the ANP HQ and Qaysar DAC, forcing ANSF personnel to withdraw from the area=
.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The attack began at 0100 hrs, when a VB=
IED detonated at the Qaysar Municipality building and OAG members overran t=
he ANSF checkpoints surrounding the building. The blast damaged the walls s=
urrounding the ANP HQ, allowing OAG members to enter the ANP compound befor=
e ANP personnel withdrew.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">ANSF personnel withdrew from the DAC at=
 approximately 1640 hrs, when AAF conducted two airstrikes against OAG posi=
tions to enable the ANSF members to leave the DAC and travel to the ANSF ba=
se at Kohi.<br /><br />On 07 June OAG members attacked the base at Kohi, ov=
errunning the base and capturing the ANSF personnel stationed there.&nbsp;<=

								<div style=3D"text-align: justify;">The fall of Qaysar DAC and the =
capture of the base at Kohi leaves Qaysar District under total OAG control.=
 However, the OAG takeover of Qaysar DAC is most significant in terms of re=
putational damage for the GOA and ANSF. Before OAG members overran the DAC,=
 ANSF presence in the district had been limited to the DAC and a small numb=
er of outposts on the Maymana-Qaysar Road. ANSF conducted no large-scale op=
erations in the district in 2021, relying on airstrikes to target OAG membe=
rs. Although AAF conducted 16 airstrikes in the first five months of the ye=
ar, killing over 150 OAG members, the tempo of OAG attacks in Qaysar accele=
rated through March and April, demonstrating the strength of OAG members in=
 the district and the degree of freedom of movement they enjoy across Qaysa=
r in contrast to ANSF personnel.&nbsp;<br /><br />Although the loss of the =
DAC and the other outposts does not represent a decreasing degree of ANSF c=
ontrol due to the miniminal ANSF presence in most of the district, it leave=
s OAG members in full control of the Maymana-Ghormach Road. OAG members ove=
rran Almar District in March 2021 and therefore now control movement along =
the road between Almar, Qaysar, and the IEA stronghold of Ghormach (Badghis=
 Province). OAG members have established checkpoints along the route and wi=
ll monitor all vehicles using this road, checking occupants for GOA or ANSF=
 affiliation.&nbsp;<br /><br />OAG members are likely to remain in control =
of Qaysar District over the short and medium-term. Reports suggest that ANS=
F are not planning a counter-offensive in the coming weeks. OAG strength in=
 Ghormach, Almar, and Qaysar districts will mean a significant investment o=
f resources would be required to retake the Qaysar DAC.&nbsp;<br /><br />Du=
ring the attack on the DAC on 06 June, ANSF did not deploy reinforcements f=
rom other areas, suggesting that Qaysar District was not seen as a strategi=
c priority or that sufficient resources were not available. ANSF resources =
in the Northern Region are currently focused on other areas, with AAF asset=
s deployed heavily in Balkh and Sar-e Pul Provinces in May 2021. OAG contro=
l over the Maymana-Qaysar Road would also make resupply and deployment of A=
NSF personnel from Maymana or Shibirghan City by road difficult in the even=
t of a clearing operation.&nbsp;<br /><br />The ANSF decision not to focus =
on Qaysar also indicates ANSF confidence in their ability to defend Maymana=
 City. IEA members have not demonstrated the capacity to challenge GOA cont=
rol of the city and there have been only four IEA-authored incidents in the=
 wider district in 2021 at the time of writing. ANSF presence in the city i=
s strong, with between 2000 and 3000 ANSF personnel stationed in Maymana, i=
ncluding a limited number of AAF attack helicopters temporarily based at Ma=
ymana Airfield.&nbsp;<br /><br />The takeover of the DAC may herald a shift=
 in OAG leadership and personnel in Qaysar District. Reports suggest that O=
AG members in Qaysar overran the DAC with the support of approximately 50 O=
AG members from Ghormach District. These fighters are expected to remain in=
 Qaysar in the short term. With the presence of new OAG commanders, leaders=
hip positions amongst the OAG may be reallocated and existing relationships=
 between local residents and OAG members may change. Protests against OAG l=
eadership in Faryab occurred in 2020 over perceptions that commanders from =
other areas did not respond to the needs of Faryab residents, and may occur=
 again if OAG leaders from Ghormach seek to assert their authority in Qaysa=
r. While relationships are likely to deteriorate, consolidated territorial =
control between Ghormach and Almar will enable OAG members to suppress oppo=
sition more assertively if required.&nbsp;&nbsp;</div>								</div>

 further armed clashes in the area, NGOs are advised to avoid all travel to=
 Qaysar District in the short term. The shift in territorial control and po=
ssible change in OAG leadership means that existing access arrangements may=
 need to be renegotiated. NGOs are therefore advised to reach out to local =
contacts to establish whether OAG leadership will place new restrictions on=
 movements in the area, and to ensure previous access arrangements are stil=
l valid.&nbsp;<br /><br />New permission requirements and restrictions may =
also impact travel on the Maymana-Ghormach Road. Therefore, NGOs are also a=
dvised to halt all movements on the Maymana-Ghormach Road between Almar and=
 Qaysar Districts until any new restrictions have been clarified, and to ch=
eck current road conditions with INSO North before travelling.&nbsp;</div>	=
