Situation Overview: UPDATED
MoPH data (https://moph-dw.gov.af/dhis-web-commons/security/login.action#/=
) shows that 38=2C288 people across all 34 provinces in Afghanistan are no=
w confirmed to have COVID-19. Some 29=2C390 people have recovered=2C and 1=
=2C410 people have died (72 of whom are healthcare workers). 103=2C722 peo=
ple out of a population of 37.6 million have been tested. Almost 10 per ce=
nt of the total confirmed COVID-19 cases are among healthcare staff. The m=
ajority of the deaths were people between the ages of 50 and 79. Men in th=
is age group represent 50 per cent of all COVID-19-related deaths. Moreove=
r=2C men account for 70 per cent of the total COVID-19 confirmed cases alt=
hough this may be the result of over-representation of men in testing. Due=
 to limited public health resources and testing capacity=2C as well as the=
 absence of a national death register=2C confirmed cases of and deaths fro=
m COVID-19 are likely under-reported overall in Afghanistan. Kabul remains=
 the most affected part of the country in terms of
confirmed cases=2C followed by Hirat=2C Balkh=2C Kandahar and Nangarhar pr=
ovinces.

Complacency and failure to follow public health advice is creating grave r=
isks in the community=2C with people generally not observing physical dist=
ancing protocols. Recent conflict in the north-east and flooding in the ce=
ntre and east of the country has affected and displaced thousands of house=
holds. Compliance with COVID-19 preventative measures is challenging for t=
he majority of those affected=2C exposing them to heightened risk of COVID=
-19 infection and transmission. Risk communications messaging to these gro=
ups is critical.

As part of the flood response in the north-east=2C a WHO team travelled to=
 Kunduz to support to the local Emergency Preparedness Response Committee.=
 A surveillance team is in place at displacement sites and has so far iden=
tified 48 people with COVID-19 symptoms who have been referred for medical=
 care. No positive COVID-19 cases have been identified in informal setting=
s. The WHO team also assisted with the provision of PPE to NGOs. Moreover=
=2C NGOs operating in Kunduz disseminated risk communication messages in n=
ewly displaced settlements and carried out community engagement activities=
 to women=2C people living with disability and other vulnerable groups. Ad=
ditionally=2C rumour tracking has been ongoing in informal settlements in=
 the area.

Hospitals and clinics continue to report challenges maintaining or expandi=
ng their facilities=E2=80=99 capacity to treat patients with COVID-19 as w=
ell as maintaining essential health services. In Afghanistan=2C there has=
 been a general decrease of 30 to 40 per cent in the utilization of essent=
ial health services. Moreover=2C mobile health team consultations have inc=
reased by 83 per cent between April to July compared to the same period la=
st year. WHO emphasise that infection prevention and control need to be im=
proved in health facilities to encourage people to return to health servic=
es safely.

WHO notes that it is important to ensure healthcare workers have the prope=
r personal protection to carry out services. In addition=2C effective and=
 accurate risk communication activities are needed to re-assure people tha=
t it is safe to seek treatment at hospitals and health centres and that he=
alth centres are carrying out proper infection prevention and control meas=
ures. Current laboratory capacity in Afghanistan remains limited. Humanita=
rian partners urge the Government of Afghanistan to ensure laboratories ar=
e appropriately equipped and that procured supplies go to under-resourced=
 health centres in a transparent manner=2C so that life-saving support can=
 be delivered to those most in need.

WHO notes that when health systems are overwhelmed=2C as is being seen in=
 Afghanistan=2C both direct mortality from the outbreak and indirect morta=
lity from vaccine-preventable and treatable conditions increase dramatical=
ly. WHO stresses the need to balance the demands of responding directly to=
 COVID-19=2C with simultaneously engaging in strategic planning and coordi=
nated action to maintain essential health service delivery=2C mitigating a=
gainst the risk of system collapse.

