:</strong> At around 2000 hrs last night, OAG members attacked, using SAF a=
nd RPGs, ANSF positions located in the Zarkharid area of Kunduz District, w=
here the DAC compound of the newly established Gul Tepa District is located=
. ANSF members returned fire, later withdrawing to Kunduz City. As a result=
, one ANSF and five OAG casualties were reported, and the armed opposition =
took control of the area.<br /><br />In Emam Saheb District, OAG members to=
ok control of the DAC and Sher Khan border areas at approximately 1330 hrs =
yesterday (AFGHANISTAN/NORTHEAST/A/19062021/#004-U2) and of the Sher Khan b=
order crossing point at 0900 hrs today.<br /><br />OAG members also took co=
ntrol of the Khanabad DAC and Chahardara DAC areas, with ANSF making tactic=
al withdrawals from both places to the provincial capital last night and in=
 the morning today respectively (AFGHANISTAN/NORTHEAST/A/12062021/#001-U12 =
and AFGHANISTAN/NORTHEAST/A/21062021/#001-U1). In both districts, OAG membe=
rs had attacked ANSF positions with SAF and RPGs, with the government troop=
s engaging the armed opposition. Indeed, both warring parties had exchanged=
 fire in the Khanabad DAC area&mdash;often sporadically&mdash;since 12 June=
.<br /><br />As of the time of writing, OAG members retain control of the E=
mam Saheb DAC, Dasht-e Archi DAC, Qala-e Zal DAC, Chahardara DAC, and Khana=
bad DAC areas. The armed opposition has controlled, de facto, the newly est=
ablished Gul Tepa, Aqtash, and Kalbad districts for years, with their DAC c=
ompounds located elsewhere in the province.<br /><br />As it was the case i=
n Khanabad, ANSF members in Aliabad District withdrew to Kunduz City yester=
day after days with both sides positioned in the DAC area. Even if OAG memb=
ers took control of the entire DAC area at around 2100 hrs, an estimated 80=
 ANSF members were deployed from Kunduz City to the area at approximately 1=
245 hrs today. The armed opposition left the area, with government troops t=
hen taking control of the district centre.<br /><br />General Yazdani, who =
flew from Kabul to Kunduz in the morning today, led the ANSF operation in A=
liabad District. Khalid Amiri&mdash;ANA commander, head of KKA Special Forc=
es&mdash;had also travelled to Kunduz last night. Over 50 ANSF Special Forc=
es accompanied them. Their visits likely boosted the morale of government t=
roops in the province. In this sense, further ANSF operations and military =
engagements with the armed opposition may be expected in the coming days.</=

:</strong> At around 2000 hrs last night, OAG members took control of the Q=
ala-e Zal DAC area. Local ANSF members had made a tactical withdrawal to Ku=
nduz City and the Shir Khan Border area, in Emam Saheb District, shortly be=
fore.<br /><br />Over the past weeks, the armed opposition has taken contro=
l of the Qala-e Zal DAC and Dasht-e Archi DAC areas, and has exerted furthe=
r pressure on Kunduz City, and the Aliabad DAC, Khanabad DAC, and Emam Sahe=
b DAC areas, and on the main roads connecting the provincial capital with t=
he provinces of Baghlan and Takhar, as well as on the route leading to the =
Sher Khan Border area, the main international border crossing point between=
 Afghanistan and Tajikistan.</div>

<div style=3D"text-align: justify;"><strong>As of 20 June, 1445 hrs:</stron=
g> At the time noted above, OAG members took control of the Dasht-e Archi D=
AC area, in Kunduz Province. Local ANSF members had withdrawn from the dist=
rict centre to the <a href=3D"https://goo.gl/maps/NeuAua5mfj61ZJoj8">Darwaz=
a Kan</a> area, located roughly 10-12 km to the southwest, shortly before. =
GOA representatives, including the District Governor (DG), had reportedly l=
eft Dasht-e Archi DAC by the time of the OAG takeover.<br /><br /><strong>A=
nalysis</strong><br /><br />Local ANSF members withdrew from the district c=
