attacks on ANSF personnel in Baghlan-e Jadid District s=
ince early May. In mid-June, local elders had reportedly mediated and convi=
nced ANSF and PGM members to abandon their positions, in order to avoid con=
flict escalation, in the Fabrika area, where ANSF and OAG members had been =
exchanging fire for days.<br /><br /></div>
<div style=3D"text-align: justify;">On 22 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/R5Mmi8JSCAd6p3Jy7">Nahrin DAC</a>&nbsp;in antic=
ipation of an OAG attack, removing all weapons and vehicles. OAG members th=
en took control of the DAC area.</div>
<div style=3D"text-align: justify;"><br />On 23 June, OAG members launched =
an assault on&nbsp;<a href=3D"https://goo.gl/maps/rifisnfDXfrT59vK8">Khenja=
n</a>&nbsp;and&nbsp;<a href=3D"https://goo.gl/maps/az8YTNHT3LeveLR2A">Tala =
wa Barfak</a>&nbsp;DACs, forcing ANSF members to withdraw after a brief fir=
efight. ANSF had repelled another OAG attack in Tala wa Barfak DAC on 20 Ju=
ne. ANSF reclaimed control of Khenjan DAC on 25 June after a counteroffensi=
ve.<br /><br /></div>
<div style=3D"text-align: justify;">On 24 June, OAG members attacked ANSF p=
ositions in&nbsp;<a href=3D"https://goo.gl/maps/59Z3gLCpeTYDhG4YA">Khost DA=
C</a>, forcing ANSF members to withdraw and allowing OAG members to take co=
ntrol of the district centre. On the same day, ANSF members withdrew from&n=
bsp;<a href=3D"https://goo.gl/maps/q6fKGcKsp4QBrXcS9">Guzargha-e Nur DAC</a=
>, anticipating an OAG assault. OAG members subsequently took control of th=
e DAC area.<br /><br />On 06 July, ANSF/PGM members withdrew from&nbsp;<a h=
ref=3D"https://goo.gl/maps/jbNxX8itL7wxeJJ8A">Fereng DAC</a>&nbsp;to the Ko=
h-e Wand area, with OAG members subsequently taking control of the district=
 centre.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>Takhar Province</strong></div>
<div style=3D"text-align: justify;">On 10 June, OAG members attacked and ov=
erran&nbsp;<a href=3D"https://goo.gl/maps/1NU8E4EpyDksP5Mo9">Ishkamish DAC<=
/a>. ANSF personnel withdrew with weapons and equipment, leaving OAG member=
s in control of the DAC and surrounding area.<br /><br /></div>
<div style=3D"text-align: justify;">On 18 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/ZNP9gaXPLwRvcLaK8">Baharak DAC</a>&nbsp;after =
heavy clashes, capturing a large number of ANSF personnel and taking contro=
l of the DAC and surrounding area.<br /><br /></div>
<div style=3D"text-align: justify;">On 19 June, ANSF personnel withdrew fro=
m&nbsp;<a href=3D"https://goo.gl/maps/rYDeCdm3x1kffX7N6">Hazarsumuch</a>,&n=
bsp;<a href=3D"https://goo.gl/maps/fWKAhHC6d7qE1F8e7">Bangi</a>,&nbsp;<a hr=
ef=3D"https://goo.gl/maps/HBTmWdtsCMcUNaeY8">Chal</a>, and&nbsp;<a href=3D"=
https://goo.gl/maps/WsLTaZfckRJZmYAo9">Yangi Qala</a>&nbsp;DACs. These were=
 tactical withdrawals in anticipation of OAG attacks on the DACs to avoid c=
asualties and the loss of equipment and weapons. OAG members then took cont=
rol of all four DACs.<br /><br /></div>
<div style=3D"text-align: justify;">On 20 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/KUe4Ss84rTQK9kBq6">Namakab DAC</a>&nbsp;after =
a firefight that killed the Namakab Chief of Police and three other ANSF me=
mbers. OAG members also captured approximately 20 ANSF personnel and took c=
ontrol of the DAC. On the same day, OAG members took control of&nbsp;<a hre=
f=3D"https://goo.gl/maps/Jd9dVjY9bgvGN5Au8">Khwajaghar</a>,&nbsp;<a href=3D=
"https://goo.gl/maps/HVjBCkpfGgcyGwHF9">Dasht-e Qala</a>, and&nbsp;<a href=
=3D"https://goo.gl/maps/g5us5jnECt5a8jAs7">Khwajabahawuddin</a>&nbsp;DACs a=
fter ANSF personnel withdrew in anticipation of OAG attacks. Also on 20 Jun=
e, ANSF ceded&nbsp;<a href=3D"https://goo.gl/maps/aBFbC1g6cAMT6iKv6">Darqad=
 DAC</a>&nbsp;to OAG members. OAG members then moved in and occupied the DA=
C Compound, capturing the ANSF members inside, as well as all weapons and v=
ehicles.<br /><br /></div>
<div style=3D"text-align: justify;">On 21 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/2pShggCwt9ZiUcAG6">Chahab DAC</a>. OAG members =
then moved in and occupied the DAC.<br /><br />On 27 June, OAG members took=
 control of&nbsp;<a href=3D"https://goo.gl/maps/RtheK1URuxnPLcNo7">Rostaq D=
AC</a>. The night before, ANSF withdrew from the area, following OAG attack=
s in villages surrounding the district centre.<br />
<p>On 03 July, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/SdB27=
ADTHYMqqoNs8">Kalafgan DAC</a>&nbsp;to Taloqan City after a brief OAG attac=
k. In&nbsp;<a href=3D"https://goo.gl/maps/8M2pi6PXNArg9Mp98">Farkhar DAC</a=
>, ANSF members performed a tactical withdrawal to the provincial capital. =
OAG members subsequently took control of the two DACs.<br /><br />On 04 Jul=
y, OAG members took control of the&nbsp;<a href=3D"https://goo.gl/maps/8BQ6=
kofjez5N51ZC8">Warsaj DAC</a>&nbsp;area. ANSF members had withdrawn shortly=
 before to the Meyan Shahr area of Warsaj District.</p>
<strong>Badakhshan Province</strong></div>
<div style=3D"text-align: justify;">On 10 June, OAG members took control of=
&nbsp;<a href=3D"https://goo.gl/maps/3cV9yD8Y32J228MS9">Arghanjkhwa DAC</a>=
&nbsp;after a series of clashes on 09 June. ANSF personnel withdrew to Dash=
t-e Ping, leaving weapons and vehicles in the DAC Compound.<br /><br /></di=
v>
<div style=3D"text-align: justify;">On 23 June, OAG members overran&nbsp;<a=
 href=3D"https://goo.gl/maps/vtvQopnne1RQXPcNA">Khash DAC</a>, forcing ANSF=
 personnel to withdraw and taking control of the DAC area.<br />
<p>On 02 July, OAG members attacked ANSF positions in&nbsp;<a href=3D"https=
://goo.gl/maps/n6ZW891ZrgVMiaNE9">Teshkan DAC</a>&nbsp;area. Most ANSF and =
PGM members withdrew to Fayzabad City and an unconfirmed number of ANSF/PGM=
 members reportedly surrendered and, allowing OAG members to take control o=
f the area following an armed clash. Later on the same day, ANSF members wi=
thdrew from&nbsp;<a href=3D"https://goo.gl/maps/113vQunH9mjfrrpN8">Tagab DA=