Funding: UPDATED

The second progress report (https://reliefweb.int/report/world/global-huma=
nitarian-response-plan-covid-19-progress-report-second-edition-31-august)=
 for the Global Humanitarian Response Plan (GHRP) for COVID-19 was publish=
ed on 31 August. According to the report=2C the impacts of the COVID-19 pa=
ndemic on the lives and livelihoods of the most vulnerable people are enor=
mous=2C both in terms of the number of people infected and the profound ec=
onomic crisis that has been unleashed. People who were already suffering f=
rom violence=2C stigma=2C discrimination and unequal access to basic servi=
ces and living conditions are bearing the brunt of this new crisis. The GH=
RP is currently only 23.1 per cent funded=2C with humanitarian partners re=
porting $2.38 billion in funding received. In Afghanistan=2C the revised H=
umanitarian Response Plan for 2020 (https://www.humanitarianresponse.info/=
sites/www.humanitarianresponse.info/files/documents/files/afg_hrp_2020_rev=
ision_june_2020.pdf) requires $1.1b to reach 11.1m of
the most acutely vulnerable people. According to OCHA=E2=80=99s Financial=
 Tracking Service (https://fts.unocha.org/appeals/929/summary) =2C the Afg=
hanistan HRP is currently 30 per cent funded with $333.6m received since t=
he start of the year.

Response Activities: UPDATED
Humanitarians have rapidly scaled-up services to support the response to t=
he pandemic=2C reaching millions of people with life-saving assistance for=
 new and existing needs. For a detailed update of all cluster response act=

Key cumulative COVID-19 response figures include:
* Health Cluster partners have reached almost 4.7m people with risk commun=
ication and community engagement messages
* More than 2.3 million people have been reached with WASH assistance
* More than 553=2C512 people have been reached by ES-NFI partners with key=
 messages on the prevention of COVID-19
* Protection partners have reached more than 262=2C000 people with psychos=
ocial support services
* Close to 327=2C000 people have been reached with COVID-19 specific food=
 assistance by FSAC partners between the beginning of May and 31 July
* More than 99=2C000 children have been reached with home-based learning m=
aterials
* Nutrition partners have distributed more than 85=2C000 IEC materials acr=
oss the country since the start of the crisis.

Cross Border: UPDATED
The Milak (Nimroz) and Islam Qala-Dogharoon (Hirat) crossings with Iran ar=
e officially open to commercial traffic and movement of documented Afghani=
stan nationals. According to the Border Monitoring Team of the Directorate=
 of Refugees and Repatriation (DoRR)=2C a total of 18=2C615 Afghanistan na=
tionals returned from Iran through the Milak and Islam Qala border crossin=
g sites between 23 and 29 August=2C a 6 per cent decrease from the previou=
s week (19=2C778). 9=2C393 people returned voluntarily and 9=2C222 were de=
ported. IOM provided post-arrival humanitarian assistance to 1=2C260 peopl=
e or 7 per cent of all undocumented Afghanistan nationals returning from I=
ran at its transit centres in Hirat and Nimroz during the past week. IOM n=
otes that a reduction in assistance provided by IOM at transit centres is=
 related to funding constraints for the cross-border return programme.

According to UNHCR=E2=80=99s latest border monitoring report (https://reli=
efweb.int/report/afghanistan/afghanistan-border-monitoring-update-covid-19=
-response-23-29-august-2020) (covering the period between 23 and 29 August=
)=2C 33 per cent of returnees interviewed at the Islam Qala and Milak bord=
er crossing points and 43 per cent of returnees interviewed at the Torkham=
 border crossing point said they faced problems during the COVID-19 outbre=
ak in neighbouring countries=2C such as lost work/wages=2C discrimination/=
stigmatisation by local communities=2C lack of access to markets=2C pressu=
re from authorities to return to Afghanistan=2C movement restrictions rela=
ted to the lockdown=2C and lack of access to medical services. 93 per cent=
 of respondents returning from Iran and 87 per cent of respondents returni=
ng from Pakistan stated that they had received information about COVID-19=
 in the respective countries=2C mainly through TV=2C radio=2C religious le=
aders and local communities. Almost 9 per cent of returnees interviewed
at the Milak border crossing point=2C more than 13 per cent at Islam Qala=
=2C and almost 74 per cent interviewed at Torkham border crossing reported=
 that they had not received information about COVID-19 upon arrival in Afg=
hanistan. Ghulam Khan border crossing remains closed for pedestrian moveme=
nt.

