:</strong> Both OAG members and ANSF personnel remain in their positions ar=
ound Sar-e Pul City, primarily in the PD 2 area where the majority of GOA b=
uildings are located. The situation was calm at the time of writing, with n=
o exchanges of fire reported on 16 June. Some shops and banks have reopened=
 in the city.&nbsp;<br /><br />The lull in OAG activity around the city is =
likely due to ongoing negotiations in Balkhab District, where OAG members f=
rom Sar-e Pul have surrounded the DAC in an effort to force ANSF members to=
 withdraw. Depending on the outcome of negotiations in Balkhab, OAG members=
 may launch an attack on the DAC which would require additional resources f=
rom Sar-e Pul City.&nbsp;<br /><br />Junbish and Jamiat-e Islami commanders=
 have reportedly distributed weapons to approximately 300 residents of Sar-=
e Pul, encouraging them to resist any OAG members who try to move into thei=
r neighbourhoods. This increases the likelihood of firefights within the ci=
ty in the event of a negotiated takeover.&nbsp;<br /><br />Small passenger =
vehicles are now permitted to travel on the Sar-e Pul-Shibirghan Road. Howe=
ver, all movement and all vehicles on the route are checked by OAG members =
stationed at checkpoints and former ANSF outposts along the road. Roads int=
o the city also remain controlled by OAG members.&nbsp;<br /><br /></div>		=

 all but essential travel on the Shibirghan-Sar-e Pul Road. NGOs are advise=
d to reach out to local contacts before travelling to check current road co=
nditions and establish whether OAG leadership plans to place new restrictio=
ns on movements for NGOs in the area.&nbsp;<br /><br />NGO staff travelling=
 on this route should ensure they are not carrying sensitive material, such=
 as items indicating support for or affiliation with the GOA, and should be=
 prepared to explain the humanitarian purpose of their activities if asked.=

:</strong> Approximately 1400 OAG members are now in position within 2 km o=
f the Provincial Governor's Compound in Sar-e Pul City. Approximately 600 A=
NSF personnel are in the area of the Provincial Governor's Compound, where =
the Provincial Governor and Chief of Police remain in their posts. Sporadic=
 exchanges of fire between OAG members and ANSF personnel stationed at the =
Provincial Governor's Compound are ongoing.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The 600 ANSF members at the Provincial =
Governor's Compound represent the only remaining ANSF presence in Sar-e Pul=
. ANSF personnel from Sozma Qala DAC and the ANSF base at Boghavi surrender=
ed to OAG members on 11 June; on 12 June, at 0900 hrs, ANSF personnel at Sa=
yad DAC also surrendered to OAG members. Reports suggest that the majority =
of GOA personnel in the city have also left. OAG members are now present on=
 the streets within Sar-e Pul City, where the lack of ANSF personnel has al=
lowed them a high degree of freedom of movement.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">There are no indications that ANSF will=
 deploy further reinforcements to the area. Marshall Abdul Rashid Dostum an=
d a group of his men arrived in the Imam Jaffar area, which borders Jawzjan=
 Province, on 12 June. However, their objective is reportedly to prevent OA=
G members from moving into Jawzjan rather than to defend Sar-e Pul City. Th=
e Shibirghan-Sar-e Pul Road remains under OAG control, as does the road sou=
th to Sozma Qala, preventing all road access to the city for ANSF or GOA pe=
rsonnel.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Without supplies of ammunition and addi=
tional reinforcements, ANSF members around the Provincial Governor's Compou=
nd will likely be forced to surrender to OAG members in the next 48-72 hour=
s.&nbsp;<br /><br />The previous advisory remains in place.</div>

<div style=3D"text-align: justify;"><strong>As of 11 June, 2000 hrs:</stron=
g> The situation remains calm, with no reported exchanges of fire. AAF air =
assets conducted two airstrikes in the Sayid Abad area, but there were no r=
eported casualties and no additional information regarding possible targets=
 at the time of writing.&nbsp;<br /><br />A further 800 ANSF personnel from=
 outposts to the north and south of Sar-e Pul City surrendered to OAG membe=
rs on 11 June. ANSF personnel in the remaining outposts and checkpoints are=
 reportedly unable to receive supplies or ammunition. The reinforcements de=
ployed to Boghavi on 10 June returned to Shibirghan by air, having conducte=
d no operations, and there are no indications that more reinforcements will=
 be sent to the area. However, ANSF personnel positioned in checkpoints for=
ming the security belt around the city remain in place.&nbsp;<br /><br />Th=
e loss of large numbers of ANSF personnel, the difficulties in resupplying =
bases and outposts, and the lack of further reinforcements suggest that a n=
egotiated takeover of the city remains the most likely scenario.&nbsp;<br /=
><br />In Sar-e Pul City ANSF personnel continue to adopt a heightened secu=
rity posture. Telecommunications networks are sporadically operational in s=
ome areas of the city.&nbsp;<br /><br />The previous advisory remains in pl=
ace.</div>