C</a>&nbsp;to the Yakhdara area of Keshem District. Shortly after their wit=
hdrawal, OAG members took control of Tagab DAC.</p>
On 03 July, ANSF members withdrew from&nbsp;<a href=3D"https://goo.gl/maps/=
Tx7eiZtY8fQdtP9WA">Keshem DAC</a>&nbsp;to Kalafgan District of Takhar Provi=
nce and Fayzabad City, and from&nbsp;<a href=3D"https://goo.gl/maps/AovszcB=
yPstGHHeK9">Darayem DAC</a>&nbsp;to Argo District. ANSF members from&nbsp;<=
a href=3D"https://goo.gl/maps/n3eWi5iWPu23FeFj9">Yaftal-e Sufla</a>&nbsp;an=
d&nbsp;<a href=3D"https://goo.gl/maps/ixyMJox83zYCwkME9">Sharh-e Buzorg DAC=
</a>s also withdrew to Fayzabad City. OAG members attacked ANSF positions i=
n&nbsp;&nbsp;<a href=3D"https://goo.gl/maps/Km2AXMHgikjti75m7">Warduj DAC</=
a>&nbsp;and&nbsp;<a href=3D"https://goo.gl/maps/PEGPXz6qfVdbF5U19">Jorm DAC=
</a>s, with the government troops withdrawing, respectively, to Baharak and=
 the Ali Moghol area of Jorm shortly after. OAG members have taken control =
of the six district centres.<br /><br />On 03 July, ANSF members from&nbsp;=
<a href=3D"https://goo.gl/maps/mKgkTZkA25xK2v33A">Argo DAC</a>&nbsp;withdre=
w to Fayzabad City, with OAG members taking control of the area. On the sam=
e day, OAG members overran&nbsp;<a href=3D"https://goo.gl/maps/JeomemFommyq=
8Qwq5">Baharak DAC</a>. Armed clashes were reported in the area on 04 July,=
 with ANSF members lastly withdrawing.<br /><br />On 04 July, ANSF members =
from the&nbsp;<a href=3D"https://goo.gl/maps/FjwXmAbZLLzGmvkY9">Kufab DAC</=
a>&nbsp;area withdrew to Shaki and Khwahan districts, from&nbsp;<a href=3D"=
https://goo.gl/maps/cJG1RX9vMXGCcaB6A">Zebak DAC</a>&nbsp;to Ishkashim Dist=
rict, and from&nbsp;<a href=3D"https://goo.gl/maps/igtyQbGsG8nnKSG7A">Yawan=
 DAC</a>&nbsp;to an unknown area in the district, and OAG members subsequen=
tly took control of the areas. An unconfirmed number of ANSF members report=
edly surrendered themselves to the armed opposition in Zebak and Yawan. Mos=
t ANSF members in&nbsp;<a href=3D"https://goo.gl/maps/kuyH5wKpgd189JC68">Ko=
histan</a>&nbsp;and&nbsp;<a href=3D"https://goo.gl/maps/N1ZVFihnSY9o9s6V7">=
Shuhada DAC</a>s reportedly surrendered themselves to OAG members, with the=
se taking control of the two district centres. OAG members also overran&nbs=
p;<a href=3D"https://goo.gl/maps/sr82id4eKc9JfcTv8">Raghestan</a>&nbsp;and&=
nbsp;<a href=3D"https://goo.gl/maps/H2UxXUiHRFrRQ9Kt7">Shaki DAC</a>s. Foll=
owing armed clashes with the armed opposition, ANSF members from the Raghes=
tan DAC area withdrew to Yawan District, and from Shaki DAC to Nusai Distri=
ct.<br />
<p>On 04 July, ANSF ceded&nbsp;<a href=3D"https://goo.gl/maps/SzXQFd5cwgLUZ=
keg7">Ishkashim DAC</a>&nbsp;to OAG members, after most ANSF members report=
edly surrendered. On the same day, ANSF ceded&nbsp;<a href=3D"https://goo.g=
l/maps/JFGDkLr4kyqPofbC6">Nusai DAC</a>, with OAG members moving in and occ=
upying it. An unconfirmed number of ANSF members, reportedly, escaped to Ta=
jikistan, and the rest surrendered.</p>
<p>On 05 July, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/unh6i=
7ikVSs4PAcRA">Khwahan DAC</a>, reportedly, to Tajikistan and some of them s=
urrendered following an OAG attack. OAG members then moved in and occupied =
the DAC. On the same day, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl=
/maps/sCvCt91pGoifqd756">Wakhan DAC</a>&nbsp;to an unknown location. OAG me=
mbers took control of the district centre.<br /><br />On 05 July, ANSF with=
drew from&nbsp;<a href=3D"https://goo.gl/maps/b7bj4oPDbfzxMtN86">Shighnan D=
AC</a>,&nbsp; reportedly, to Tajikistan. OAG members later took control of =
the area.</p>
<p>On 06 July, reportedly following negotiations, ANSF/PGM members in&nbsp;=
<a href=3D"https://goo.gl/maps/rum76bNC3CoNxPzB6">Maimai DAC</a>&nbsp;switc=
hed sides and joined OAG members, ceding the DAC to the IEA.</p>
<strong>EASTERN REGION:<br /><br /></strong></div>
<div style=3D"text-align: justify;"><strong>Laghman Province:</strong></div=

<div style=3D"text-align: justify;">On 20 May, ANSF ceded&nbsp;<a href=3D"h=
ttps://goo.gl/maps/cyvS1n5gh9Q3qtyW6">Dawlatshah DAC</a>&nbsp;to IEA, follo=
wing local elder mediation on behalf of IEA, leaving behind weapons, vehicl=
es, and other military equipment.&nbsp;<br /><br />On 06 July, ANSF and GOA=
 officials abandoned&nbsp;<a href=3D"https://goo.gl/maps/k8mPQxaevd3d4jDn8"=
>Badpakh DAC</a> for the Ali Kheil area, allowing IEA members to take contr=
ol. ANSF/GOA claimed, however, that they relocated the DAC to an ANSF base =
in Ali Kheil in order to avoid civilian casualties.<br /><br />On 10 July, =
ANSF withdrew from <a href=3D"https://goo.gl/maps/iLo6piqRaubBYC4n9">Alisha=
ng DAC</a> and an ANSF base in the Najil area. IEA members now exercise ter=
ritorial control of the DAC.<br /><br />On 13 July, ANSF withdrew from <a h=
ref=3D"https://goo.gl/maps/pMuzR66o9uALgTcp6">Alingar DAC</a>, ceding contr=
ol to IEA members. The night before, 250 ANSF members deployed from Mehtarl=
am City to transport vehicles and equipment out and clear the Mehtarlam-Ali=
ngar Road for the withdrawal.</div>
<div style=3D"text-align: justify;">&nbsp;</div>
<div style=3D"text-align: justify;"><strong>Nuristan Province:</strong></di=
v>
<div style=3D"text-align: justify;">On 04 June, ANSF ceded&nbsp;<a href=3D"=
https://goo.gl/maps/FrL8TfoefaR8GEgs8">Duab DAC</a>&nbsp;to IEA, following =
local elder mediation on behalf of IEA, leaving weapons, vehicles, and othe=
r military equipment before withdrawing. GOA officials left the same day. I=
EA only occupied DAC for three days before withdrawing, likely in fear of a=
irstrikes as AAF did flyovers for several days but no airstrikes were condu=
cted. As of 25 June, no conflict actor was assessed to have a permanent pre=
sence in Duab DAC.<br /><br /><strong>Nangarhar Province:<br /></strong>On =
05 July, ANSF abandoned&nbsp;<a href=3D"https://goo.gl/maps/HvmiMUVtAMfvfvG=
y8">Hesarak DAC</a>, relocating to Jokan area. IEA members then moved in an=