Pakistan continues to facilitate the movement of cargo trucks and containe=
rs into Afghanistan. Since 21 August=2C five border crossing points (Ghula=
m Khan=2C Torkham=2C Spin Boldak=2C Angor Adda and Kharlachi) have been op=
en for trucks=2C six days a week (every day except Saturday).

Borders with Tajikistan=2C Uzbekistan and Turkmenistan remain open only fo=
r commercial traffic and crossings of passport holders back into Afghanist=
an. Humanitarians emphasise the critical importance of maintaining a relia=
ble flow of traffic for humanitarian cargo from all neighbouring countries=
 and are advocating for special consideration to expedite movement of huma=
nitarian food and relief items through border crossings.

Operational Issues: UPDATED
Three-month nationwide lockdown measures remain officially in place. Accor=
ding to reports=2C (https://reliefweb.int/sites/reliefweb.int/files/resour=
ces/afghanistan_covid-19_access_impediment_report_01_jul_-_25_aug_2020.pdf=
) the measures intended to limit the spread of COVID-19 are no longer bein=
g enforced. In the early days of the COVID-19 outbreak=2C provincial lockd=
own measures periodically impeded humanitarian movement. Following engagem=
ent by OCHA with provincial authorities and a general relaxation of lockdo=
wn measures=2C the situation improved with humanitarian movement no longer=
 impeded by COVID-19 related lockdown measures. For more information on ac=

-19_access_impediment_report_01_jul_-_25_aug_2020.pdf) . Humanitarian part=
ners remain active in responding to crises throughout the country and cont=
inue to urge all parties to the conflict to
facilitate unimpeded access to civilians so humanitarian assistance is not=
 delayed.

Commercial domestic flights are operating. The United Nations Humanitarian=
 Air Service (UNHAS) has reduced domestic flight days from five to four da=
ys a week. UNHAS will continue to support any required evacuation and relo=
cation flights during all days of the week.

International commercial air travel has resumed with Air Arabia=2C Ariana=
 Airlines=2C Kam Air=2C and Emirates Airlines providing round-trip interna=
tional flight services to/from Kabul. Emirates Airlines announced (https:/=
/www.emirates.com/english/help/flying-to-and-from-dubai/tourists-travellin=
g-to-dubai/) that effective from 1 August=2C all passengers travelling to=
 Dubai=2C including those in transit=2C must have a negative COVID-19 test=
 certificate issued by an Emirates-approved laboratory (https://c.ekstatic=
=2Enet/ecl/documents/health-screening-documents/approved-laboratories.pdf) t=
o be accepted on the flight.

The UNHAS airbridge connecting Kabul and Doha continues to operate on Sund=
ays=2C Tuesdays and Thursdays. Flights into Doha accommodate transiting pa=
ssengers only. UNHAS remains fully committed to supporting the Doha Airbri=
dge until 30 September=2C as per the initial plan. Since the start of the=
 airbridge in April=2C UNHAS has completed 102 flights=2C carrying a total=
 of 824 passengers. 46 per cent of all passengers were members of the dipl=
omatic community=2C 31 per cent were UN staff members and more than 20 per=
 cent were NGO staff. With the resumption of international flights to Kabu=
l=2C UNHAS has experienced a significant reduction in the number of passen=
gers using the airbridge service=2C with UNHAS currently operating at appr=
oximately 15 to 20 per cent of its aircraft=E2=80=99s capacity. UNHAS anno=
unced that it will cancel all flights on Tuesday=2C 8 September 2020. Howe=
ver=2C flights will resume as per schedule after this date. The next UNHAS=
 flight is planned for Thursday=2C 10 September.
