400 OAG members seized the DAC area after the ANSF garrison withdrew. The K=
abul-Bamyan Highway passes through the DAC area, and OAG members have repor=
tedly established multiple vehicle checkpoints (VCPs) along the highway. OA=
G members at the VCPs are searching passing vehicles for ANSF and GOA emplo=
yees.</p>								</div>

ablished three VCPs along the Kabul-Bamyan Highway in Parwan Province, two =
in the Ab Khana Ashtor Shahr area and one in the Daraz Gard area of Shinwar=
i District. OAG members at these VCPs were searching passing vehicles for A=
NSF and GOA employees. On 06 June at approximately 0700 hrs in the Ab Khana=
 Ashtor Shahr area, OAG members at one VCP abducted six civilians accused o=
f being GOA employees.<br /><br /></div>
<div style=3D"text-align: justify;">Reporting suggests that OAG members are=
 allowing civilians and employees of NGOs to pass. That said, the risks ass=
ociated with travelling through OAG VCPs were demonstrated on 09 June at 12=
00 hrs in the Ab Khana Ashtor Shahr area, when OAG members stopped two IO s=
taff members who were travelling with their family at a VCP. OAG members se=
arched, harassed, and physically assaulted the IO staff members. OAG member=
s then unlawfully detained the IO staff members and their family for approx=
imately 30 minutes before allowing them to continue their journey.<br /><br=
 /></div>
<div style=3D"text-align: justify;">OAG members are likely to keep the VCPs=
 in place for as long as they retain control of Ghorband DAC. At the time o=
f writing, ANSF members have not demonstrated an intention to retake the DA=
C. Therefore, the OAG VCPs established on Kabul-Bamyan Highway in Ghorband =
DAC are expected to remain in place.</div>								</div>

								<div style=3D"text-align: justify;">Considering the OAG VCPs, NGOs =
are advised to reassess future movements along the Kabul-Bamyan Highway (vi=
a Parwan Province) in line with their organisations risk tolerances.<br /><=
br /></div>
<div style=3D"text-align: justify;">Should NGO staff encounter an OAG VCP, =
drivers and passengers, to the extent possible, should always remain in the=
 car. The driver and passengers should also ensure that all windows are clo=
sed, and all doors are locked before the vehicle arrives at the VCP. The wi=
ndows should remain closed unless specifically instructed to lower them, an=
d drivers should only lower them to the halfway point.<br /><br /></div>
<div style=3D"text-align: justify;">Passengers and drivers are advised to c=
onceal assets, money, and project documentation (such as beneficiary lists =
and cash for work payment sheets). OAG members are likely to conduct a more=
 thorough search of the vehicle and the staff if the above items are visibl=
e.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff members should avoid carrying=
 any distinctive signs that OAG members may construe as having an affiliati=
on with the GOA or ANSF, including clothing and printed materials. This inc=
ludes New Kabul Bank cards. Furthermore, OAG members may request to browse =
through mobile phones, both personal and work phones; therefore, staff shou=
ld ensure that messages, numbers and pictures should be free of any materia=
l that may be considered offensive to OAG members or as supportive of the G=
OA or ANSF.<br /><br /></div>
<div style=3D"text-align: justify;">NGO Security and Programme Managers sho=
uld ensure that all staff are equipped with key talking points regarding th=
e NGOs activities, communities served, and the guiding principle of imparti=
ality. These messages should be short and sharp and take no more than three=
 minutes to deliver.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff travelling along the highway =
are also advised to carry their organisational IDs and the phone number of =
administrative staff based in Kabul. Staff members can contact this number =
if OAG members request further proof of employment.<br /><br /></div>
<div style=3D"text-align: justify;">To the extent possible, NGO staff shoul=
d remain calm and respectful when interacting with OAG members at a checkpo=
int. A respectful approach will reduce any tension and may expedite the tim=
e taken to clear the checkpoint.</div>								</div>