d occupied the DAC. An IEA statement claimed they captured the DAC from ANS=
F by force, whereas a GOA statement claimed that the DAC was relocated and =
the withdrawal was carried out to prevent civilian casualties.<br /><br /><=
strong>Kunar Province<br /></strong>On 22 July, following heavy armed clash=
es, ANSF surrendered the <a href=3D"https://goo.gl/maps/2MXjCXmRYzF9AbxXA">=
Ghaziabad DAC</a> to IEA, who now exercise territorial control over the DAC=
.<br /><br />On 25 July IEA members overran <a href=3D"https://goo.gl/maps/=
y5vs1Sv614wN583J6">Nari DAC</a>. Following a heavy attack, IEA members sent=
 local community elders to mediate ANSF surrender of the DAC.<br /><br /></=
div>
<div style=3D"text-align: justify;"><strong>SOUTHEASTERN REGION<br /><br />=
</strong></div>
<div style=3D"text-align: justify;"><strong>Paktya Province</strong></div>
<div style=3D"text-align: justify;">On 18 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/Y8fjpyaWu2SFiczd6">Mirzaka DAC</a>. The DAC had=
 been under threat since OAG members overran an ANSF base in the Andoram ar=
ea on 13 June. On 24 June, KPF and ANP Special Forces members reclaimed con=
trol over Mirzaka DAC and the intervening sections of the Gardez-Chamkani R=
oad. On 26 June, OAG members again attacked Mirzaka DAC, overrunning it aft=
er a heavy armed clash that killed 12 ANSF personnel and wounded six more. =
OAG members took control of the DAC area, abducting four ANSF personnel and=
 capturing two Humvee-type vehicles.<br /><br /></div>
<div style=3D"text-align: justify;">On 21 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/Cvj5haj3HietZbF2A">Jaji Aryoub</a>&nbsp;and&nbs=
p;<a href=3D"https://goo.gl/maps/RR48DPtJABU7bVV86">Laja Mangal</a>&nbsp;DA=
Cs. The atter had been under OAG pressure since 08 May, when OAG members un=
successfully attempted to negotiate the withdrawal of ANSF personnel.<br />=
<br /></div>
<div style=3D"text-align: justify;">On 22 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/ve7aQuXbFtRixFxd6">Ahmad Khel DAC</a>. The prev=
ious week had witnessed ANSF withdrawals from bases in the Tar Kani (19 Jun=
e) and Showat (14 June) areas. OAG member may have previously tested their =
ability to isolate the DAC by establishing checkpoints on 08 and 11 June in=
 the nearby Moushka area. Also on 22 June, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/7jraYDvWLCU1heeS9">Chamkani DAC</a>&nbsp;after rece=
iving an ultimatum from OAG members. Following the communicated deadline, O=
AG members attacked an ANA base near the DAC Compound, prompting an ANSF wi=
thdrawal. The IEA Shadow Governor for Paktya Province was reportedly comman=
ding during the assault. Also on 22 June, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/RkfeQ63uspG8ZwZq8">Dand Wa Patan DAC</a>. Finally, =

<div style=3D"text-align: justify;">On 23 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/tYeC7vkk1ftWqLMu5">Sayed Karam DAC</a>&nbsp;to =
Gardez City and from the&nbsp;<a href=3D"https://goo.gl/maps/EvM8CAqFEPaF8A=
it5">Rohani Baba unofficial DAC</a>&nbsp;to Gardez City. The 500 ANSF perso=
nnel engaged in clearing operations in the Zurmat DAC area also returned to=
 Ghazni City. The withdrawals are assessed to be part of a consolidation of=
 forces likely intended to deter or prepare for an assault on Gardez City. =
On 24 June, KPF and ANP Special Forces members reclaimed control over Sayed=
 Karam and Mirzaka DACs and the intervening sections of the Gardez-Chamkani=
 Road.<br /><br /></div>
<div style=3D"text-align: justify;">All districts east of Mirzaka are under=
 OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">During the withdrawals, OAG members cap=
tured a large number of Humvee-type vehicles, most of which are being drive=
n to Pakistan, likely to be sold. OAG members also captured at least two 12=
2-mm D-30 howitzers.<br /><br />On 01 July, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/7uMDhShNdcM6eAg67">Zurmat DAC</a>&nbsp;to Gardez Ci=
ty. OAG members then moved in and occupied the DAC. On 02 July, ANSF person=
nel withdrew from the last remaining base in the Zurmat DAC area to Gardez =
City. The withdrawal was reportedly negotiated.<br /><br /><strong>Ghazni P=
rovince</strong></div>
<div style=3D"text-align: justify;">On 05 June, the GOA relocated the&nbsp;=
<a href=3D"https://goo.gl/maps/vDQPBCFKB4o75soH6">Deh-i Yak DAC</a>&nbsp;to=
 a more defensible area approximately 1 km north of the original DAC area. =
The DAC had been under OAG pressure for weeks.<br /><br /></div>
<div style=3D"text-align: justify;">On 08 June, the GOA relocated the&nbsp;=
<a href=3D"https://goo.gl/maps/Gw9dskLQNNyJym9g7">Jaghatu DAC</a>&nbsp;to t=
he government-controlled Nawur District. The DAC had been under OAG pressur=
e for weeks. The withdrawal does not appear to have been negotiated. ANSF p=
ersonnel remain under siege at a checkpoint complex in the Qeyass area.<br =
/><br /></div>
<div style=3D"text-align: justify;">On 22 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/nHx7AM1AF6fJtCqPA">Andar DAC</a>&nbsp;and the a=
ccompanying base. The withdrawal followed an OAG attack on the only other A=
NSF base in Andar (Soni area), which ended when OAG members overran the bas=
e, capturing 26 ANSF personnel.<br /><br /></div>
<div style=3D"text-align: justify;">On 23 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/XEyynv12nyicnBpJ8">Qarabagh DAC</a>&nbsp;by air=
. OAG members occupied the DAC Compound and took possession of the remainin=
g weapons and vehicles. A base in the Karo area south of Qarabagh DAC remai=
ned under ANSF control.<br />
<p>On 27 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/jY75R=
tgZHqAxcode7">Muqur DAC</a>&nbsp;by air.</p>
On 28 June, OAG members attacked and overran&nbsp;<a href=3D"https://goo.gl=
/maps/kBLiMrx9jJ2AqFcJ9">Khwajah Umari DAC</a>, killing 21 ANP personnel. A=
NSF retain control of several checkpoints in the No Burjah area. On 29 June=
, ANSF withdrew from their remaining positions in Khwajah Umari District.
