:</strong> Early in the morning today, at around 0500 hrs, OAG members took=
 control of the Nahrin DAC area. Local ANSF and PGM members had made a tact=
ical withdrawal shortly before along with their weapons, ammunition, vehicl=
es, and other assets. The pro-government troops had moved to the west of Na=
hrin District.<br /><br />OAG members also overran the Baghlan-e Jadid DAC =
area at around 2100 hrs last night (AFGHANISTAN/NORTHEAST/A/15062021/#001-U=
4), with ANSF/PGM members withdrawing to the Kar Kar area of Pul-e Khumri D=
istrict. Five ANSF members were killed and three others were wounded, while=
 two OAG members were killed. Once civilian was killed and five more were w=
ounded in the crossfire. The armed opposition remains positioned in the are=
a as of the time of writing.<br /><br />Opposition groups have also exerted=
 further pressure on Pul-e Khumri City. At around 1045 hrs today, OAG membe=
rs attacked an ANSF checkpoint located in the Zaman Khail area of PD 2, alo=
ng the main road leading to Kunduz. ANSF members withdrew approximately 30 =
minutes later, allowing OAG members to overrun the outpost. That said, a te=
am of an estimated 50 ANSF and PGM members retook the position at 1330 hrs =
(AFGHANISTAN/NORTHEAST/A/22062021/#001-U2).<br /><br />Since early May, OAG=
 members have taken control of the Baghlan-e Jadid DAC, Nahrin DAC, Burka D=
AC, Jelga DAC, Doshi DAC, and Dahana-e Ghori DAC areas. No other district c=
entre in Baghlan Province is under OAG control.<br /><br />Contrary to the =
usual ANSF/PGM response seen in Baghlan Province and much of the north of t=
he country, ANSF/PGM members returned fire when OAG members attacked their =
positions in the Tala wa Barfak DAC area (AFGHANISTAN/NORTHEAST/A/20062021/=
#003-U1) and the Guzargha-e Nur DAC area, on 20 and 21 June, respectively. =
On both occasions, the armed opposition withdrew from the district centres.=
 The firefight in Tala wa Barfak left three ANSF and five OAG casualties, w=
hile the incident in Guzargha-e Nur recorded three ANSF members killed and =
four more wounded.</div>								</div>

:</strong> At the time noted above, OAG members took control of the Jelga D=
AC area, in Baghlan Province. Local ANSF/PGM members and GOA representative=
s, including the District Governor (DG), had left the district centre to ne=
ighbouring Khost District roughly two hours before, at around 1700 hrs.<br =
/><br />Over the past months, OAG members have taken control of Jelga DAC, =
Burka DAC, Dahana-e Ghori DAC, and Doshi DAC areas.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>Analysis</strong><br /><br /></=
div>
<div style=3D"text-align: justify;">Local ANSF and PGM members withdrew fro=
m the district centre to avoid confrontation with the armed opposition, lik=
ely anticipating OAG capacity to overrun the area if pro-government forces =
from elsewhere did not provide support. With this tactical move, ANSF/PGMs =
avoided having casualties and prevented OAG members from seizing weapons, a=
mmunition, vehicles, and other assets.<br /><br />The recent takeover has o=
ccurred amidst a series of coordinated OAG attacks on district centres and =
main roads across the Northeastern Region and other parts of the country. I=
ndeed, earlier this month, on 05 June, OAG members attacked the Jelga DAC a=
rea, probably testing the ANSF response for a potential future larger assau=
lt (see AFGHANISTAN/NORTHEAST/A/05062021/#001-U3). Furthermore, the armed o=
pposition has recently taken control of the Doshi DAC (see AFGHANISTAN/NORT=
HEAST/A/20062021/#007-U1), Dahana-e Ghori DAC (see AFGHANISTAN/NORTHEAST/A/=
18062021/#001-U1), and Burka DAC areas (see AFGHANISTAN/NORTHEAST/R/0505202=
1/#001). In addition, OAG members have exerted further pressure on the Bagh=
lan-e Jadid DAC area (see AFGHANISTAN/NORTHEAST/A/14052021/#001-U5 and AFGH=
ANISTAN/NORTHEAST/A/15062021/#001-U2). Pro-government forces have often wit=
hdrawn tactically and local actors have mediated to avoid further violence =
on other occasions.<br /><br /></div>
<div style=3D"text-align: justify;">As of the time of writing, it is unclea=
r whether OAG members will attempt to retain control of the Jelga DAC and o=
ther areas taken recently or, on the contrary, will withdraw soon anticipat=
ing an ANSF response. Government forces, on their side, are prioritizing th=
eir positions in different parts of the Northeastern Region and elsewhere, =
rather than trying to immediately retake control of all areas lost recently=
. Whether ANSF/PGM members will launch clearing operations in Baghlan Provi=
nce soon also remains unclear.<br /><br /></div>
<div style=3D"text-align: justify;"><strong>Advice</strong><br /><br /></di=
v>
<div style=3D"text-align: justify;">NGOs operating districts witnessing con=
flict activity recently are advised to limit non-essential movements for th=
e time being, considering the risk of collateral damage and the possibility=
 of escalation. In this sense, NGO staff should consider, particularly, the=
 risk of IED contamination along primary and secondary roads and airstrikes=
 targeting positions of warring parties. In the event of armed clashes, NGO=
 staff are recommended to remain indoors, away from windows, and consider t=
o seek shelter inside safe rooms or hardened structures.<br /><br /></div>
<div style=3D"text-align: justify;">Furthermore, NGOs are advised to consid=
er changes in territorial control, with the staff prepared to explain their=
 programming, emphasizing the neutral, impartial, and independent nature of=
 their work.<br /><br /></div>
<div style=3D"text-align: justify;">In addition, humanitarian agencies are =
recommended to closely monitor conflict activity in Baghlan and neighbourin=
g provinces. NGOs should maintain close contact with local networks and int=
erlocutors for up-to-date information on the evolving security situation.<b=
r /><br /></div>
<div style=3D"text-align: justify;">Lastly, NGOs are further recommended to=
 ensure that communication and reporting channels with their staff remain o=
perational.</div>								</div>
