Dear BPHS/EPHS Implementing Partners,

=20

Cold Chain equipment optimization platform (CCEOP) is a project =
implemented jointly by NEPI and UNICEF, through which all health =
facilities in the country that are  providing immunization services will =
be equipped with Solar refrigerators ( SDD TCW 40, SDD TCW 2043) or =
electric ( VLS 064, GVR 225 AC) refrigerators until the end of 2021.=20

=20

The project started in 2020 and until now 464+ refrigerators are =
deployed to provinces and 203 units are installed already.

=20

As discussed earlier, the transportation of these refrigerators is done =
through a UNICEF hired- third party. The transportation is done in two =
phases- from National level to provincial and then from provincial to =
Health facility level.

=20

In Oct-Nov, 2020 the national cold chain staff had visits from regions =
to update the provincial staff and BPHS implementers=E2=80=99 =
orientation on CCEOP; the following findings were noted as a result of =
the visit conducted:=20

=20

=C2=B7  BPHS implementers have a better knowledge of their respective =
province geography, HF location, and security.

=C2=B7  BPHS implementers have already transported 565 SDD refrigerators =
in 2018 and 2019 in a very efficient manner.

=C2=B7  The Transporter company is not familiar with the locality and =
hence reaching to HF is mostly time- consuming while the security =
situation is a hinder.

=C2=B7  Because of the security problems, transportation of the =
refrigerators to final the destination is time- consuming, but BPHS =
implementers do not face such issues.

=20

Noting all the above points and as the refrigerators are transferred =
from the Provincial level to BPHS inventory so it would be logical that =
transportation of the refrigerators to the health facility from cold =
chain provincial store (PEMT) is to be done by BPHS implementers.

=20

The transportation from PEMT to health facility by BPHS will be done in =
accordance with the signed agreement/SOP. For each refrigerator =
transported, the lump sum amount of $25 USD (irrespective of the health =
facility location) will be transferred to the NGO's official bank =
account.

=20

help achieve the transfer of responsibility for the services stated =
