* Heavy fighting in southern Afghanistan=2C near Lashkargah city in Hilman=
d province continues affecting thousands of people.
* Four assessment teams are continuing their work to gauge the humanitaria=
n impact of the situation.

Situation Overview:

Fighting that started on 11 October between the Afghan National Security F=
orces (ANSF) and a non-state armed group (NSAG) has carried on for several=
 days near Lashkargah city in Hilmand province. According to reports recei=
ved on 18 October=2C the security situation has deteriorated in several lo=
cations around the area=2C including in Nahr-e-Saraj=2C Nawa-e-Barakzaiy=
=2C Nad-e-Ali/Marja and Lashkargah. The frontline of the conflict has repo=
rtedly moved closer to Greshk=2C the capital of Nahr-e-Saraj=2C which is s=
trategically located along the highway between Hirat and Kandahar. Sporadi=
c clashes were also reported along the highway between Lashkargah and Kand=
ahar. On 17 October=2C civilians residing in Khosrabad in Nawa-e-Barakzaiy=
 district were asked to leave the area by the NSAG.

The presence of IEDs planted on main roads continues to hinder movement. A=
part from ANSF movement=2C the Lashkargah =E2=80=93 Kandahar highway and L=
ashkargah =E2=80=93 Nawa-e-Barakzaiy road remains closed to civilians due=
 to the danger posed by IEDs=2C however people are using other routes in N=
SAG controlled areas.
Anticipated Humanitarian Impact:

The fighting has triggered the flight of local residents with local author=
ities initially estimating that 35=2C000 people (around 5=2C000 households=
) were displaced into Lashkargah city. Assessment teams are still verifyin=
g these numbers with 3=2C520 IDPs confirmed so far.

According to reports=2C around 300 families or approximately 2=2C100 peopl=
e from Nawa-e-Barakzaiy have been newly displaced yesterday within Nawa di=
strict (Kharabad=2C Gawragai=2C Landai Shakh and Hazar Asp). According to=
 preliminary reports=2C 50 to 60 IDP families reached Lashkargah via NSAG=
 controlled routes. Information suggests that the displacement could be te=
mporary with the IDPs likely to return to their homes once security situat=
ion in the area has stabilised. Families displaced during the previous wee=
k to Lashkargah are now both relocating and returning to NSAG-controlled a=
reas due to lack of shelter and livelihood opportunities in Lashkargah as=
 families are unable to pay for rent there. Moreover=2C relocation has rep=
ortedly taken place to Nad-e-Ali/Marja=2C Nawa-e-Barakzaiy and Greshk dist=
ricts (not their places of origin) while some families have returned to Ba=
baje (Lashkargah). The number of returning families is yet to be confirmed=
=2E

In addition to the previously reported closure of health clinics=2C anothe=
r health clinic in the Aynak area in Nawa-e-Barakzaiy was closed on 15 Oct=
ober due to conflict affecting around 15=2C000 people in the area. As of 1=
8 October=2C there are no additional reports received on the status of the=
 previously closed health facilities.

Interruptions to mobile phone networks remain a challenge in Lashkargah am=
ong other districts=2C hindering information flow and the progress of huma=
nitarian assessments.
Coordination:

The Afghanistan National Disaster Management Authority (ANDMA) has resumed=
 food distributions reaching 200 families with food packages that include=
 50 kg wheat flour=2C 3 kg cooking oil=2C 10 kg rice=2C 3 kg sugar and 1 k=
g tea. The Minister of State for ANDMA recently announced 20 million AFN t=
o assist IDPs in Hilmand province. 153 households or 1=2C051 IDPs received=
 assistance from UNHCR=2C UNICEF=2C IRC and DACAAR with cash (11=2C000 AFN=
/household)=2C NFIs=2C emergency latrines and water supplied through water=
 tankering. The Ministry of Rural Rehabilitation and Development (MRRD) th=
rough the support of UNICEF also supplied water in IDP locations. On 18 Oc=
tober=2C four Operational Coordination Team (OCT) assessment teams led by=
 DACAAR=2C along with staff from UNHCR=2C WFP=2C HAPA=2C APA=2C HRDA=2C IR=
C=2C the Department of Refugees and Repatriation (DoRR) and the Provincial=
 Governor's Office (PGO) have been deployed to assess needs in different p=
arts of Lashkargah. To date=2C 3=2C520 people have been verified=2C with a=
ssessments
ongoing.
On 17 October=2C OCHA coordinated the response for 1=2C051 IDPs who receiv=
ed humanitarian aid. OCHA is currently coordinating the response for the r=
emaining 2=2C469 people verified by the assessment teams based on informat=
ion about humanitarian needs that has been shared with all relevant cluste=
rs. OCHA will continue to coordinate closely with ANDMA to ensure efficien=
t information flows and to avoid duplication of efforts. OCHA has particul=
arly emphasised the need to assist IDPs in hard-to-reach areas such as Gre=
shk and Nawa-e-Barakzaiy districts that have not yet been assisted by huma=
nitarian partners.

