SITUATION OVERVIEW
MoPH Figures: As of 1 July=2C MoPH data (https://moph-dw.gov.af/dhis-web-c=
ommons/security/login.action#/) shows that 120=2C216 people across all 34=
 provinces in Afghanistan are confirmed to have had COVID-19 since the sta=
rt of the pandemic. An additional 23=2C685 people have tested positive sin=
ce the last update two weeks ago. Of the total cases since the start of th=
e pandemic=2C some 71=2C012 people have recovered=2C and 4=2C962 people ha=
ve died =E2=80=93 at least 92 of the fatalities have been healthcare worke=
rs. Since the start of the pandemic=2C only 612=2C112 tests have been cond=
ucted for a population of 40.4 million.

Cases have steadily risen to alarming levels over the post-Eid period. The=
 daily average number of new cases now far surpasses figures seen during t=
he peak of the first and second waves last year. On 16 June alone=2C 2=2C3=
13 new cases were reported =E2=80=93 the highest number of new cases recor=
ded in a single day since the onset of the pandemic. Overseas testing has=
 confirmed the presence of the variants in Afghanistan. While Afghanistan=
 lacks in-country facilities to test for the Delta variant=2C concern over=
 the variant=E2=80=99s spread is high. Afghanistan now has a daily test-po=
sitivity-rate =E2=80=93 positive tests as a percentage of total tests =E2=
=80=93 of 42 per cent as of 30 June=2C suggesting overall under-testing of=
 potential cases. 30 laboratories are now operating in Afghanistan =E2=80=
=93 with plans to scale-up to at least one laboratory per province =E2=80=
=93 with a testing capacity of 8=2C500 tests per day. Due to limited publi=
c health resources=2C lack of people coming forward for testing=2C as well=
 as the absence of a national death
register=2C confirmed cases of and deaths from COVID-19 are likely to be u=
nder-reported overall in Afghanistan.

WHO warns that despite the new surge=2C widespread complacency and failure=
 to follow public health advice in Afghanistan is creating grave risks in=
 the community with people generally not observing physical distancing or=
 mask-wearing protocols. There is particular concern about the upcoming Ei=
d al-Adha period and the need to promote personal protection measures duri=
ng this holiday. Given the rapid rise in cases =2C the Government of Afgha=
nistan has extended closure of all schools=2C universities and training co=
urses that started on 29 May. The school closure will be in effect across=
 16 provinces=2C including Kabul. Most government offices have moved to es=
sential staff because of the outbreak. The Government has also announced o=
ther preventative measures across these 16 provinces=2C including the bann=
ing of mass gatherings and weddings. No other nation-wide lockdown measure=
s are currently in place.

Vaccination: Since 8 March=2C Afghanistan has received 1=2C668=2C000 doses=
 of COVID-19 vaccines =E2=80=93 468=2C000 from the COVAX facility=2C 500=
=2C000 directly from the Government of India=2C and 700=2C000 from the gov=
ernment of the People's Republic of China. The contribution from China of=
 Sinopharm vaccines arrived in Afghanistan on 10 June. COVID-19 vaccinatio=
ns through MoPH are open to all those above 18 years of age. Vaccination i=
s currently available in select health facilities and through mobile vacci=
nation teams. People are reminded that mixing of vaccines between doses is=
 not recommended. More than 898=2C000 people have been vaccinated in Afgha=
nistan through the MoPH programme to date=2C including some 133=2C000 heal=
th workers=2C 91=2C000 teachers and 51=2C000 people with co-morbidities. O=
f those vaccinated=2C 63 per cent were men and 37 per cent women. Around 2=
1 per cent of those vaccinated have received both doses of the COVID-19 va=
ccine. The United States has recently announced its intention to provide a=
round 3
million doses of the single-dose Johnson & Johnson vaccine to Afghanistan=
 to support the vaccination campaign. Afghanistan is also expected to rece=
ive 468=2C000 additional doses of vaccines from the COVAX facility. Both c=
ontributions are expected to arrive in Afghanistan around mid-July. Simila=
rly=2C a new contribution of 124=2C000 doses of the AstraZeneca vaccine by=
 the Swedish Government is anticipated to arrive in Kabul in the coming we=
ek.