<p>On 29 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/n3aT4=
wDhTQiLpi9VA">Gelan DAC</a>&nbsp;area by helicopter to Ghazni City.</p>
<p>ANSF retain control of Abband DAC but it is under siege. ANSF retain con=
trol of Nawur, Malestan, and Jaghuri DACs and complete control of the distr=
icts. ANSF maintain a small presence at the new Deh-i Yak DAC but OAGs cont=
rol the entirety of the surrounding area, including the main road.</p>
<p>On 29 June, ANSF withdrew from the&nbsp;<a href=3D"https://goo.gl/maps/W=
ns5KZEAEfK7xve39/">Abband</a>&nbsp;DAC area by helicopter to Ghazni City.<b=
r /><br />On 12 July, OAG members attacked and overran the <a href=3D"https=
://goo.gl/maps/1Sd3oHqx1U7o7WrW6">Malestan DAC</a>. ANSF members withdrew t=
o Jaghuri District. ANSF personnel recaptured the Malestan DAC on 18 July, =
but it was overrun again by OAG members in the early morning of 19 July.</p=
>
<strong>Paktika Province<br /></strong>On 28 June, OAG members detonated an=
d SVBIED against the&nbsp;<a href=3D"https://goo.gl/maps/LJK1EP79oxngsdvA7"=
>Dila DAC</a>&nbsp;Compound and overran the DAC. OAG members engaged ANSF m=
embers at a defensive checkpoint approximately 5 km from the DAC compound a=
pproximately six hours following the initial attack.<br /><br />On 03 July,=
 ANSF personnel in the&nbsp;<a href=3D"https://goo.gl/maps/Ma5eMk829ZjyDPxC=
8">Ziruk DAC</a>&nbsp;surrendered to OAG members and OAG members occupied t=
he DAC.<br /><br />On 04 July, ANSF personnel in the Waliwas area (where th=
e&nbsp;<a href=3D"https://goo.gl/maps/8JG7a1eJAGnyDjKS9">Gyan DAC</a>&nbsp;=
compound was located) withdrew to Urgun District. OAG members are now in fu=
ll control of Gyan District.<br /><br /><strong>Khost Province<br /></stron=
g>On 13 July, ANSF relocated the <a href=3D"https://goo.gl/maps/zswnPkGFaTe=
4J81o8">Musakhel DAC</a> to the Ghlang area. INSO was unable to confirm rep=
orts of OAG attacks during or preceding the relocation. The district remain=
s contested, but the former DAC area is under OAG control.<strong><br /></s=
trong><strong><br />SOUTHERN REGION<br /><br /></strong></div>
<div style=3D"text-align: justify;"><strong>Kandahar:</strong></div>
<div style=3D"text-align: justify;">On 12 May, the&nbsp;<a href=3D"https://=
goo.gl/maps/P2WLaYWKMGFJyy497">Arghestan DAC</a>&nbsp;was relocated to the =
Shabandi area, following increased OAG pressure.<br /><br />On 22 June, ANS=
F withdrew from&nbsp;<a href=3D"https://goo.gl/maps/cGZvndaKfEVY4QNp8">Mayw=
and DAC</a>, following increased OAG pressure and ultimately an OAG attack =
on the DAC Compound and ANP HQ the evening before. ANSF members relocated t=
o the Azizullah Base close to the Herat-Kandahar Highway. The ANSF base in =
Azizullah is one of two bases with a remaining ANSF presence in the distric=
t, the other being in the Malang Karez area. On 01 July, the remaining appr=
oximately 60 ANSF members in the Azizullah base withdrew to Zheray District=
, without any OAG attacks. On 04 July, the last remaining approximately 200=
 ANSF members withdrew from the ANSF base in Malang Karez area of Maywand D=
istrict, following negotiations mediated by local community elders. The Mal=
ang Kariz base represented the last remaining ANSF presence in Maywand Dist=
rict, and the base and the district is now entirely under OAG control.<br /=
><br />On 25 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/z=
vBYgPnA9tgGGbxY6">Ghorak DAC</a>, including the DAC Compound, ANP HQ Compou=
nd and multiple checkpoints in the area, bringing all weapons and ammunitio=
n with them. No increased OAG activity was observed before the withdrawal, =
and no attacks targeted the convoy while leaving. The decision to abandon w=
as most likely due to recent OAG territorial gains in Kandahar Province and=
 neighbouring provinces. ANSF maintain no other presence in the district.<b=
r /><br />On 26 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/map=
s/fR9meNnt8BrDxVd58">Maruf DAC</a>, which was relocated to the Spingay area=
 years earlier, and an ANSF base in the Dabaro Qararga area. ANSF abandoned=
 the premises, most likely due to increased isolation and absence of resupp=
ly by air, with all roads also blocked by OAGs. No conflict activity was ob=
served leading up to the withdrawal. ANSF now maintain no presence in the d=
istrict, which was already predominantly OAG controlled.<br /><br />On 28 J=
une, approximately 80-100 OAG members launched a complex attack on&nbsp;<a =
href=3D"https://goo.gl/maps/DqKuoxKseVeEHWhL7">Khakrez DAC</a>,&nbsp; using=
 three VBIEDs followed by SAF and RPGs. The attack significantly damaged th=
e DAC and ANP HQ Compound, killed five ANSF members and wounded five. ANSF =
members initially returned fire but were ultimately forced to withdraw to t=
he nearby mountains, where they now maintain a defensive position. Negotiat=
ions mediated by local community elders are reportedly ongoing to convince =
ANSF to fully surrender. OAG members took control of the DAC following the =
ANSF withdrawal. On 30 June, the last remaining ANSF presence in Khakrez Di=
strict withdrew from the mountains, where they had withdrawn to on 28 June,=
 from the Khakrez DAC. The ANSF members withdrew to Zheray District on foot=
. There is no remaining ANSF presence in Khakrez District.<br /><br />On 02=
 July, OAG members overran the&nbsp;<a href=3D"https://goo.gl/maps/irVxsbcv=
SsbyuuCb8">Shahwalikot DAC</a>, as ANSF withdrew following an OAG attack on=
 the DAC and ANP HQ and subsequent armed clashes, which lasted for several =
days. ANSF members withdrew from the DAC to a base in the Wayan area, where=
 they maintained a presence as of the time of writing. OAG members now cont=
rol the DAC area.<br /><br />On 04 July, ANSF withdrew from the&nbsp;<a hre=
f=3D"https://goo.gl/maps/mwMDUbxFX723pPWLA">Panjwayi DAC</a>, following day=
s of armed clashes that erupted on 01 June, when 100-150 OAG members attack=
ed the DAC and ANP HQ. The ANSF withdrawal allowed OAG members to take cont=
rol of the DAC and proceed to pressure ANSF in Kandahar City's outskirts. A=
NSF maintain a presence in the district, with checkpoints in the Maharjirin=
 and Salihan areas, bordering Kandahar City.<br />
<p>On 04 July, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/51eTv=
av1MazNtrgn9">Nesh DAC</a>, following negotiations with OAG members mediate=
d by local community elders. No increase in conflict activity was observed =
before the withdrawal. OAG now control the district, including the DAC, and=
 ANSF maintain no presence in the district following the withdrawal.<br /><=
br />On 05 July, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/MSy=
i1orApPEMGGRR8">Miyanshin DAC</a>&nbsp;to Kandahar City, following negotiat=
ions with OAG members mediated by local community elders. OAG members took =
control of the DAC, and ANSF maintain no presence in the district.<br /><br=
 />On 09 July, ANSF withdrew from the <a href=3D"https://goo.gl/maps/WNFGwX=
V5H8Bu8F5W6">Shorabak DAC</a> and a nearby ANSF base to Spin Boldak, follow=
ing negotiations with OAG members mediated by local community elders.&nbsp;=
&nbsp;</p>
<p>On 14 June, OAG members launched coordinated attacks on the <a href=3D"h=
ttps://goo.gl/maps/CXzdpd35pCv3wcEU9">Spin Boldak DAC</a> and ANP HQ. Follo=
wing sustained clashes, ANSF withdrew to an ANSF base in the Bazar area. Fo=
llowing this withdrawal, OAG members took control of both the ANP HQ and th=
e DAC.<br /><br />On 15 July, ANSF withdrew from <a href=3D"https://goo.gl/=
maps/weyjxVV6CPED83oC6">Arghandab DAC</a> to Kandahar City. No armed clashe=