WHO has delivered a trauma kit to Greshk District Hospital. During the com=
ing week=2C two Inter-agency Emergency Health Kits (IEHK) =E2=80=93 which=
 will include supplementary kits and a trauma kit =E2=80=93 will be delive=
red to Bost Provincial Hospital=2C Nahr-e-Saraj and Musaqala districts. WH=
O will also deliver 1=2C000 bottles of intravenous fluid drips=2C an acute=
 watery diarrhoea kit with one IEHK supplementary kit to Nad-e-Ali/Marja C=
omprehensive Health Centre. The distribution of these medical supplies at=
 both provincial capital and district-level will support approximately 35=
=2C500 people.

Access to deliver assistance in Lashkargah remains a challenge and advocac=
y is ongoing with interlocutors to ensure humanitarian assistance can reac=
h people in need. The negotiated access for humanitarian supplies at the l=
ocal level recently allowed for the delivery of UNHCR tents and NFIs throu=
gh NSAG controlled areas=2C reaching 700 families in Lashkargah. Similarly=
=2C WFP will deliver food assistance in Lashkargah through similar access=
 negotiated routes.

e:13px">The Afghanistan National Disaster Management Authority (ANDMA) has=
 resumed food distributions reaching 200 families with food packages that=
 include 50 kg wheat flour=2C 3 kg cooking oil=2C 10 kg rice=2C 3 kg sugar=
 and 1 kg tea. The Minister of State for ANDMA recently announced 20 milli=
on AFN to assist IDPs in Hilmand province. 153 households or 1=2C051 IDPs=
 received assistance from UNHCR=2C UNICEF=2C IRC and DACAAR with cash (11=
=2C000 AFN/household)=2C NFIs=2C emergency latrines and water supplied thr=
ough water tankering. The Ministry of Rural Rehabilitation and Development=
 (MRRD) through the support of UNICEF also supplied water in IDP locations=
=2E On 18 October=2C four Operational Coordination Team (OCT) assessment tea=
ms led by DACAAR=2C along with staff from UNHCR=2C WFP=2C HAPA=2C APA=2C H=
RDA=2C IRC=2C the Department of Refugees and Repatriation (DoRR) and the P=
rovincial Governor's Office (PGO) have been deployed to assess needs in di=
fferent parts of Lashkargah. To date=2C 3=2C520 people have been verified=
=2C with assessments ongoing.<br>
On 17 October=2C OCHA coordinated the response for 1=2C051 IDPs who receiv=
ed humanitarian aid. OCHA is currently coordinating the response for the r=
emaining 2=2C469 people verified by the assessment teams based on informat=
ion about humanitarian needs that has been shared with all relevant cluste=
rs. OCHA will continue to coordinate closely with ANDMA to ensure efficien=
t information flows and to avoid duplication of efforts. OCHA has particul=
arly emphasised the need to assist IDPs in hard-to-reach areas such as Gre=
shk and Nawa-e-Barakzaiy districts that have not yet been assisted by huma=
nitarian partners.<br>
&nbsp;<br>
WHO has delivered a trauma kit to Greshk District Hospital. During the com=
ing week=2C two Inter-agency Emergency Health Kits (IEHK) =E2=80=93 which=
 will include supplementary kits and a trauma kit =E2=80=93 will be delive=
red to Bost Provincial Hospital=2C Nahr-e-Saraj and Musaqala districts. WH=
O will also deliver 1=2C000 bottles of intravenous fluid drips=2C an acute=
 watery diarrhoea kit with one IEHK supplementary kit to Nad-e-Ali/Marja C=
omprehensive Health Centre. The distribution of these medical supplies at=
 both provincial capital and district-level will support approximately 35=
=2C500 people.<br>
&nbsp;<br>
Access to deliver assistance in Lashkargah remains a challenge and advocac=
y is ongoing with interlocutors to ensure humanitarian assistance can reac=
h people in need. The negotiated access for humanitarian supplies at the l=
ocal level recently allowed for the delivery of UNHCR tents and NFIs throu=
gh NSAG controlled areas=2C reaching 700 families in Lashkargah. Similarly=
=2C WFP will deliver food assistance in Lashkargah through similar access=
 negotiated routes.<br>