According to a recent public perception survey on COVID-19 vaccines in Afg=
hanistan conducted by the Afghanistan National Public Health Institute (AN=
PHI) and UNICEF=2C 71 per cent of respondents reported that they are yet t=
o receive the COVID-19 vaccine. However=2C some 69 per cent of all respond=
ents noted that they wish to be vaccinated if given the opportunity=2C com=
pared to just 17 per cent  who said they do not want to be vaccinated. Aro=
und 14 per cent did not respond to the question. The majority of all respo=
ndents listed the radio=2C masjids and religious leaders=2C TV and health=
 care providers as the most trusted means of communication for COVID-19 in=
formation.

Overall=2C there remains strong concern regarding equitable access to vacc=
ines for Afghans=2C especially vulnerable groups such as IDPs=2C returnees=
 and nomadic populations and people living in hard-to-reach areas. IOM con=
tinues to report that vaccination coverage is extremely limited among all=
 migrant populations due to negative perceptions and barriers to accessing=
 care. Greater focus is needed to ensure mobile populations are vaccinated=
 on pace with settled populations given the impact mobility has as a vecto=
r for transmission=2C especially with the more contagious viral variants p=
resent in neighbouring countries. Additional efforts are also needed to re=
ach women and people living in non-government-controlled areas with vaccin=
es. Risk communication and community engagement efforts are needed to ensu=
re high-risk populations and frontline staff understand the benefits of th=
e vaccine and can effectively dispel misinformation. Countering negative r=
umours about the vaccine is a priority as well as
promotion of preventative measures during the upcoming Eid holiday. As cas=
es increase=2C humanitarian partners continue to urge the Government to en=
sure laboratories and frontline staff are appropriately equipped and that=
 procured supplies =E2=80=93 including vaccines =E2=80=93 go to under-reso=
urced health centres across the entire country in a transparent manner=2C=
 so that life-saving support can be delivered to those most in need.

Socio-economic impacts: In addition to pre-existing challenges=2C the soci=
o-economic impacts of COVID-19  and drought have translated into a food in=
security crisis. The recently released IPC analysis estimates that 12.2 mi=
llion people =E2=80=93 almost one third of the population - are in crisis=
 or emergency levels of food insecurity. Food prices are already higher th=
an normal due to COVID-19 may increase further in some places due to confl=
ict and water scarcity.  Water scarcity is already being seen in a number=
 of areas and a significantly reduced wheat harvest is expected.

On 24 June=2C the World Bank approved a USD$132 million grant (https://www=
=2Eworldbank.org/en/news/press-release/2021/06/24/new-world-bank-grant-to-su=
stain-afghanistan-s-reforms-toward-covid-19-recovery) from the Internation=
al Development Association (IDA) to help Afghanistan continue implementing=
 critical reforms to improve public spending and fiscal transparency=2C st=
rengthen governance=2C and mobilise private investment toward economic rec=
overy. The grant will =E2=80=9CToday=E2=80=99s Board approval reaffirms th=
e World Bank=E2=80=99s strong commitment to helping the Afghan people reco=
ver and build back better from the COVID-19 pandemic=2C=E2=80=9D said Henr=
y Kerali=2C World Bank Country Director for Afghanistan.
CROSS-BORDER
Border Crossings: Since 29 April=2C the Iranian Government has imposed an=
 indefinite lockdown with border closures. The border remains open only to=
 commercial traffic and movement of documented nationals returning home to=
 Afghanistan. According to the Border Monitoring Team of the Directorate o=
f Refugees and Repatriation (DoRR)=2C a total of 22=2C009 Afghanistan nati=
onals returned from Iran through the Milak and Islam Qala border crossing=
 sites between 18 and 24 June. Of these=2C 15=2C589 people returned volunt=
arily and 9=2C420 were deported. Since the start of the year=2C a historic=
ally significant influx of 584=2C249 people returned to Afghanistan from I=
ran sparking new concerns about transmission of COVID-19 variants and over=
all absorption capacity of existing health resources. A sharp drop in remi=
ttances to Afghanistan has also been observed.

The border with Pakistan remains open. Between 18 and 24 June 2021=2C a to=
tal of 176 undocumented Afghans returned from Pakistan through the Torkham=
 and Spin Boldak borders (169 returned voluntarily and 7 were deported). T=
he total humanitarian returns from Pakistan in 2021 remain low with 6=2C52=
3 total undocumented and refugee returns.