s were reported prior to the withdrawal. Reportedly, only a relatively smal=
l NDS contingent was left in the DAC before the withdrawal. OAG members now=
 control the DAC.&nbsp;<br /><br />On 16 July, following armed clashes, OAG=
 members overran <a href=3D"https://goo.gl/maps/uKDqQq5KoWrmUaQx6">Dand DAC=
</a> when ANSF retreated to nearby Salo Khan Chaman CP.</p>
<strong>Helmand:</strong></div>
<div style=3D"text-align: justify;">On 28 May, the&nbsp;<a href=3D"https://=
goo.gl/maps/a4dHgr5WA1vVTxCk8">Wahser DAC</a>&nbsp;was relocated to the San=
gila area following increased OAG pressure.<br /><br />On 18 June, ANSF bri=
efly withdrew from&nbsp;<a href=3D"https://goo.gl/maps/jd9eQ7fguC4Hhtov5">N=
ahr-E Saraj DAC</a>, including the DAC and ANP HQ compounds, to a nearby AN=
A base, following increased OAG pressure and a direct attack on the ANP HQ.=
 ANSF reclaimed the DAC area hours later. As of 25 June, ANSF remained in t=
he DAC area and conducted daily patrols; however, territorial control remai=
ns highly contested. OAG members maintain relatively high freedom of moveme=
nt in the DAC area and&nbsp;<a href=3D"https://goo.gl/maps/jd9eQ7fguC4Hhtov=
5">Gereshk</a>&nbsp;City.<br /><br />On 29 June, OAG members conducted a co=
ordinated attack against multiple ANSF and GOA facilities in&nbsp;<a href=
=3D"https://goo.gl/maps/z5EFA35HSARnUvxz5">Nahr-E Saraj DAC</a>, including =
the DAC Compound and ANP HQ, as well as an ANA base. After a few hours of f=
ighting, ANSF withdrew to an ANA base 2 km west of the DAC Compound, allowi=
ng OAG members to take control of the DAC area.<br /><br />On 05 July, ANSF=
 withdrew from&nbsp;<a href=3D"https://goo.gl/maps/db2n4HRmYy2Bd49UA">Nawa-=
e Barakzaiy DAC</a>, following a coordinated OAG attack against the DAC and=
 the ANP HQ. ANSF initially returned fire, and AAF conducted one airstrike =
in response. Following a few hours of armed clashes, ANSF withdrew to Lashk=
ar Gah City, and OAG members took control of the DAC. ANSF maintain a prese=
nce in the district, with checkpoints in the Aynak area, an essential part =
of the Lashkar Gah City security belt.<br />
<p>On 11 July, OAG members conducted a coordinated attack against the <a hr=
ef=3D"https://goo.gl/maps/cW3DhKNpyMSVKKDB8">Garmser DAC</a> and ANP HQ. Fo=
llowing heavy armed clashes, ANSF members withdrew from both locations, whi=
ch were then overtaken by OAG members. On 19 July, ANSF members conducted a=
n operation in Garmser District supported by AAF. Following armed clashes w=
ith OAG members, including AAF airstrikes, ANSF regained control of the DAC=
. On 21 July, OAGs conducted coordinated attacks against the Garmser DAC an=
d ANP HQ. Following armed clashes, OAG members succeeded in overrunning bot=
h locations. ANSF still maintain a presence in the district, despite not co=
ntrolling the DAC<br /><br />On 22 July, ANSF withdrew from the <a href=3D"=
https://goo.gl/maps/14B6s8ykaMWmYFyS6">Marjah DAC</a> following several day=
s of coordinated SAF and RPG attacks by OAG members. All ANSF stationed at =
the DAC withdrew to Lashkar Gah City.<br /><br /><strong>Zabul:<br /></stro=
ng>On 23 May, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/MUvZGP=
e1dFSHVZtD8">Mizan DAC</a>, relocating the DAC to the Masoud Camp in Qalat =
District. ANSF maintain no presence in Mizan District.</p>

<div style=3D"text-align: justify;">On 13 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/i1ZQJQShpFocBDX88">Arghandab DAC</a>&nbsp;area =
following increased OAG pressure. The DAC was relocated to the Masoud Camp =
in the neighbouring Qalat District. There is no remaining ANSF presence in =
Arghandab district.</div>
<div style=3D"text-align: justify;"><br />On 04 June, following a large sca=
le coordinated attack on&nbsp;<a href=3D"https://goo.gl/maps/4rJrrcmv46q5bD=
Md8">Shinkay DAC</a>&nbsp;and ANP HQ compounds, ANSF withdrew from the DAC =
Compound to a nearby ANA base in the DAC area, where they remained until 17=
 June, before relocating to Qalat City. The last remaining ANSF members in =
Shinkay District withdrew from their checkpoints and relocated to Qalat Cit=
y on 21 June. The whole district is now under complete OAG control. Also on=
 21 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/FS2sq6MNjd=
wiN63k7">Shah Joy &nbsp;DAC</a>, following negotiations with OAG members me=
diated by local community elders. OAG members now control the DAC area and =
the Ghazni-Shah Joy section of Highway One.&nbsp;There is no remaining ANSF=
 presence in the district. On the same day, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/4PLYssht73zJVax97">Shomulzay &nbsp;DAC</a>&nbsp;to =
the ABP Base in the Qala Rashid area, following negotiations with OAG membe=
rs, mediated by local community elders. An increased OAG presence in the di=
strict and an attack on the DAC and ANP HQ Compound on 18 June had reported=
ly put pressure on the ANSF contingent. The ABP base and checkpoints along =
the Afghanistan-Pakistan border now represent the only remaining ANSF prese=
nce in the district. On 24 June, the last remaining ANSF presence withdrew =
from Shomulzay District, including the ABP base in Qala Rashid area and che=
ckpoints on the border with Pakistan, following negotiations with OAG membe=
rs. The district is now fully controlled by the IEA, with ANSF maintaining =
no presence.<br /><br />On 08 July, ANSF withdrew from the&nbsp;<a href=3D"=
https://goo.gl/maps/DQ1aycGHrBWoJ6ny9">Tarnak Wa Jaldak DAC</a> to Qalat Ci=
ty. The withdrawal was preceded by an OAG attack on the DAC and ANP HQ the =
evening before. However, the attack lasted only for a couple of hours and c=
oncluded before the withdrawal, which was completed without any conflict re=
gistered. OAG members took control of the DAC following the ANSF withdrawal=
 and now control all districts in the province, aside from Qalat.&nbsp;<br =
/><br /><strong>Uruzgan:</strong></div>
<div style=3D"text-align: justify;">On 06 June, ANSF members withdrew from&=
nbsp;<a href=3D"https://goo.gl/maps/7TS6sUDajBJcHszz5">Gizab DAC</a>&nbsp;a=
nd a nearby ANA Forward Operating Base, effectively ceding Gizab District t=
o OAGs. The withdrawal followed increasingly frequent and intense attacks a=
gainst the DAC Compound and ANP HQ since mid-May and multiple withdrawals f=
rom ANSF checkpoints in the days leading up to the withdrawal. The withdraw=
al was reportedly negotiated, mediated by local community elders.<br /><br =
/></div>
<div style=3D"text-align: justify;">On 20 June, OAG members took full contr=
ol of&nbsp;<a href=3D"https://goo.gl/maps/6vURh228Wnq8eywG9">Khas Uruzgan</=
a>&nbsp;District following ANSF withdrawals from the DAC area to a nearby b=
ase on 14 June and the subsequent ceding of the base to OAG members on 20 J=
une. ANSF maintain no other presence in the district, which is now under co=
mplete OAG control. On the same day, ANSF withdrew from&nbsp;<a href=3D"htt=
ps://goo.gl/maps/2S5ExJumQaJXTKFq9">Chora DAC</a>&nbsp;to the nearby ANA ba=
se which was evacuated by air on 21 June. ANSF maintain no other presence w=
ithin the district which is now under complete OAG control.<br /><br /></di=

<div style=3D"text-align: justify;">On 23 June, the last remaining ANSF pre=
sence in&nbsp;<a href=3D"https://goo.gl/maps/DQKuAcVbkQZyHAjW8">Shahad-E Ha=
sas</a>&nbsp;District was airlifted out of the district from the ANSF base =
in the DAC area. ANSF had withdrawn from the DAC and ANP HQ to the base day=
s before, due to increased OAG pressure and limited ability to defend the l=
ocation against OAG attacks. The district is now under complete OAG control=
.<br />