entre to avoid confrontation with the armed opposition, likely anticipating=
 OAG capacity to overrun the area if pro-government forces from elsewhere d=
id not provide support. With this tactical move, ANSF avoided having casual=
ties and prevented OAG members from seizing weapons, ammunition, vehicles, =
and other assets.<br /><br />The ANSF members present in Dasht-e Archi Dist=
rict are rather isolated from any other ANSF-controlled area, which had mad=
e the district centre highly vulnerable to an OAG assault (see AFGHANISTAN/=
NORTHEAST/R/08122020/#001). Indeed, OAG members overran the district centre=
 recently, on 16 November, and again in September 2019, retaining control o=
f the area for over a month back then, until ANSF launched a large-scale cl=
earing operation. The two roads connecting the district with Kunduz City, f=
rom Emam Saheb DAC and via an alternative route departing from the Kunduz-E=
mam Saheb Main Road, have been partially under OAG control for years. So fa=
r, ANSF have been travelling through a road connecting Dasht-e Archi DAC an=
d Khwajaghar DAC, in Takhar Province, however, opposition groups have also =
challenged the ANSF control of the latter since yesterday (see AFGHANISTAN/=
NORTHEAST/A/19062021/#002-U1).<br /><br />The title incident has occurred a=
midst a series of coordinated OAG attacks on district centres and main road=
s across the Northeastern Region and other parts of the country. In this co=
ntext, pro-government forces have often withdrawn tactically and local acto=
rs have mediated to avoid further violence on other occasions. In this sens=
e, the armed opposition has also exerted pressure on Emam Saheb, Aliabad, a=
nd Khanabad DAC areas (see, respectively, AFGHANISTAN/NORTHEAST/A/19062021/=
#004, AFGHANISTAN/NORTHEAST/A/13062021/#001-U4, and AFGHANISTAN/NORTHEAST/A=
/12062021/#001-U11). In addition, further armed clashes have been reported =
in surrounding areas of Kunduz City (see AFGHANISTAN/NORTHEAST/A/19062021/#=
003).<br /><br />As of the time of writing, it is unclear whether OAG membe=
rs will attempt to retain control of the Dasht-e Archi DAC and other areas =
taken recently or, on the contrary, will withdraw in the coming days or wee=
ks anticipating an ANSF response. Government forces, on their side, are pri=
oritizing their positions in different parts of the Northeastern Region and=
 elsewhere, rather than trying to immediately retake control of all areas l=
ost recently. Whether ANSF/PGM members will launch clearing operations in K=
unduz Province soon also remains unclear.<br /><br /><strong>Advice</strong=
><br /><br />NGOs operating in Dasht-e Archi and other districts witnessing=
 conflict activity recently are advised to limit non-essential movements fo=
r the time being, considering the risk of collateral damage and the possibi=
lity of escalation. In this sense, NGO staff should consider, particularly,=
 the risk of IED contamination along primary and secondary roads and airstr=
ikes targeting positions of warring parties. In the event of armed clashes,=
 NGO staff are recommended to remain indoors, away from windows, and consid=
er to seek shelter inside safe rooms or hardened structures.<br /><br />Fur=
thermore, NGOs are advised to consider changes in territorial control, with=
 the staff prepared to explain their programming, emphasizing the neutral, =
impartial, and independent nature of their work.<br /><br />In addition, hu=
manitarian agencies are recommended to closely monitor conflict activity in=
 Kunduz and neighbouring provinces. NGOs should maintain close contact with=
 local networks and interlocutors for up-to-date information on the evolvin=
g security situation.<br /><br />Lastly, NGOs are further recommended to en=
sure that communication and reporting channels with their staff remain oper=
ational.</div>								</div>
