								<div style=3D"text-align: justify;">At approximately 2150 hrs on 08=
 June, a group of armed individuals gained access to a project site of an N=
GO involved in humanitarian mine clearing. Upon entering the project site, =
the armed individuals approached the NGO staff members first encountered in=
 an attempt to identify people in charge and isolate staff present at the s=
ite. Following the initial encounter, the perpetrators proceeded to open fi=
re towards NGO staff members, killing 10 NGO staff members and wounding ano=
ther 16. One of the wounded later died from the wounds sustained during the=
 attack, raising the casualty figures to 11 killed and 15 wounded.&nbsp;<br=
 /><br />The perpetrators stole cash and personal belongings from the victi=
ms, along with VHF radios and laptops as they progressed.&nbsp;Despite the =
items stolen, the incident does not as such resemble an actual raid of mate=
rial.</div>
<div style=3D"text-align: justify;"><br />Approximately 110 NGO staff membe=
rs were present at the project site at the time of the incident; most of th=
em recently returned from nearby minefields after finishing their work for =
the day.&nbsp;</div>

<div style=3D"text-align: justify;">IEA officially condemned the attack and=
 distanced itself from any authorship or involvement in a statement on the =
group's social media channels the following day, 09 June.&nbsp;<br /><br />=
</div>
<div style=3D"text-align: justify;">Later, on 09 June, Islamic State claime=
d responsibility for the attack in a statement released on social media cha=
nnels. The statement did not provide a justification for the attack and inc=
luded limited details on the attack itself.<br /><br />On 10 June, IS issue=
d their Al Naba newsletter in which they mentioned the attack, justifying i=
t as the deliberate targeting of an international organisation. Furthermore=
, the newsletter included a picture of VHF radios and phones allegedly stol=
en during the attack and provided some further information on the nature of=
 the attack.&nbsp;</div>								</div>

								<div style=3D"text-align: justify;">Authorship and motive behind th=
e attack can not be confidently established as of the time of writing. Furt=
her details are still emerging and are needed to understand the context of =
the attack fully. However, the attack is currently a singular occurrence an=
d does not, with the information currently available, suggest an increased =
likelihood of similar attacks in the area. As such, the incident is current=
ly not assessed to indicate an increase in the risk of NGOs operating in th=
e title area or the wider country from the current level.<br /><br /></div>
<div style=3D"text-align: justify;">IEA officially condemned the attack and=
 distanced itself from any authorship or involvement. The attack did not fi=
t the typical pattern of operation by IEA and was unlikely to have been san=
ctioned by IEA central leadership. Notably, local IEA groups in Baghlan Pro=
vince have historically displayed alignment with IEA central leadership dec=
isions. However, local OAGs acting autonomously cannot be ruled out.&nbsp;<=
br /><br /></div>
<div style=3D"text-align: justify;">The NGO had reportedly negotiated acces=
s with all relevant actors in the area before establishing the project site=
, including IEA, and the NGO has substantial experience operating in areas =
controlled by various conflict actors.<br /><br /></div>
<div style=3D"text-align: justify;">While IS claimed responsibility for the=
 attack, a claim alone does not constitute valid proof of authorship. The c=
laim came after the official press statement by the NGO had been released, =
and several media outlets had reported about the incident. The initial IS c=
laim included no justification and only limited details of the nature and i=
mpact of the attack. Initial claims are usually accompanied by some level o=
f detail, including a justification, and/or description of tactics, impact =
and/or pictures. Another claim providing justification, some further and in=
accurate details on the attack, and a picture of VHF radios and mobile phon=
es allegedly stolen during the incident were, however, released by IS on 10=
 June, in the group's Al Naba newsletter. The group justified the attack as=
 targeting an international organisation. <br /><br />Some media outlets di=
splayed the attack as targeting the Hazara community. While the attackers r=
eportedly asked NGO staff about ethnicity, IS communication following the a=
ttack did not mention a sectarian motive for the attack. Furthermore, most =
or all casualties were not ethnic Hazaras.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">An increase in IS claims for attacks in=
 Afghanistan has been observed this year, following a threat letter release=
d through social media outlets on 05 May. In the threat letter, the group t=
hreatened to target the Shia community and economic infrastructure should t=
he GOA extradite IS-KP prisoners of Pakistani nationality to their home cou=
ntry. Most claimed incidents were concentrated in the Central and Northeast=
ern regions and included attacks targeting members of the Shia community, a=
s well as electricity infrastructure and fuel tankers or pump stations; how=
ever, the actual authorship of the claimed attacks have not been verified (=
for further information on the IS-KP threat letter and subsequent claimed a=
ttacks, see INSO report: AFGHANISTAN/NORTHEAST/R/27052021/#001).<br /><br /=
>The IS claims following the threat letter included attacks in Baghlan Prov=
ince; however, attacks were relatively unsophisticated in nature, limited t=
o attacks towards electricity pylons and fuel trucks, and at least one inci=
dent claimed could not be verified as having occurred. Furthermore, local s=
ources doubt any actual presence of IS-KP cells in the province.<br /><br /=

<div style=3D"text-align: justify;">While IS-KP authorship is possible, the=
 relatively low level of sophistication and questionable IS-KP presence, su=
ch involvement would likely be limited to local sympathisers or a local gro=
up ideologically aligned with IS, exploiting the opportunity to attack an a=
ccessible target. However, it is also possible that the attack resulted fro=
m local disputes or conflict dynamics, with OAGs acting autonomously and IS=
 opportunistically claiming the incident for propaganda purposes.</div>				=

al security risk of operating in Afghanistan to as low a level as reasonabl=
y possible within their own risk profile. Plans and measures should be freq=