<p>On 18 July, the last remaining approximately 290 ANSF members withdrew f=
rom an ANSF base in Lablan area of Dehrawud District. <a href=3D"https://go=
o.gl/maps/XRCf8GT17GLHvyex6">Dehrawud DAC</a> was already OAG controlled; h=
owever, this represents a full ANSF withdrawal from the district.&nbsp;</p>

<div style=3D"text-align: justify;"><strong>Nimroz:</strong></div>
<div style=3D"text-align: justify;">On 20 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/NQ3U9JDrnF9wVfCt7">Khash Rod DAC</a>&nbsp;area =
to an ANA base in the&nbsp;Basrang area, allowing OAG members to take contr=
ol of the DAC. The withdrawal followed a coordinated OAG attack on the DAC =
and ANP HQ Compound.<br /><br />On 06 July, ANSF withdrew from&nbsp;<a href=
=3D"https://goo.gl/maps/diYUov9g562kz1c48">Dilaram DAC</a> to an ANSF base =
in the Deh Mazang area, following multiple OAG attacks on ANSF checkpoints =
the DAC and ANP HQ, initiated on 05 July and a final attack on the DAC on 0=
6 July. The withdrawal was negotiated, with local community elders working =
as mediators, and allowed ANSF members to bring some weapons and vehicles w=
ith them. OAG members now control the DAC area.<br />
<p>On 09 July, ANSF withdrew from <a href=3D"https://goo.gl/maps/1bCDzzV8sh=
CHhWwK6">Chakhansur DAC</a> to Zaranj. OAG members took control of the DAC =
following the ANSF withdrawal. On 15 July, a group of roughly 300 ANSF memb=
ers conducted a clearing operation, retaking control of the Chakansur DAC f=
rom OAG members.<br /><br /><strong>WESTERN REGION:</strong></p>

<div style=3D"text-align: justify;">On 13 June, OAG members launched a coor=
dinated attack against multiple ANSF checkpoints located within and around&=
nbsp;<a href=3D"https://goo.gl/maps/wZePzU3jehtNyY1CA">Lash-e Juwayn DAC</a=
>, subsequently overrunning a major ANA base near the DAC and capturing the=
 DAC itself. On the same day,&nbsp;<a href=3D"https://goo.gl/maps/eCUc1saVt=
9v1cfjYA">Pusht Rod DAC</a>&nbsp;also fell to OAG following the tactical AN=
SF withdrawal.<br /><br /></div>
<div style=3D"text-align: justify;">On 13 June, ANSF withdrew from all posi=
tions within&nbsp;<a href=3D"https://goo.gl/maps/qAX58aQhvdCy9dNw9">Khak-e =
Safed DAC</a>, taking weapons and vehicles with them. The withdrawal was un=
expected as it was not preceded by any OAG attack and remained unconfirmed =
until 07 July. ANSF members relocated to Farah City, following which OAG me=
mbers captured the district centre. Since the ANSF presence in Khak-e Safed=
 was limited to its DAC, after the withdrawal, the entire district fell und=
er OAG control.<br /><br />On 15 June, OAG members attacked and overran&nbs=
p;<a href=3D"https://goo.gl/maps/fokafP42Nqty2cjx6">Anardara DAC</a>&nbsp;a=
nd the ANP HQ Compound, forcing ANSF members to relocate to the ANA base in=
 the Dahanae Shmali area, which was the last ANSF stronghold in the distric=

ing ANSF members to withdraw, taking their vehicles and weapons with them. =
There is no remaining ANSF presence in the district which is now under comp=
lete OAG control.<br /><br /></div>
<div style=3D"text-align: justify;">On 19 June, ANSF members withdrew from =
all positions inside&nbsp;<a href=3D"https://goo.gl/maps/8PAQniF19aDJgZmEA"=
>Qala-e Kah DAC</a>&nbsp;and relocated to Farah City, taking their weapons =
and vehicles with them. Subsequently, OAG members took control of the distr=
ict centre. ANSF still maintain a presence in the ABF base located in the M=
il Haftado Shahs area of the district.<br /><br />On 14 July, ANSF members =
in <a href=3D"https://goo.gl/maps/LPmH1MURLE6PXkbn6">Purchaman DAC</a> surr=
endered to OAG members, handing over their weapons and vehicles, following =
which, OAG members took control of the district centre. Reportedly, the Dis=
trict&rsquo;s COP was responsible for the surrender after reaching an agree=
ment with OAG members.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>Herat Province</strong></div>
<div style=3D"text-align: justify;">On 17 June, the last remaining ANSF mem=
bers in&nbsp;<a href=3D"https://goo.gl/maps/WHP4p3YupYrJVfmZ7">Obe</a>&nbsp=
;District were airlifted to Herat City, from an ANA base close to the DAC a=
rea. ANSF had withdrawn to the ANA base on 13 June, following increased OAG=
 pressure. ANSF managed to carry all light weapons with them and disabled o=
r destroyed heavy equipment and vehicles before evacuating. OAGs now contro=
l the district, with no remaining ANSF presence.<br /><br />On 25 June, ANS=
F withdrew along with all their weapons and vehicles from their positions i=
n&nbsp;<a href=3D"https://goo.gl/maps/MnWVdoEuXjo5rdDf6">Farsi DAC</a>, rel=
ocating to Guzara District of Herat Province. Reportedly, OAG members then =
moved in and occupied the DAC.<br /><br />On 05 July, ANSF withdrew from&nb=
sp;<a href=3D"https://goo.gl/maps/sVbqU6sfXt1ynxMe8">Chisht-e Sharif DAC</a=
>&nbsp;and relocated to the Salma Dam area. According to Herat officials, t=
he withdrawal aimed to prevent civilian and ANSF casualties. OAG members th=
en moved in and occupied the DAC.<br /><br />On 05 July, the last ANSF memb=
ers defending the District Governor's Compound in&nbsp;<a href=3D"https://g=
oo.gl/maps/xXDUFVKYJThcPeiY8">Ghoryan DAC</a>&nbsp;surrendered to OAG membe=
rs along with their weapons and vehicles.<br /><br />On 07 July, ANSF withd=
rew from the&nbsp;<a href=3D"https://goo.gl/maps/UZMvET51kc81evBu6">Kushk-e=
 Kohna DAC</a> and relocated to a nearby ANA base approximately 5 km to the=
 west. Subsequently, OAG members took control of the district centre. The w=
ithdrawal was not preceded by any OAG assault. ANSF and PGM members retaine=
d some positions across the district until 08 July, when they withdrew from=
 all remaining positions in the district and it fell under OAG control.<br =
/><br />On&nbsp;08 July,&nbsp;ANSF members withdrew from&nbsp;<a href=3D"ht=
tps://goo.gl/maps/Hf9bBhQKgo8e5CcBA">Zinda Jan DAC</a>, and the district fe=
ll under OAG control. An OAG assault on the district preceded the capture. =
On 07 July, OAG members attacked multiple ANSF CPs near and within the DAC.=
 ANSF members responded, and armed clashes erupted in the area and intensif=
ied in the evening.<br /><br />On 08 July, ANSF members withdrew from&nbsp;=
<a href=3D"https://goo.gl/maps/9Ve1VnGWmgcETq1U6">Pashtun Zarghun DAC</a>&n=
bsp;and relocated to Guzara District, following which, OAG members took con=
trol of the district centre. ANSF retained control over some small position=
s bordering Guzara District to the West.<br /><br />On 08 July, OAG&nbsp; m=
embers took the control of&nbsp;<a href=3D"https://goo.gl/maps/LtWi9drrRQ4x=
pYsR6">Kohsan DAC</a>&nbsp;after ANSF members abandoned all positions and r=
elocated to Herat City. ANSF retained control over their bases and position=
s on the border with Iran to the West. Hours later, OAG members took contro=
l of the Islam Qala area including the Customs Department and the ABF base =
that controlled a network of checkpoints on the border with Iran and along =
the Herat-Islam Qala Road. ANSF members, GOA officials and customs employee=
s fled to Iran.<br /><br />On 08 July, ANSF members abandoned all their pos=
itions within&nbsp;<a href=3D"https://goo.gl/maps/BnErKCevR5rHCdYo9">Shinda=
nd DAC</a>, taking vehicles, weapons and other military equipment with them=
. Subsequently, OAG members took control of the DAC.<br /><br />On 08 July,=
 ANSF members withdrew from all their positions within&nbsp;<a href=3D"http=
s://goo.gl/maps/BBhoAXPvMiAZQTDw9">Adraskan DAC</a>, taking vehicles, weapo=
ns and other military equipment with them as they relocated to Guzara Distr=
