ew from Kahmard DAC towards Bamyan City. Soon after, OAG members occupied t=
he DAC and commenced advancing south towards Sayghan District. On 13 July, =
ANSF members tactically withdrew from Sayghan DAC and adopted a defensive p=
osition in the Aqrabat area of Bamyan District. At the time of writing, app=
roximately 300 ANP and PGM members are positioned in the above area. Meanwh=
ile, OAGs have assembled a force of approximately 200 fighters in Sayghan D=
istrict.<br /><br /></div>
<div style=3D"text-align: justify;">Meanwhile, in the east of the province,=
 in the past two weeks, ANSF members withdrew from outposts in the Baghak, =
Jalmayesh and Ghandak areas of Shibar District. ANSF withdrew to Shibar DAC=
 and established a defensive ring around the DAC. At the time of writing, a=
pproximately 600 ANP and PGM members are in Shibar DAC. While approximately=
 400 OAG members are in Shibar District.<br /><br /></div>
<div style=3D"text-align: justify;">At the time of writing, ANSF retains co=
ntrol of Bamyan City. That said, in the past 48 hours, residents have fled =
west towards Yakawlang District.<br /><br /><em>*A map detailing current AN=
SF and OAG positions is attached to this email.<br /><br /></em></div>
<div style=3D"text-align: justify;"><strong>Analysis<br /><br /></strong></=
div>
<div style=3D"text-align: justify;">OAG members advanced into&nbsp;<span cl=
ass=3D"markelopl5uvr" data-markjs=3D"true" data-ogac=3D"" data-ogab=3D"" da=
ta-ogsc=3D"" data-ogsb=3D"">Bamyan</span>&nbsp;Province despite OAG members=
 being relatively inactive in the province, authoring on average less than =
16 incidents per year in the five years between 2015 to 2020. ANSF only dep=
loyed ANP members and a small contingent of NDS members across the province=
 in response to OAG inactivity.<br /><br /></div>
<div style=3D"text-align: justify;">OAG members entered Kahmard and Shibar =
Districts from Tala Wa Barfak District of neighbouring Baghlan Province. OA=
G infiltration from Baghlan Province follows the historical-geographical pa=
ttern of OAG activity in&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"=
true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</s=
pan>&nbsp;Province, with OAGs authoring 85% of their incidents in 2020 in S=
hibar and Kahmard districts. The OAG capture of four ANSF checkpoints in th=
e border region indicates that OAG members advancing through Bayman Provinc=
e originated from Baghlan Province.<br /><br /></div>
<div style=3D"text-align: justify;">The overrunning of ANSF CPs in areas ad=
jacent to the Kahmard&ndash;Shibar road suggest OAG members intend to move =
south towards Shibar DAC. OAG members will most likely attempt to capture S=
hibar DAC in the coming week.<br /><br /></div>
<div style=3D"text-align: justify;">OAGs are likely to advance on Shibar DA=
C from two directions. The first being from the north and the second from t=
he neighbouring Shekh Ali District of Parwan Province. OAG members captured=
 Shekh Ali DAC on 09 July after ANSF members withdrew from the area towards=
&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"true" data-ogac=3D"" dat=
a-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</span>&nbsp;Province. At t=
he time of writing, OAG members in Parwan Province remain in the vicinity o=
f the&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"true" data-ogac=3D"=
" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</span>&nbsp;&ndash; P=
arwan provincial border.<br /><br /></div>
<div style=3D"text-align: justify;">ANSF appear intent on blocking an OAG a=
dvance from Sayghan and Shibar districts towards&nbsp;<span class=3D"markel=
opl5uvr" data-markjs=3D"true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" =
data-ogsb=3D"">Bamyan</span>&nbsp;City. ANSF have dispatched two task group=
s to two strategically important areas. Firstly, an ANSF task group of 300 =
ANP and PGM members have adopted a defensive position in a narrow valley in=
 the Aqrabat area. Meanwhile, the second task group of 600 ANSF and PGM mem=
bers have set up a defensive ring around Shibar DAC. ANSF members are a sig=
nificant obstacle to any OAG advance to&nbsp;<span class=3D"markelopl5uvr" =
data-markjs=3D"true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=
=3D"">Bamyan</span>&nbsp;City.<br /><br /></div>
<div style=3D"text-align: justify;">ANSF members may withdraw from Shibar D=
AC as demonstrated by their reluctance to defend other districts under thre=
at from OAG members. That said, ANSF &ndash; if they withdraw from Shibar D=
istrict &ndash; will most likely establish a defensive position in the area=
 along the&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"true" data-oga=
c=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</span>-Shibar di=
strict border.<br /><br /></div>
<div style=3D"text-align: justify;">The arrival of a new provincial governo=
r may solidify ANSF resolve to defend&nbsp;<span class=3D"markelopl5uvr" da=
ta-markjs=3D"true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=
=3D"">Bamyan</span>&nbsp;City. Approximately one month ago, the GOA appoint=
ed Mohammad Tahir Zohair as Governor of&nbsp;<span class=3D"markelopl5uvr" =
data-markjs=3D"true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=
=3D"">Bamyan</span>&nbsp;Province. On 13 July, Zohair formally assumed the =
role of Governor. Zohair was previously the Acting Minister of Information =
and Culture and is closely associated with President Ashraf Ghani. Zohair w=
as the Governor of&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"true" =
data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</span>&n=
bsp;Province from 2015 to 2020 and was also the Commander of the 34th ANA G=
round Brigade stationed in&nbsp;<span class=3D"markelopl5uvr" data-markjs=
=3D"true" data-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamya=
n</span>&nbsp;Province from 2001 to 2004. Zohair is likely to use his exper=
ience to defend&nbsp;<span class=3D"markelopl5uvr" data-markjs=3D"true" dat=
a-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">Bamyan</span>&nbsp=
