:</strong> At around 1700 hrs yesterday, OAG members took control of the Da=
rqad DAC area, with local ANSF members surrendering themselves to the armed=
 opposition along with the weapons and other assets. The government troops =
likely considered the OAG presence in surrounding districts and the geograp=
hical barriers of Darqad, with most territory located between the Panj Rive=
r and tributaries. The ANSF members reportedly remain in captivity. Whether=
 the District Governor (DG) and other GOA representatives are in the DAC ar=
ea or had left is unknown.<br /><br />OAG members had attacked the Darqad D=
AC area recently, in early May, testing the ANSF response. The DAC area had=
 been overrun in September 2019, amidst a series of coordinated OAG attacks=
 across the provinces of Takhar, Kunduz, and Baghlan. While the government =
forces attempted to retake most areas in the Northeastern Region immediatel=
y after or in the days following the OAG operations, ANSF did not launch a =
large-scale operation in Darqad until one month later, signalling that the =
district was not a priority for them.<br /><br />Elsewhere, in the morning =
today, at approximately 1100 hrs, OAG members took control of the Chahab DA=
C area. ANSF and PGM members, along with GOA representatives, had made a ta=
ctical withdrawal prior to the OAG takeover.<br /><br />The armed oppositio=
n also took control of the Dasht-e Qala DAC (AFGHANISTAN/NORTHEAST/A/200620=
21/#001-U1) and Khwajabahawuddin DAC areas (AFGHANISTAN/NORTHEAST/A/2006202=
1/#004-U1) yesterday.<br /><br />Furthermore, OAG members remain positioned=
 in the Khwajaghar DAC area, surrounding an ANA base where ANSF members are=
 confined (AFGHANISTAN/NORTHEAST/A/19062021/#002-U1) and exerting further p=
ressure on Taloqan District and the main roads connecting the provincial ca=
pital with Kunduz Province and Baharak District (AFGHANISTAN/NORTHEAST/A/19=

:</strong> Last night, OAG members took control of the Chal DAC, Hazarsumuc=
h DAC, and Yangi Qala DAC areas. ANSF and PGM members in the district centr=
es had withdrawn during the evening hours anticipating OAG plans to launch =
coordinated attacks in their areas. Most GOA representatives had also left =
the district centres.<br /><br />As it was the case in Bangi District, the =
pro-government forces reportedly withdrew from their positions anticipating=
 an OAG capacity to overrun the DAC area even if attempting to confront the=
 armed opposition, with no government support from elsewhere. With this tac=
tical move, local ANSF/PGMs avoided having casualties and prevented OAG mem=
bers from seizing their weapons, ammunition, vehicles, and other assets.<br=
 /><br />Most ANSF and PGM members apparently withdrew to Taloqan City.<br =
/><br />At around 0930 hrs today, OAG members attacked Namakab DAC with SAF=
 and RPGs. ANSF/PGM members present in the area returned fire, with an arme=
d clash lasting for roughly 30 minutes. The firefight concluded with opposi=
tion groups overrunning the district centre, and the Namakab Chief of Polic=
e and three other ANSF members killed. Over 20 ANSF/PGM members were report=
edly captured and others went missing. Casualty figures are subject to chan=
ge.<br /><br />As of the time of writing, OAG members remain positioned in =
the Bangi DAC, Chal DAC, Hazarsumuch DAC, Yangi Qala DAC, and Namakab DAC a=
reas.</div>

g> At the time noted above, OAG members took control of the <a href=3D"http=
s://goo.gl/maps/fWKAhHC6d7qE1F8e7">Bangi DAC</a> area, in Takhar Province. =
Local ANSF and PGM members had withdrawn from the district centre earlier t=
oday, at around 1200 hrs, to the Shor Chah area of Bangi, along the Taloqan=
-Kunduz Road.<br /><br />Warring parties have reportedly not exchanged fire=
 in Bangi District today.<br /><br /><strong>Analysis</strong><br /><br />L=
ocal ANSF and PGM members had reportedly withdrawn from the Bangi DAC area =
due to ammunition shortage and no government reinforcements to support them=
. Earlier this month, OAG members had overrun the Bolol and Pul-e Bangi are=
as of Bangi, approached the DAC area and temporarily took control of the Ba=
ngi-Ishkamish Road (see AFGHANISTAN/NORTHEAST/A/11062021/#001-U4).<br /><br=
 />Over the past months, OAG members have gained notable territorial contro=
l across the country, including in Takhar and neighboring provinces, with p=
ro-government forces often retreating to avoid heavy casualties or local ac=
tors mediating to avoid further violence. In this context, the armed opposi=
tion took control of the Ishkamish DAC area on 10 June (see AFGHANISTAN/NOR=
THEAST/A/10062021/#003-U3) and Baharak DAC on 18 June (see AFGHANISTAN/NORT=
HEAST/A/17062021/#001-U4). In addition, OAG members also challenged the ANS=
F/PGM control of the Chahab DAC area on 08 June (see AFGHANISTAN/NORTHEAST/=
A/07062021/#002-U5) and Khwajaghar DAC on 19 June (see AFGHANISTAN/NORTHEAS=
T/A/19062021/#002).<br /><br />As of the time of writing, it is unclear whe=
ther OAG members will attempt to retain control of the Bangi DAC and above-=
mentioned areas or, on the contrary, will withdraw in the coming days or we=
eks. ANSF, on their side, are prioritizing their positions in different par=
ts of the Northeastern Region and elsewhere, rather than trying to immediat=
ely retake control of all areas lost recently. Whether pro-government force=
s will launch clearing operations in Takhar soon remains unclear.<br /><br =
/><strong>Advice</strong><br /><br />NGOs operating in Bangi and other dist=
ricts witnessing conflict activity recently are advised to limit non-essent=
ial movements for the time being, considering the risk of collateral damage=
 and the possibility of escalation. In this sense, NGO staff should conside=
r, particularly, the risk of IED contamination along primary and secondary =
roads and airstrikes targeting positions of warring parties.<br /><br />Fur=
thermore, NGOs are advised to consider changes in territorial control, with=
 the staff prepared to explain their programming, emphasizing the neutral, =
impartial, and independent nature of their work.<br /><br />In addition, hu=
manitarian agencies are recommended to closely monitor conflict activity in=
 Takhar and neighbouring provinces. NGOs should maintain close contact with=
 local networks and interlocutors for up-to-date information on the evolvin=
g security situation.</div>								</div>
