mbers took control of the Dasht-e Archi DAC area, in Kunduz Province. Local=
 ANSF members had withdrawn from the district centre to the <a href=3D"http=
s://goo.gl/maps/NeuAua5mfj61ZJoj8">Darwaza Kan</a> area, located roughly 10=
-12 km to the southwest, shortly before. GOA representatives, including the=
 District Governor (DG), had reportedly left Dasht-e Archi DAC by the time =
of the OAG takeover.</div>								</div>

m the district centre to avoid confrontation with the armed opposition, lik=
ely anticipating OAG capacity to overrun the area if pro-government forces =
from elsewhere did not provide support. With this tactical move, ANSF avoid=
ed having casualties and prevented OAG members from seizing weapons, ammuni=
tion, vehicles, and other assets.<br /><br />The ANSF members present in Da=
sht-e Archi District are rather isolated from any other ANSF-controlled are=
a, which had made the district centre highly vulnerable to an OAG assault (=
see AFGHANISTAN/NORTHEAST/R/08122020/#001). Indeed, OAG members overran the=
 district centre recently, on 16 November, and again in September 2019, ret=
aining control of the area for over a month back then, until ANSF launched =
a large-scale clearing operation. The two roads connecting the district wit=
h Kunduz City, from Emam Saheb DAC and via an alternative route departing f=
rom the Kunduz-Emam Saheb Main Road, have been partially under OAG control =
for years. So far, ANSF have been travelling through a road connecting Dash=
t-e Archi DAC and Khwajaghar DAC, in Takhar Province, however, opposition g=
roups have also challenged the ANSF control of the latter since yesterday (=
see AFGHANISTAN/NORTHEAST/A/19062021/#002-U1).<br /><br />The title inciden=
t has occurred amidst a series of coordinated OAG attacks on district centr=
es and main roads across the Northeastern Region and other parts of the cou=
ntry. In this context, pro-government forces have often withdrawn tacticall=
y and local actors have mediated to avoid further violence on other occasio=
ns. In this sense, the armed opposition has also exerted pressure on Emam S=
aheb, Aliabad, and Khanabad DAC areas (see, respectively, AFGHANISTAN/NORTH=
EAST/A/19062021/#004, AFGHANISTAN/NORTHEAST/A/13062021/#001-U4, and AFGHANI=
STAN/NORTHEAST/A/12062021/#001-U11). In addition, further armed clashes hav=
e been reported in surrounding areas of Kunduz City (see AFGHANISTAN/NORTHE=
AST/A/19062021/#003).<br /><br />As of the time of writing, it is unclear w=
hether OAG members will attempt to retain control of the Dasht-e Archi DAC =
and other areas taken recently or, on the contrary, will withdraw in the co=
ming days or weeks anticipating an ANSF response. Government forces, on the=
ir side, are prioritizing their positions in different parts of the Northea=
stern Region and elsewhere, rather than trying to immediately retake contro=
l of all areas lost recently. Whether ANSF/PGM members will launch clearing=
 operations in Kunduz Province soon also remains unclear.</div>								</di=

 and other districts witnessing conflict activity recently are advised to l=
imit non-essential movements for the time being, considering the risk of co=
llateral damage and the possibility of escalation. In this sense, NGO staff=
 should consider, particularly, the risk of IED contamination along primary=
 and secondary roads and airstrikes targeting positions of warring parties.=
 In the event of armed clashes, NGO staff are recommended to remain indoors=
, away from windows, and consider to seek shelter inside safe rooms or hard=
ened structures.</div>
<div style=3D"text-align: justify;"><br />Furthermore, NGOs are advised to =
consider changes in territorial control, with the staff prepared to explain=
 their programming, emphasizing the neutral, impartial, and independent nat=
ure of their work.<br /><br />In addition, humanitarian agencies are recomm=
ended to closely monitor conflict activity in Kunduz and neighbouring provi=
nces. NGOs should maintain close contact with local networks and interlocut=
ors for up-to-date information on the evolving security situation.<br /><br=
 />Lastly, NGOs are further recommended to ensure that communication and re=
porting channels with their staff remain operational.<br /><br />INSO North=
east will continue to monitor the situation and provide updates by email as=