<div style=3D"text-align: justify;"><strong>As of 10 June, 1800 hrs:</stron=
g> OAG members remain in positions approximately 2 km from Sar-e Pul City, =
and still control all movement on both the Shibirghan-Sar-e Pul Road and th=
e Sar-e Pul-Sozma Qala Road. ANSF personnel also remain in position in the =
outposts forming the city's security belt and within Sar-e Pul City itself.=
 Telecommunications networks are sporadically operational in some areas of =
the city.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The situation is calm, with no exchange=
s of fire reported at the time of writing. A negotiated takeover of the cit=
y remains the most likely scenario. OAG members likely do not have the capa=
city to overrun the city after an assault due to the number of ANSF personn=
el in the city centre. OAG members have not attacked ANSF outposts or engag=
ed in firefights in the area since 08 June, suggesting that their strategy =
is to remain in position until ANSF members withdraw and a negotiated solut=
ion is reached.&nbsp;&nbsp;<br /><br />Equally, ANSF members would likely r=
equire further reinforcements to dislodge OAG members from their positions =
surrounding the city. A small contingent of 150 ANSF members deployed from =
Shibirghan by air arrived in the Boghavi area at 0800 hrs on 10 June. Howev=
er,&nbsp; reports suggest that there are no plans to deploy additional ANSF=
 reinforcements to Sar-e Pul City at the time of writing.<br /><br />The pr=
evious advisory remains in place.</div>

<div style=3D"text-align: justify;"><strong>As of 09 June, 1445 hrs:</stron=
g> ANSF personnel from a further three checkpoints around Sar-e Pul City su=
rrendered their positions on the evening of 08 June after being surrounded =
by OAG members. OAG members are now established in positions approximately =
2 km outside Sar-e Pul City.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">ANSF remain in control of the checkpoin=
ts forming the security belt around the city centre. Within the city itself=
 ANSF have adopted a heightened security posture, particularly in the Afard=
i area around GOA buildings and facilities.<br /><br /></div>
<div style=3D"text-align: justify;">The situation in the city remains calm,=
 and there have been no reported clashes between OAG members and ANSF perso=
nnel. Telecommunications services are still unavailable across the district=
.&nbsp;</div>
<br />The previous advisory remains in place.&nbsp;<br /><br />
<div style=3D"text-align: justify;"><strong>As of 08 June, 2100 hrs:</stron=
g> As of 08 June, information received suggests that up to 1000 OAG members=
 have assembled in Sar-e Pul District in preparation for an attempted takeo=
ver of Sar-e Pul City. This reportedly includes OAG members from the neighb=
ouring provinces of Faryab and Jawzjan.&nbsp;<br /><br />2021 has seen an i=
ncreased number of OAG attacks in Sar-e Pul District and the tempo of attac=
ks has increased further in recent weeks. However, the intensity of attacks=
 grew notably in the past three days, possibly indicating OAG members are p=
reparing for a major operation in the area.&nbsp;<br /><br />As of this eve=
ning, OAG members are in control of all movement on the Shibirghan-Sar-e Pu=
l Road, after a series of IED detonations on 06 June damaged the road and r=
endered it impassable to ANSF convoys from Shibirghan. Following the IED de=
tonations, OAG members attacked and overran at least 10 ANSF outposts on th=
e road on 06 and 07 June. Additionally, on 07 June, over 400 ANSF personnel=
 from 11 remaining posts immediately surrounding Sar-e Pul City surrendered=
 to OAG members and withdrew from their positions.&nbsp;<br /><br />Telecom=
munications networks have been cut since 1300 hrs on 07 June, reportedly to=
 comply with OAG demands. Telecommunications services have been down in the=
 province between 1800 and 0600 hrs since approximately two weeks ago but w=
ere still available during the day.<br /><br />Given the events of the past=
 three days, ANSF ability to respond to an assault on the city will be limi=
ted by the large number of personnel who have surrendered. Additionally, wi=
th OAG members in control of the Shibirghan-Sar-e Pul Road, reinforcements =
and resupply convoys will be unable to travel south from Shibirghan to Sar-=
e Pul.&nbsp;<br /><br />However, the apparently coordinated surrender of AN=
SF personnel on 07 June suggests that a negotiated takeover may be more lik=
ely than a direct large-scale assault on the city. In the event of a negoti=
ated takeover, firefights between OAG members and ANSF personnel can still =
be anticipated within the city in the next 24 to 48 hours.&nbsp;<br /><br /=
>NGOs are advised to halt all movements on the Shibirghan-Sar-e Pul Road an=
d within Sar-e Pul District.&nbsp;<br /><br />NGO staff present in Sar-e Pu=
l City are advised to prepare for hibernation. Should armed clashes commenc=
e within the city, NGO staff are advised to seek shelter inside saferooms o=
r other hardened structures, remain indoors, and stay away from windows. <b=
r /><br />NGO security managers are advised to maintain accountability for =