ict. Subsequently, OAG members took control of the DAC. ANSF&nbsp; still re=
tains a position in Adraskan District on the border with Guzara District.<b=
r /><br />On 08 July, ANSF withdrew from all positions inside the&nbsp;<a h=
ref=3D"https://goo.gl/maps/jiNiNkoGpS15Svxu9">Qarabagh DAC</a> (Gulran Dist=
rict) and relocated to Kushk District taking vehicles, weapons and other mi=
litary equipment with them. ANSF had no other presence in the district, whi=
ch is now under full OAG control.<br /><br />On 08 July, <a href=3D"https:/=
/goo.gl/maps/12m9Ejswy2NAqqap6">Karukh DAC</a> and <a href=3D"https://goo.g=
l/maps/K8H1gXNcDbNpzwcaA">Kushk DAC</a> fell to OAG as ANSF members withdre=
w from all positions within the district centre and relocated to Herat City=
, taking weapons, vehicles and other military equipment with them.<br /><br=
 />On 23 July, approximately 200 ANSF members initiated a clearing operatio=
n to reclaim the Karukh DAC. Reports indicate that ANSF successfully cleare=
d and reclaimed control of the DAC, as OAG members reportedly withdrew with=
out armed resistance.<br /><br /><strong>Ghor Province</strong></div>
<div style=3D"text-align: justify;">On 06 June, the ANSF contingent in&nbsp=
;<a href=3D"https://goo.gl/maps/uSBCo4ACdZQPKMYU7">Shahrak DAC</a>&nbsp;are=
a defected and joined OAGs. The remaining ANSF members in the DAC abandoned=
 their positions allowing OAG members to take control of the DAC area and, =
respectively, the entire district, where ANSF maintain no other presence.<b=
r /><br /></div>
<div style=3D"text-align: justify;">On 12 June, ANSF ceded&nbsp;<a href=3D"=
https://goo.gl/maps/k4o4ZYaMWAw7S55TA">Tulak DAC</a>&nbsp;to OAG members, h=
anding over their weapons and vehicles. ANSF maintain no other presence wit=
hin the district.<br /><br /></div>
<div style=3D"text-align: justify;">On 13 June, ANSF withdrew from&nbsp;<a =
href=3D"https://goo.gl/maps/wezKEMwdmvs6NL8k9">Saghar DAC</a>, following ne=
gotiations with OAG members mediated by local community elders. OAGs now co=
ntrol the district and ANSF maintain no other presence there.<br /><br />On=
 25 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/maps/Ti8Whwqo3y=
FmpzUj9">Du Layna DAC</a>&nbsp;with all their vehicles and weapons, relocat=
ing to Chaghcharan District. OAG member moved in and occupied Du Layna DAC.=
<br /><br />On 10 July, <a href=3D"https://goo.gl/maps/kS4juSVAgnty8Nop6">T=
aywarah DAC</a> fell to OAG after ANSF withdrew from all positions bringing=
 weapons and vehicles with them and relocating to the Ashaqan Mountains are=
a, which borders Purchaman District of Farah Province.<br />
<p>On 11 July, reports indicated that OAG members took control of the <a hr=
ef=3D"https://goo.gl/maps/ZrUbMRJe644qDtX8A">Pasaband DAC</a> after ANSF me=
mbers surrendered to OAG handing over their weapons and vehicles.</p>
<p>On 12 July, OAG members took control of the <a href=3D"https://goo.gl/ma=
ps/CByRfrGnee553ENb6">Charsada DAC</a>, as ANSF members surrendered, handin=
g over their weapons and vehicles.<br /><strong><br />Badghis Province<br /=
></strong>On 08 June, ANSF withdrew from&nbsp;<a href=3D"https://goo.gl/map=
s/FdefnxxNg9T7eLts7">Jawand DAC</a> following negotiations facilitated by c=
ommunity elders. ANSF members were airlifted out of the area with their wea=
pons and ammunition, after disabling or destroying the vehicles.</p>

es to Qala-e Naw District, escorted by AAF helicopters. OAG members then mo=
ved in and occupied the DAC.<br /><br />On 06 July, ANSF&nbsp; withdrew fro=
m all positions within&nbsp;<a href=3D"https://goo.gl/maps/JCQ7ja3pp6oMx3sd=
9">Qadis</a>&nbsp;DAC and relocated to Qala-e Naw City. The withdrawal resu=
lted from a series of OAG attacks on 04 July. AAF engaged the OAG attackers=

: #ffffff;">Increasing shifts in territorial control were observed across A=
fghanistan since 01 May--the initial deadline for IMF withdrawal specified =
in the US-IEA agreement signed on 29 February 2020. The US administration's=
 transition from a conditions-based to an unconditional withdrawal has argu=
ably decreased the IEA's restraint in challenging GOA territorial control w=
ithin Afghanistan. At the same time, the approaching deadline for the full =
foreign troops withdrawal is forcing GOA to reevaluate its strategy without=
 relying on direct combat support from the IMF.</span></div>
<div style=3D"text-align: justify;">
<div>&nbsp;</div>
<div><span style=3D"background-color: #ffffff;">While OAG challenging terri=
torial control is not a new dynamic, the increase has been more than appare=
nt in the past two months. The first quarter of 2021 saw the previously lar=
gest shift from GOA to OAG controlled districts recorded since the third qu=
arter of 2018. However, with an increase from 28 to 31 districts, that deve=
lopment is incomparable to the shift observed since 01 May, and especially =
through the latter part of June, accounting for over 100 districts.</span><=
/div>
<div>&nbsp;</div>
<div><span style=3D"background-color: #ffffff;">The IEA's capability to cha=
llenge territorial control was not surprising in itself. Many districts wer=
e already under de facto OAG control, with ANSF isolated in the DAC with li=
mited ability to defend or resupply in case of an OAG offensive. Therefore,=
 recent development indicates more a shift of IEA intent than one of capabi=
lity. While this is most likely to some degree a deliberate strategy change=
 at the senior IEA command level, the increased freedom for local IEA comma=
nders from IEA leadership, following the US administration's policy shift, =
is also a possibility.</span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">While the IEA strategy has =
arguably shifted to one of less constraint in challenging territorial contr=
ol, GOA strategy seems to be increasingly focused away from expending resou=
rces on defending DACs where a defence would likely be unsustainable. This =
strategy was demonstrated through multiple manoeuvres best described as tac=
tical withdrawals or relocations of DACs and/or ANSF contingents. This GOA =
strategy seems to be focused on securing more densely populated areas.</spa=
n><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">A deliberate GOA strategy o=
f concentrating efforts to defend more densely populated areas and limiting=
 resources spent to defend already vulnerable contingents in some DACs appa=
rently contributed to many successful OAG takeovers. This was seen in ANSF =
prioritising the deployment of support, especially air support and/or Speci=
al Forces and Commandos. However, while this was most likely to some degree=
 a deliberate prioritisation, it is unclear to which extent and how this ha=
d been communicated to ANSF commanders and members on the ground across the=
 country.</span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">Multiple cases of ANSF surr=
ender or defections were recorded, with OAG members making substantial mate=
rial gains in the form of weapons and vehicles. While the decision not to s=
upport some areas might have been deliberate to some degree on a central le=
vel, these cases were, most likely, often a result of decisions made on the=
 ground by an ANSF contingent suffering from low morale, OAG pressure, and =
lack of support.</span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">While a deliberate strategy=
 to prioritise resources most likely determined some ANSF withdrawals, it i=
s also highly likely that ANSF resources were overstretched in general, in =
many cases causing prioritisation to be driven by limited resources to inte=
