at the scene as investigations have concluded. However, periodical or limit=
ed ANSF presence can be expected to continue as visits to the scene continu=

towards ANSF and the Government of Afghanistan in the area that has reporte=
dly led to verbal assaults and stone-throwing towards ANSF members and vehi=
cles. The ongoing IMF troop withdrawal could transfer this sentiment toward=
s foreign-associated individuals and organisations if presented as an oppor=
tunistic target for public despair and frustration in the area.&nbsp;</div>=

</strong> The attack was initiated by a VBIED rigged in a sedan-type vehicl=
e, most likely remotely detonated close to the entrance to the school as st=
udents were leaving. The initial VBIED detonation was followed by two furth=
er RCIEDs.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The Sayid al-Shuhada High School runs e=
ducation for both boys and girls, with boys classes running from 0600 hrs t=
o 1100 hrs and girls classes from 1100 hrs to 1600 hrs. The timings of the =
classes indicate that the attack deliberately targeted the female classes.<=
br /><br /></div>
<div style=3D"text-align: justify;">The Shia religious Hazara minority is t=
he largest population in the title area, and students at the school were ex=
clusively composed of Shia Muslims, with a Shia religious curriculum.<br />=
<br /></div>
<div style=3D"text-align: justify;">The current casualty figures stand at 4=
2 killed and 76 wounded, with female students from the school accounting fo=
r most of the casualties. However, the casualty figures are still subject t=
o change as treatment of the wounded is still ongoing.<br /><br /></div>
<div style=3D"text-align: justify;">No group have so far officially claimed=
 responsibility for the attack. However, IEA issued a statement condemning =
the attack and blaming the Government of Afghanistan for authoring the atta=
ck, operating under the IS-KP name.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Although not claimed by any group, the =
attack occurred three days after an IS-KP-distributed threat indicating tha=
t Shia communities&mdash;as well as economic infrastructure, including the =
electricity network and fuel tankers&mdash;would be targeted, should the Af=
ghan government extradite IS-KP prisoners originating from a neighbouring c=
ountry. Over the past two days, the group claimed an attack on fuel tankers=
 in Kunduz, as well as two attacks on electricity pylons in Kunduz and Kabu=
l, which temporarily interrupted the electricity supply to the capital and =
other provinces.<br /><br /></div>
<div style=3D"text-align: justify;">While the status of IS-KP prisoners of =
foreign origin is currently unknown, it is assessed that similar attacks ar=
e likely to occur in the coming days and weeks. Meanwhile, a claim of respo=
nsibility does not serve as credible proof of authorship, and, given the fa=
ct that IS-KP capacity to conduct attacks in Kunduz is questionable, the le=
tter and subsequent attacks may either suggest a form of collaboration amon=
g OAGs, or illustrate the potential for such threat letters to become self-=
fulfilling prophecies.<br /><br /></div>
<div style=3D"text-align: justify;">Dasht-E Barchi has indeed experienced m=
ultiple attacks of a sectarian nature previously. On 12 May 2020, an attack=
 targeting a maternity hospital in Dasht-E Barchi killed 25 people and woun=
ded 21. No group claimed responsibility for the attack; however, it carried=
 markings of a sectarian attack. On 24 October 2020, an OAG member detonate=
d a BBIED inside the Kawsar Danish Institute, an educational institute pred=
ominantly used by Shia students, killing 31 civilians and wounding 73. This=
 attack was indeed claimed by IS-KP.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Multiple, near-simultaneous IEDs have p=
reviously been used to target the Shia minority within Kabul City. Notably,=
 on 28 December 2017, a BBIED was detonated inside a Shia socio-cultural ce=
ntre in PD 6 of Kabul City. The initial detonation was followed by two furt=
her IED detonations at the entrance to the compound. The attack killed 40 p=
eople and left 45 people wounded. As such, coordinated, high casualty attac=
ks against the Shia minority in Kabul have a long precedent, and smaller-sc=
ale attacks target this community on a regular basis; however, a high casua=
lty attack towards the Shia minority has not been recorded this year.<br />=
<br /></div>
<div style=3D"text-align: justify;">Burials of the victims of the attack wi=
ll take place during the day in multiple places of Kabul City, including th=
e Koh-E Chehel Dukhtaran cemetery near the Sayid al-Shuhada High School. Te=
nsions are likely to be high at these locations, and previous incidents sho=
w that further attacks targeting these ceremonies can not be ruled out.&nbs=
p;<br /><br /></div>
<div style=3D"text-align: justify;">ANSF continues to have a security cordo=
n in place at the Sayid al-Shuhada High School as the investigation is ongo=
ing at the scene.&nbsp;</div>
<br />The previous advisory to avoid the area and adjust movements accordin=
gly remains in place. Furthermore, NGOs are advised to avoid areas of poten=
tial burials to the extent possible.&nbsp;<br /><br />
<div style=3D"text-align: justify;"><strong>As of 08 May, 1945 hrs:</strong=
> The nature of the explosions was reportedly one VBIED and two IEDs of unk=
nown type.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">According to the official statement fro=
m GOA, 25 people were killed and another 52 wounded in the explosions. Howe=
ver, casualty figures are still likely to increase as victims continue to a=
rrive at hospitals for treatment, and investigations are ongoing.&nbsp;<br =
/><br /></div>
<div style=3D"text-align: justify;">Tensions are reported in the area as ci=
vilians arrive at the scene to look for relatives, expressing dissatisfacti=
on with the perceived inability of ANSF to ensure security for the populati=
on in the area. However, ANSF maintains a security cordon in place, blockin=
g civilian traffic and controlling the situation.&nbsp;</div>
<br />The previous advisory to avoid the area and adjust movements accordin=

> Eight civilians have been reported killed and another 20 wounded as a res=
ult of the explosion. Casualty figures will most likely change as the effor=
