Hi everyone,

Thanks for beginning the conversation on what the AAP WG should recommend a=
s collective minimum operating standards for humanitarian organisations in =
Afghanistan.

At Monday's AAP WG meeting in English, we will begin drafting recommended, =
collective AAP minimum operating standards that will cover all sectors of t=
he response. We will discuss categories to be covered (for example, admin i=
ssues including budgeting, codes of conduct, AAP duties in ToRs, by theme o=
r by sector, etc.) Then, I smaller groups will draft provisions for each ca=
tegory and return to the full AAP for a feedback session.

The final version of these minimum operating standards will be the leading =
document in the Afghanistan response on operationalising AAP and will be fo=
llowed up with training. We believe strongly that the more participatory an=
d inclusive the process is, the more buy-in and follow-through we will get =
among partners. I hope all of you will help continue the conversation on AA=
P minimum standards on Monday.

l continue the process of developing AAP minimum standard operating procedu=
res, building on the work we did together on Day 5 of our training (attachi=

of designing minimum AAP standards and actions that will be used across the=
 response in Afghanistan.

 meeting (12 July, 2 pm-4pm Kabul time) looks like it will include several =
important topics:

*   AAP WG housekeeping, including recruiting beginning for a Dari-Pashtu=
 speaker to be the next AAP WG coordinator, new UNHCR co-lead representativ=
e, and WG co-leadership after first year of operation.
  *   Presentation from OCHA on the Humanitarian Programme Cycle, which is =
beginning and will lead to the 2022 Humanitarian Needs Overview and the Hum=
anitarian Response Plan.
  *   Update from the Humanitarian Access Group (invitation to others made =
as well) on events in Afghanistan and how they impact humanitarian access t=
o communities. The update will be followed by a discussion on how the respo=
nse can be accountable to crisis-affected people throughout the country, in=
cluding in districts that recently have fallen in fighting.
  *   Begin process of drafting collective AAP minimum operating standards.

We ask that only AAP WG focal points or alternates in Afghanistan or focal =
points/alternates working remotely for organizations currently operating in=