rvene across multiple hotspots at once.</span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">The predominant change resu=
lting from the cascading shifts of control from ANSF to OAGs lies not in th=
e perceived ANSF losses on the battlefield or increased OAG control through=
out Afghanistan but in the OAGs' increased freedom of movement and manoeuvr=
e, especially around the provincial capitals. This positioning suggests, an=
d will facilitate, the preparation for attempts to take control of provinci=
al capitals following the IMF withdrawal. Such attempts could cause more si=
gnificant changes in the conflict dynamics and the operational environment =
for NGOs than the currently witnessed cascading takeover of DACs.</span><br=
 /><br /></div>
<div><span style=3D"background-color: #ffffff;">That said, OAG behaviour in=
 the vicinity of those provincial capitals that have been besieged since Ma=
y and later in June indicates that direct assaults on cities are not immine=
nt. In Maymana, OAG members have engaged ANSF personnel in sporadic firefig=
hts on the outskirts of the city but have not yet attempted to enter the ci=
ty by force. In Sar-e Pul, OAG members have only entered areas of the city =
that lacked a meaningful ANSF presence. In Mazar-e Sharif, OAG members have=
 maintained a presence in areas surrounding the city but have not attempted=
 to enter the city itself. In the northeast, OAG members maintain positions=
 on the outskirts of Pul-e Khumri and Taloqan cities but have not yet attem=
pted to enter the more densely populated areas of either city. In Kunduz, O=
AG members and ANSF personnel are engaged in armed clashes on the outskirts=
 of the provincial capital, but OAG members already controlled some territo=
ry around the city for years prior to the initiation of these clashes. In G=
hazni, OAGs made no attempt to overrun the provincial capital since late Ap=
ril, despite effectively laying siege on the city and almost all DACs.</spa=
n><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">Similarly, not all DACs ove=
rrun since 01 May have become OAG strongholds. Depending on the population =
density and tactical, operational, strategic, or symbolic value of a partic=
ular area, OAG members did not establish defensive positions or retained a =
lasting presence in some of the captured DACs. These DACs effectively becam=
e "no man's land" rather than areas fully controlled and governed by OAGs.<=
/span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">Increased OAG ability to ma=
noeuvre and reposition arguably presents the main risk for GOA, but ANSF mo=
rale also seems severely weakened; the recent OAG takeovers have provided t=
he IEA with a notable propaganda success nationally and internationally. Th=
ere is a certain risk of a "domino effect" in ANSF withdrawals and surrende=
rs, which cannot be ignored in terms of the government's ability to maintai=
n its positions. At the same time, this "domino effect" is unlikely to affe=
ct the entirety, or even most of ANSF. While a degree of coordination is ev=
ident in ANSF withdrawing from some areas and consolidating in others, most=
 ANSF surrenders are assessed to have been driven by local factors, such as=
 lack of timely support, rather than by a sudden change of allegiance. Case=
s of ANSF members returning to service after pledging to stay off the battl=
efield during surrender have been observed and may be more widespread than =
actually reported. Finally, incidents such as ANSF reportedly arresting 18 =
local community elders in Waygal District of Nuristan on 15 June after they=
 attempted to mediate an ANSF surrender can also become more common and ser=
ve as a demotivating factor for the communities to engage in such activity =
and, therefore, limit the OAG members&rsquo; options to outreach to and put=
 pressure on ANSF. IEA, on their part, are also likely approaching a point =
where OAGs will have their resources overstretched which, combined with pop=
ular mobilization of civilians and formation of new militias to defend besi=
eged provincial capitals may become a turning point in the current situatio=
n, allowing the GOA to move onto counter-offensive.</span><br /><br /></div=
>
<div><span style=3D"background-color: #ffffff;">It is highly likely that OA=
Gs will continue to capitalize on their current momentum to make further te=
rritorial gains in the coming weeks. IEA attempts to challenge control of m=
ore densely populated areas by force, including provincial capitals, cannot=
 be ruled out but are assessed to be less likely than negotiated takeovers.=
 Meanwhile, OAGs will continue to focus on less resource-demanding maneuvre=
s to position themselves before the full IMF withdrawal, while at the same =
time continuing the propaganda campaign to win popular support and undermin=
e the GOA, feeding the IEA's narrative as winners of the war in an attempt =
to make it a self-fulfilling prophecy.</span><br /><br /></div>
<div><span style=3D"background-color: #ffffff;">INSO Afghanistan will conti=
nue to monitor the situation and provide updates to this report by email as=
 required.</span><br /><br /><span style=3D"text-decoration: underline; bac=

tion: underline;">ADVICE</span></strong></span></div>

f;">NGOs operating in or planning to access the affected areas where territ=
orial control has shifted from GOA to IEA are advised of changes in territo=
rial control. NGOs are advised to consider these changes and assess effects=
 on local acceptance and access strategy. NGOs should consider that previou=
s access or deconfliction interlocutors may no longer be available within t=
he affected areas. Continuation of operations in the affected areas should =
be considered within the organizational risk tolerance.</span><br /><br /><=
/div>
<div style=3D"text-align: justify;"><span style=3D"background-color: #fffff=
f;">NGOs are advised to seek timely information from trusted sources and be=
 critical of information received from the affected areas, considering that=
 telecommunications services are disrupted in some areas and that parties t=
o the conflict have conflicting interests when portraying the situation.</s=
pan><br /><br /></div>
<div style=3D"text-align: justify;"><span style=3D"background-color: #fffff=
f;">In the case of encounters with OAG members, NGO staff should seek to de=
escalate the situation, by following all instructions given, within reason,=
 and by applying clear and non-aggressive body and verbal language. If aske=
d about the organisation, NGO staff should stress the compliance with human=
itarian principles and its neutrality to the conflict. If approaching OAG v=
ehicle checkpoints, this should be done by visibly lowering speed, turning =
off the headlights and clearly indicating an intent to follow instructions =
given.</span><br /><br /></div>
<div style=3D"text-align: justify;"><span style=3D"background-color: #fffff=
f;">NGOs are advised that an OAG takeover of a DAC does not necessarily req=
uire immediate relocation of staff. NGO staff who feel threatened and wish =
to relocate from the area are advised to observe the public behaviour and i=
dentify the most convenient opportunity to do so without raising their own =
profile (e.g. being the only civilians trying to leave). ANSF operations to=
 reclaim control of a DAC in some&mdash;but not all&mdash;cases will result=
 in armed clashes and airstrikes. Should such an operation be launched, NGO=
 staff are advised to seek shelter inside saferooms or other hardened struc=
tures, remain indoors, and stay away from windows.</span></div>
