The SAR synthesises the unique data compiled by our global network of fi=
eld platforms, and contained within our flagship Quarterly Reports in each =
country, to produce a strategic overview that we hope will inform situation=
al awareness, operational planning and policy development on humanitarian s=
afety and access.
This quarter, several countries marked record incident volumes (Burkina =
Faso, CAR, DRC and South Sudan) while other countries experienced lows or c=
ontinued downward trends (Syria and Iraq).
National staff accounted for the overwhelming majority of personnel impa=
cted by serious incidents, which again highlights the vulnerabilities faced=
 by relocatable national and local employees. Concurrently, NGOs will conti=
nue to wrestle with the challenges associated with the implementation of lo=
calisation.
Other recurrent cross-platform themes observed during the period include=
:

<li>The range and activity of sub-nationally relevant armed actors<=
/strong>, particularly in DRC, CAR, Iraq, Syria and South Sudan, caused con=
siderable challenges in navigating and mitigating risk. In these contexts, =
actor mapping, area assessments and engagement plans remain a necessary req=
uirement to enable continued operations and effective programming.</li>
</ul>
<ul>
<li>Political transition in the United States contributed =
to its evolving international role and shifting perceptions of it as an inf=
luential actor, particularly in Afghanistan, Iraq, Somalia and Syria. NGOs =
are likely to encounter and be affected by the implications of this develop=
ment, especially within these identified contexts.</li>
</ul>
<ul>
<li>Election fallout or the anticipation of upcoming election perio=
ds shaped operating environments in CAR, Iraq, Mali and Somalia. I=
n turn, early warning systems, preparedness and consistent monitoring of po=
litical developments will serve as primary tools for understanding the poss=
ible effects of this dynamic on NGO safety and access.</li>
</ul>

<li>Camp transitions, challenges in managing camps or <str=
ong>rumours of closures altered current calculati=
ons and future considerations for NGO security and access in Iraq, Kenya, S=
outh Sudan and Syria. These developments reiterate and elevate the importan=
ce of clear and coordinated advocacy initiatives that promote principled an=
d transparent approaches.</li>
</ul>
The next NGO Incidents Overview, our monthly ass=
essment of NGO incidents and trends across INSO&rsquo;s platforms, will be =
released by 12 May.
