Greetings from AHO,

I send you, on behalf of Sehatmandi implementing NGOs, a letter on February
10th, 2021 on force majeure issue. NGOs have not received any response or
follow up from the World Bank. The issue of force majeure has been a
challenging one and beside contractual obligation and repeated
communication with MoPH and World Bank, we have not received any
satisfactory response. Addressing force majeure issue is the legal right of
NGOs, and thus file this complaint on behalf of NGOs and do request your
urgent attention and support as the Project is reaching its end in a couple
of months. It has and will have implication on quality of services and
reputation of NGOs and MoPH/WB, for not supporting them for constraints
faced due COVID-19 and other security related issues during implementation
of Sehatmandi. Do look forward to your positive response and attention.
