Surobi District has not affected the Kabul-Jalalabad Highway. In the first =
eight days of July, OAG members authored six incidents in Surobi District -=
 one of which was along the Kabul-Jalalabad Highway - compared to zero inci=
dents in June and one in May.</div>								</div>

ty across Surobi District, armed opposition activity along the Kabul-Jalala=
bad Highway passing through Surobi District remains in line with historical=
 trends. On average, based on a five-year trend analysis, OAG members autho=
r two incidents per month along the above section of the highway. In the pe=
riod from April to June, OAG members authored two incidents. On 01 April at=
 approximately 1000 hrs in the Tangi Abreshom area of Surobi District, OAG =
members attacked passing ANSF and high-profile vehicles with harassing smal=
l arms fire. Then, on 15 May at approximately 1000 hrs in the Naglu area of=
 Surobi District, armed opposition members detonated a MIED against a Traff=
ic Police pick-up truck-type vehicle.<br /><br /></div>
<div style=3D"text-align: justify;">Armed opposition activity along the hig=
hway is expected to remain in line with historical trends, with OAG members=
 authoring only one incident along the highway thus far in July. On 02 July=
 at approximately 2200 hrs in the Tangi Abreshom area, OAG members attacked=
 an ANP outpost with SAF. This type of attack is not uncommon, with OAG mem=
bers authoring 18 SAF attacks in the same area in 2020.<br /><br /></div>
<div style=3D"text-align: justify;">An increase in ANSF Patrols along the K=
abul-Jalalabad Highway has deterred OAG activity during daylight hours. Rep=
orting indicates that ANSF have doubled the number of daily patrols along t=
he highway in response to OAGs capturing the DAC in neighbouring Tagab Dist=
rict of Kapisa Province. ANSF likely diverted resources from other areas of=
 Surobi District to support their activity along the highway. OAG members h=
ave exploited this security vacuum in the areas beyond the highway and incr=
eased their attacks on ANSF facilities and vehicles along the secondary roa=
ds in the district. Thus far in July, OAG members have attacked five ANA ou=
tposts in five different areas across Surobi District. In one of these atta=
cks, OAG members overran an ANA outpost on a secondary road in the Kasi Jag=
dalak area on 03 July at approximately 1300 hrs. In the above attack, OAG m=
embers killed six ANA soldiers and abducted 11 others. Before destroying th=
e outpost, OAG members stole a large cache of weapons and ammunition. The A=
NSF presence along the highway has deterred OAG members from launching simi=
lar attacks along the route. That said, ANSF only conduct daytime patrols a=
nd return to their outposts at night. Anecdotal reporting suggests that OAG=
 members move along the Kabul-Jalalabad Highway in Surobi District at night=
 to demonstrate their presence in the area.</div>								</div>

y remains open to civilian, ANSF, GOA and NGO movements. That said, the ris=
k to NGOs from the collateral exposure to armed clashes remains. To partial=
ly mitigate this risk, NGOs are advised to:</div>

rovince) before 0700 hrs and after 1900 hrs;</div>

<div>maintain a 500 m spacing between their vehicle and high-profile vehicl=
es;</div>

<div>avoid stopping alongside ANSF outposts along the highway;</div>

<div>travel in low-profile vehicles; and</div>
</li>
